Action Highlights Regular Meetings of the Solana Beach City Council are held at 6:00 p.m. on the second and fourth Wednesday of each month at City Hall, 635 S. Highway 101. Awarded the Sewer and Storm Drain Maintenance and Video Inspection agreement to Affordable Pipeline Service, Inc. in an amount not to exceed $431,170. Approved the Debt Management Policy for the City, the Successor Agency, and the Solana Beach Public Financing Authority. Approved reaffirming the City’s commitment to the goals of the Paris Climate Agreement by confirming the decision to sign on to the “We Are Still In” Open Letter and to the U.S. Climate Mayors commitment. Authorized the General and Specialized Law Enforcement and Traffic Services Contract with the County of San Diego Sheriff’s Department for a five-year term. Authorized the sale and refunding of Wastewater Revenue Refunding Bonds, Series 2006, and issuance of 2017 Wastewater Revenue Refunding Bonds resulting in the lowering of annual debt service and an overall savings of approximately $1,250,300. Adopted Ordinance 477 detailing the formation of the Solana Beach Uniform Public Construction Cost Accounting Policies and Procedures for alternative bidding options.

Awarded a contract for the Seascape Sur Beach Access Stairway Maintenance and Repairs, Bid 2017-06, to Conan Construction, in the amount of $202,690. Adopted the City of Solana Beach’s Climate Action Plan which includes a goal of achieving 100% renewable energy by 2035. Approved a rate increase for Residential Solid Waste and Recycling Collection Services for Fiscal Year 2017-18 in accordance with the Franchise Agreement with Waste Management, Inc. Approved the Public Art Commission’s recommendation to modify the Temporary Arts Program by removing two previously approved locations and adding three new locations to the program. Appointed Larna Hartnack to the Parks and Recreation Commission with a term expiring January 2019. Adopted Ordinance 479 authorizing a Transportation Impact Fee pursuant to the California Mitigation Fee Act with the purpose to fund construction of transportation facilities in response to the anticipated cumulative impacts associated with future development and redevelopment within the City. Received a presentation from KAABOO organizers and provided feedback regarding noise, traffic and parking, trash and cleanup, and safety issues related to this years’ event. Planning Division Highlights The State of California and local jurisdictions establish criteria for public review of many types of projects. The following is an abbreviated list of the programs, projects, and proposals under consideration by the City of Solana Beach. For more information, contact the City staff member assigned to the project at the number listed.

LOCAL COASTAL PROGRAM WHAT IS THE LCP? The Local Coastal Program (LCP) is a coastal management plan mandated by the California Coastal Act of 1976. A LCP contains land use, development, public access, and resource protection policies and regulations that implement the Coastal Act at the local level. It is comprised of a Land Use Plan (LUP) and a Local Implementation Plan (LIP or IP). The City has its LUP and now working on its IP. The City’s approved LUP can be viewed online on the City’s website and in person at the Community Development Department at the City of Solana Beach City Hall. Every local government in the coastal zone (61 cities and 15 counties) is required to prepare a LCP and submit it to the California Coastal Commission for review and approval. The City is one of eight coastal cities without a certified LCP and the entire City of Solana Beach is located within the coastal zone. WHY CERTIFY? Currently, residents and business owners with projects requiring a discretionary permit must apply to and have their permits approved by the City and then apply to the Coastal Commission for approval by the Coastal Commission as well. Certification of the City’s LCP will allow the City to issue these permits, in most instances. Certification of the LCP means:

After certification, most permit applications would be processed by the City, instead of the California Coastal Commission (CCC). In addition to the convenience of filing at Solana Beach City Hall, permit applications would be handled by your open and responsive Community Development Department staff. Your Community Development staff also has a strong record of processing applications within established timeframes, which means your application can be processed in weeks, not months. All this will translate into less time and lower application costs. HOW WILL LCP CERTIFICATION AFFECT WHAT I CAN DO ON MY PROPERTY? Most of the LCP content is taken from the City’s Zoning Code. Therefore, land use, setbacks, height limits, floor area limits, off-street parking, and other development regulations will remain largely unchanged. For properties located along the bluffs, the development standards would be tied to the policies contained within the Certified LUP. If you do have a project that requires a permit, the LCP would provide a set of procedures for obtaining a Coastal Development Permit (CDP) from the City. Like the CCC, the City would ensure that the CDP is issued in conformance with the policies of the Coastal Act. Therefore, issues of land use, public access, and protection of resources will have to be addressed as appropriate for Solana Beach. (Bill Chopyk 720-2449).

