O

n March 4th, we learned that the BCTF, BCPSEA, and the provincial government had reached an Agreement-in-Committee (AIC) to resolve matters arising from the recent Supreme Court of Canada decision that effectively restored contract language removed by legislation in 2002. While we must await ratification of the agreement by the parties, it appears that the agreement will result in a substantial injection of funding in the K-12 public system, significantly affecting class size, class composition, and non-enrolling ratios. The BCPVPA welcomes both the resolution of a dispute that began 15 years ago and the addition of resources that will support student success. We are attentive to a number of concerns from members regarding the recruitment of teachers to fill new positions, particularly in northern and rural districts, and the stresses on already challenging TTOC lists. We are also aware that the implementation of the terms of the AIC over the next eight months will place considerable demands on principals and vice-principals. The Association will work with our partner groups and the Ministry to ensure that the time and resources provided at both the district and school levels will assist in the successful implementation of the agreement. In addition to supporting the increased funding and staffing created by the AIC, we are heartened to hear about the positive dialogue between the parties to the agreement. BC’s public education jurisdiction has earned a place among the highest achieving systems in the world, despite strained relationships on occasion, in part, by the ongoing legal battles between government and the BCTF over the issues settled by the Supreme Court decision. The BCPVPA will work to add to the momentum created by the successful negotiations to create a more collaborative environment. As BCPVPA President, I sit at many tables with President Glen Hansman, my BCTF counterpart. We deal with issues related to mental health, Aboriginal education, continuing professional learning and development, and the Innovation Partnership. I am always impressed by his leadership and the areas of agreement and convergence in our perspectives. Thank you to Kootenay-Columbia President Aaron McKenzie and Director David DeRosa (@principaldd) for hosting my visit last week. In addition, thank you to Principal Leanne McKenzie, Principal of Kinnaird Elementary, Carolyn Catalano (@Catalan1Carolyn), Principal of Glenmerry Elementary, long-time family friend Patrick Kinghorn (@pkinghorn), Principal of Rossland Summit School, Kere MacGregor, Principal of Twin Rivers Elementary School and Brian Stefani (@kootprincipal), Principal of James. L. Webster Elementary School for taking the time to show me around their schools and share their successes with me. Brian shared with me some historical photos from his school. in the mid-60s and was in the staff photos from that era. It is hard to imagine today that once she became pregnant with Brian she was no longer allowed to continue her work as a teacher. Okanagan-Skaha President Lisa Edwards (@lisaedwards13) arranged my visit to Penticton last week. Thank you to Kaleden Elementary School Principal Heather Rose (@busygirl7367) for touring me around the district and Lloyd Lindsay, Principal of Columbia Elementary whose school was hosting a leadership summit for Grade 5 students in the district. Also thank you to Darryl Tenisci, Principal of West Bench Elementary. Last school year, the school had been officially closed and packed but was given a last-minute reprieve and reopened in September. In last week’s eNews, I shared with you our work with Principal Shawn Lockhart as Shawn has spent the past few months building our common performance review template. Yesterday we sent out an email to all members providing them with a link to join and access the performance review options. I hope that you have been able to register and look under the hood on what we anticipate will be a valuable leadership development platform that also serves as a performance review model. As always, our Association, with the support of Shawn and his team, are here to assist you as you work through the performance review model. As many districts are beginning their spring breaks either today or next