DRAFT PUBLIC RECREATION IMPACT FEE STUDY The City Council approved the updated Draft Public Recreation Impact Fee Study and LUP Amendment with the adoption of Resolution 2016-039 on April 13, 2016. The Draft Fee Study and LUP Amendment was submitted to the California Coastal Commission on April 29, 2016. The Draft Fee Study and LUP Amendment are posted on the City website. In conjunction with the on-going Local Coastal Plan (LCP) certification process with the California Coastal Commission (CCC), the City agreed to partner with the CCC to update the 2010 Public Recreation/Land Lease Impact Mitigation Fee Study. The purpose of the land lease/recreation mitigation fee is to compensate the public for the loss of recreational use of the beach due to the installation of shoreline protective devices such as seawalls. In May 2014, Council approved an agreement with the California Coastal Commission (CCC) to accept $120,000 in grant funding to be used primarily to support the preparation of an update to the 2010 fee study. The first public meeting for the fee study update was held at City Hall in September 2014. The Fee Study update was needed to incorporate and reflect certified Land Use Plan (LUP) policies and to review comments on the 2010 fee study. In addition, CCC staff requested that the City’s fee study update ensure adequate representation of surfers as users of the public beach, and incorporate recent, relevant coastal bluff erosion studies and sea level rise projections into fee study update. The CCC held a public hearing on the LUP Amendment at its May 2017 meeting in San Diego. The CCC approved the Fee Study with 16 modifications as recommended by the CCC staff. (Bill Chopyk 720-2449)

BEACH SAND REPLENISHMENT AND RETENTION PROJECTS 50-Year USACE Coastal Storm Damage Reduction Project - The Solana Beach-Encinitas shore protection project received congressional “authorization” in the Water Resources Development Act, and the “Record of Decision” was signed in June 2017. This gives the project the final federal approval to be eligible to receive federal funds for construction of the project. First, however, federal funding for Pre-Construction Engineering and Design (PED) must be secured. PED provides all the details that the U.S. Army Corps of Engineers (USACE) and its contractors will need to “construct” (or place sand) along the coastline. It provides an engineered profile with details about the quantities of sand to be placed within that profile (mostly, but not entirely, underwater) and the exact locations and quantities from each area of the underwater sites that will be used to obtain (or “borrow”) the sand. The Solana Beach project consists of a 150-foot width of sand placed on the beach, and the Encinitas project consists of a 50-foot-wide beach. The Cities of Solana Beach and Encinitas have been working for more than 16 years as the local sponsors of a long-term coastal storm damage reduction/shoreline protection project with the state and federal government. The state entity directly involved in financially supporting the project is the California State Parks, Division of Boating and Waterways (DBW). The beach replenishment project has been designed to be resilient to various future sea level rise scenarios over its 50-year life based on National Research Council (NRC) data recommended for use by the California Coastal Commission (CCC). The Project is also consistent with the 2014 adopted CCC Sea Level Rise Policy Guidance document which recognizes beach nourishment a preferred sea level rise adaptation strategy for developed coastlines. The Project received a unanimous vote of support from the CCC following a public hearing in November 2013. With Project implementation, the beaches would be re-nourished on a regular cycle during a Federal and State investment and participation period of 50 years. (Leslea Meyerhoff 720-2446) SCOUP - In January 2014, the City completed the process to extend its Sand Compatibility and Opportunistic Use Program (SCOUP) for another five years (2019) with new permit approvals received from the California State Lands Commission, CCC, USACE, and Regional Water Quality Control Board. The City’s SCOUP program is a key element of the City’s long-term shoreline management program and is a key sea level rise adaptation strategy. The SCOUP program allows placement of beach compatible sands on the City’s beaches up to 150,000 cubic yards per year. City Staff are currently tracking several local projects that may generate beach quality export material. The lead time to develop a SCOUP project is approximately 6 months and early coordination with City Staff is important to facilitate final reviews and approvals by the agencies of the sampling and analysis plan (SAP) as well as placement details, monitoring requirements and other logistics. The City is currently working with the San Elijo Lagoon Conservancy to receive approximately 140,000 cubic yards of sand from the restoration and dredging of the San Elijo Lagoon. The beach quality sand would be pumped onto the beach via pipes from the Lagoon along the coast to our beach. It is anticipated that this work would occur at the beginning of 2018. Annual Shoreline Monitoring Program - The City of Solana Beach, in conjunction with SANDAG and the other participating cities continue to monitor the performance of the beach sand project and the overall health of the public beach through local and regional beach profile data collection and monitoring efforts conducted in the Autumn and fall each year. The City has an agreement with Coastal Frontiers for ongoing shoreline monitoring services.

Would You Like a Choice in Your Energy Provider? Community Choice Aggregation (CCA), also known as Community Choice Energy (CCE), gives residents and businesses an opportunity to purchase electricity from local government agencies, and gives local governments the authority to manage energy resources on behalf of their communities and customers. The electricity continues to be distributed and delivered over the existing electricity lines by the incumbent utility - which is San Diego Gas and Electric (SDG&E) in San Diego County. The central concept of CCA is local choice, allowing customers to choose between energy providers and service options, such as renewable energy products. It also empowers communities to reinvest locally with programs that address economic, social and environmental justice goals. On May 24, 2017, the Solana Beach City Council approved a contract with The Energy Authority (TEA) and Calpine Solutions to engage in a three-phase process for the evaluation and potential implementation of a CCA program. The timeline below proposes a path toward CCA formation and program launch within the first year followed by four years of power supply and operational services. Currently, the City of Solana Beach is in the middle of Phase 1 of this process. Typically, Phase 1 takes about six months and includes all the preparation and planning required to potentially move the program toward launch. Focus areas during this phase will build on the work already underway at the City and will include refinement of program scope and attributes, outreach to the community, rate competitiveness and environmental attributes. During Phase 1, TEA will prepare the technical study consistent with the scope outlined in the Request for Proposals. The foundation of the analysis will be a Pro Forma Financial Model of the potential CCA cash flows. The Pro Forma Financial Model will include the significant drivers of the CCA’s financial performance and include toggles to test the sensitivity of results to changes in key supply and load variables. The Pro Forma Financial model will capture base case and alternative scenario results of the significant drivers of the City’s financial performance. Establishing a CCA program provides tremendous benefits to the community but these benefits need to be weighed against the risks associated with launching and operating a CCA program. The most relevant risks are known, and prudent management and applied experience can mitigate many of them. The successful launch and operation of nice (9) current CCAs in California, including Marin Clean Energy, Sonoma Clean Power and Lancaster Choice Energy, have proven the CCA business model and the ability to successfully manage the associated risks, while providing significant benefits to their respective communities. A large part of Phase 1 will be focusing community engagement to build a stronger community awareness of the CCA program. Efforts include outreach towards the local community to ensure their understanding of the CCA program. This task includes gaining a better understanding of the community’s attitude towards the implementation of a CCA and what priorities they would like to include in the CCA structure. This will better inform the City Council of the community priorities (higher renewable energy/reducing greenhouse gas emissions, rate savings, and/or local programs) if the City Council decides to launch the CCA. City Staff has already begun outreach by setting up an informational booth at City events, such as the Concerts at the Cove, Beach Blanket Movie Night and the Solana Beach Farmer’s Market. City Hall Gallery City Hall, located at 635 South Highway 101, is the seat of another artistic gem, the City Hall Gallery. This intimate gallery is host to a new artist's exhibition each month. The shows have included everything from watercolors and photographs to recycled metal sculpture, children's art, and painted surfboards. The City Hall Gallery is open to the public during regular business hours, as well as during special events and receptions to view the art and meet the artists. Solana Beach Library The Solana Beach Library is a shared use library, serving the community of Solana Beach, as well as the staff and students of Earl Warren Middle School. We are a community center for the City, providing fun and informative programs for the whole family…. from babies to seniors! Earl Warren Middle School started Tuesday, August 29th, and the Library returned to its earlier 7 AM opening Monday through Friday. Earl Warren students are back at their new campus, and some Skyline students are making their home in the temporary village south of the Library. Library parking is available adjacent to the Library and in the south parking lot off San Rodolfo.

Solana Beach’s Future Skate Park Update The City of Solana Beach is continuing the design of the La Colonia Skate Park. This project will install a skate park in the northwest corner of La Colonia Park, which will meet the needs of all levels of skaters in the community and consistent with the previously approved La Colonia Master Plan. Two public workshops have already been held, and two concept designs have been developed. These concept designs can be viewed on the designer's website or through the link located on the City's homepage. The website with the design concepts also includes an area for comments. The City Council is scheduled to consider a preferred design alternative at the September 27th City Council meeting. To meet the needs of all potential skate park users, the City requests your input. Please review the concept designs and provide your comments before September 27th, so your opinion will reach Council to help decided on the best skate park possible. Since the project is not fully funded, fund raising efforts are still underway. The project still needs approximately $270,000 to complete the funding. The City has submitted a NRP grant to the County in hopes of receiving additional funds. Furthermore, a dedicated group of community volunteers has set up a private donation fund to assist with raising money needed to complete the design and construction. Additional fundraising is still needed before construction can begin. The City hopes to break ground some time in 2017. To donate online: www.coastalfoundation.org. Community Senior Center The Community Senior Center is beginning their 31st season of fun, learning and friendship. We invite you to join us! Every 1st, 2nd, and 3rd Wednesdays of each month at 10am we have Scrabble, Canasta, Crazy 8’s and Yahtzee and Currents Events. Classical Music Appreciation Class is held on the 1st and 3rd Wednesdays. Note: We are closed on the 4th /5th Wednesday of the month. In addition to games and music, we provide a wonderful Entertainment & Lunch Program that begins at 12noon for only $8. The entertainment is usually live music or an informative and interesting speaker and the full lunch meal is freshly prepared by our outstanding kitchen staff. Reservations are required a week in advance by calling 858-509-2587. The Solana Beach Community Senior Center’s Book Club is sponsored by the Solana Beach Library and led by their amazing Librarian, Mim Haug. The Book Club meets on the 2nd Wednesday of each month at 1:30 in Room 14. Everyone is welcome to participate in this friendly informal discussion group. Copies of the selected books; some with large print or audio, are distributed free of charge at the Book Club meetings. Do you like to exercise and stay fit? We offer a Feeling Fit Club on Mondays and Wednesdays from 8:30am-9:30am in Debin Hall. Sue Grant’s lifelong love for fitness is contagious as she leads the Feeling Fit Club. She is passionate about helping older adults stay fit and active at any age. Come join others making great strides in getting fit! Feeling Fit Club is sponsored by San Diego County’s Aging & Independent Services and the class is free. All fitness levels are welcome. Note: No classes on the 4th/5th Wednesday of the month. We also plan 2-3 day trips a month. The cost varies but with a Solana Beach Community Senior Center membership of $30 a year you receive a $5 discount along with our Encore newsletter full of upcoming events and schedules mailed to your home. On Saturday, November 11, 2017, join us for a Veterans Day Ceremony at La Colonia Park, 715 Valley Ave in Solana Beach. The ceremony will take place from 11:00 until noon. Some highlights of the ceremony include: The Camp Pendleton Young Marines as Color Guard, “Feathers from Heaven” Doves, the Santa Fe Christian School Band, and a special guest speaker who will address the community. Seascape Sur Beach Access Stairway Maintenance and Repairs The Seascape Sur Stairway is located south of Dahlia Drive behind the Fit Gym. These stairs will be undergoing maintenance and repairs over the next few months. During the work, the stairs will be closed to all access starting around the end of November 2017 thru the end of February 2017. This project also will replace the concrete sidewalk leading from South Sierra Avenue to the top of the stairs. In addition, all metal fasteners and connectors will be replaced along with the wood tread walking surfaces. Once the construction schedule has been set, the contractor will place signs notifying the public of the closure of the stairs at least two weeks in advance of the closure. Powerhouse Paddle & Swim September 17, 2017 Located at Powerhouse Park & Beach This Del Mar beach event is an opportunity for youth and adults to participate in a challenging, yet friendly ocean competition. Del Mar Powerhouse Paddle & Swim is fun for the whole family. Beginners are especially welcome. The paddleboard races include various events for youth, adults and challenged athletes over courses of ¼mile, 1-mile, 3-mile, and 6-mile distances. The 1-mile rough water swim race is a unique course that follows the original Del Mar rough water course from the river mouth to the Powerhouse. Club Kids Run Farmers Market Fundraiser Boys & Girls Clubs of San Dieguito summer campers participating in the Center for a Healthy Lifestyle Farmer’s Market Camp set a goal to raise money to purchase new playground balls for all seven Clubhouses. Campers harvested, cooked, packaged, and sold healthy snacks and baked goods in their kid created farmer’s market. All proceeds raised from their event went back to the Clubs! Overall Youth of the Year Winner, Jose Becerra Boys & Girls Clubs of San Dieguito’s annual Youth of the Year celebration was held on August 4th at the Del Mar Racetrack. This event is our largest fundraising event of the year: requiring support from countless resources in the San Dieguito community; from volunteers to local businesses to community leaders & our own staff. This Celebration has transformed into our flagship event, shining a light on what we are all about: the positive development of youth. Thanks to the 300+ guests in attendance and community support, our net fundraising efforts raised over $150,000. This ensures that our legacy of service can continue with safe, positive & substantive programming for our 6,500 members & 10,000+ youth we impact annually throughout our 7 Clubs & 6 specialty programs. Our 2017 Youth of the Year winner Jose Becerra sponsored by Del Mar Rotary will receive a $1,000 educational scholarship from Boys & Girls Clubs of San Dieguito Foundation. Becerra, a member of our La Colonia Club in Eden Gardens will go on to represent our organization in the countywide & hopefully regional, state & national Youth of the Year Competition hosted by Boys & Girls Clubs of America.

Boys & Girls Clubs of San Dieguito RSD Swim Team Takes First Place at Junior Olympics San Diego and Imperial Counties Swimming hosted Long Course Junior Olympics in Coronado July 27th-30th at the Brian Bent Memorial Aquatics Complex. The 2017 Competition featured close battles for top team honors, with Boys & Girls Clubs of San Dieguito’s Rancho San Dieguito Swim Team winning overall team championship with 4571.5 points. The Team’s first overall win in three years, previously having taken top team three times, swimmers will move on to US Junior National Championships in long Island, NY Aug 8-12, 2017 and other zone and All-Star meets. 33rd Annual Coastal Cleanup Day Registration officially is open for San Diego County’s Coastal Cleanup Day! While the name Coastal Cleanup Day suggests that this cleanup is all about the beach, ILACSD’s volunteer efforts reach far beyond the coast. With eighty percent of marine debris originating in inland areas, at ILACSD we have expanded our Coastal Cleanup Day reach to include both inland and coastal territory. This year, sixty-five percent of the cleanup sites are located inland along rivers, creeks, canyons, and urban areas with the aim to stop debris before it makes its way to the ocean. There will even be three clean ups happening on the water with kayaks! With 114 cleanup sites last year, volunteers removed 185,000 pounds of debris from San Diego County – the equivalent weight of 10 garbage trucks! Help remove even more trash and debris and beautify San Diego County by getting registered for this year’s Coastal Cleanup Day on September 16, 2017, from 9:00 AM – 12:00 PM! Get registered now at www.CleanupDay.org! To reduce waste produced by an event of this size, Coastal Cleanup Day volunteers can pledge to bring at least one reusable item to the cleanup. When volunteers bring their own reusable water bottle, work gloves, and bucket to collect litter, they prevent thousands of single-use bags and disposable gloves from entering San Diego’s landfills. When registering, volunteers can pledge to bring one of these items with them (or all three)! Once again, ILACSD will be having a “Bling Your Bucket” competition for Coastal Cleanup Day. After attending Coastal Cleanup Day, participants may submit their best photo from the event into the competition where the top five finalists will be put to a vote on the ILACSD Facebook page. The winner will receive a Sony Point and Shoot Camera! ILACSD also collects valuable data about the debris collection that helps us understand how we can better prevent litter. Instead of using paper data cards, ILACSD is asking volunteers to download the Ocean Conservancy’s user-friendly mobile data collection app, Clean Swell, onto their smartphones as another way to cut back on waste. Not only will we be removing litter on Coastal Cleanup Day, the event also includes beautification projects such as graffiti removal and replacement of invasive species with drought-tolerant alternatives. Volunteers who signup will work with ILACSD to preserve and enhance San Diego for current and future generations to enjoy. Leading the way to a zero waste, litter-free, and environmentally engaged San Diego region, ILACSD encourages all community members to act in their neighborhood by joining us on September 16th. 3rd Annual KAABOO Event KAABOO’s third annual event will take place September 15th-17th. This event provides the region with a unique entertainment experience that combines world-class music, local cuisine, craft libations, contemporary art and more, all into one upscale environment. For the most part, the past two KAABOO events have been successful. However, the City has received some complaints raised by members of the community. These concerns have primarily been centered around noise, parking, traffic, litter, and safety. KAABOO organizers have worked diligently with both Solana Beach and Del Mar to address these concerns and have made changes to help alleviate these concerns. Some of the changes are: Noise: KAABOO organizers have continued to work to reduce the impacts of noise on adjacent communities. All outdoor stages were evaluated to reduce noise levels for 2017. In 2016, KAABOO estimated verified, monitored, and complied with maximum permissible sounds levels, designed to maintain community noise levels below pre-defined noise thresholds. This is happening again this year. As in previous years, KAABOO has established a hotline for noise complaints. The number is (858) 794-1104. Traffic: KAABOO has agreed to provide traffic control at both Solana Circle/Via de la Valle as well as at the Solana Gate entrance to the Fairgrounds. KAABOO has also made improvements to on-site parking and shuttle flow through the main parking lot off Jimmy Durante road to increase efficiency and reduce traffic. Safety: KAABOO has added four Sheriff Deputies (and two command vehicles) to patrol outside of the Fairgrounds with an emphasis on the neighborhoods adjacent to the property. The City received complaints of people parking in these neighborhoods, loitering, making noise and littering prior to and after going to the event. People are encouraged to call the Sheriff Department’s non-emergency number at (858) 565-5200 if they witness illegal activity. In case of an emergency, dial 911. Trash: KAABOO has agreed to provide early morning trash pick-up in the adjacent neighborhoods on Saturday, Sunday, and Monday mornings. Ride Share: One of the more common complaints from our community came because of ride share issues and the unintended consequences of noise and public safety concerns of people leaving the property in search of a ride. Often, this led to people entering neighborhoods and calling a ride share company for a pick-up late at night. To help alleviate this issue, KAABOO has established a “Ride Share Corral” within the Fairgrounds dedicated only to ride share companies, where people would be directed to go to get a ride. Along with this corral, KAABOO has worked with Uber to install a virtual “geo-fence” as depicted on the map below where people would not be able to secure a ride if located within that yellow boundary (the red areas would be excluded from the geo-fence). If someone opens the Uber app within the geo-fence, they will be directed to go to the corral to get a ride. This will hopefully prevent anyone from wandering off-site into the neighborhoods. This geo-fence will be activated on Friday and Saturday from 8pm – 3am and on Sunday from 8pm – 12am. For residents that live within this geo-fence area, Uber has provided this link to “opt-out” of the geo-fence restriction if they wish to schedule a ride anywhere during those times. If you plan to use Uber during that weekend, please make sure you go the link prior to the event to complete the Local Resident Form.
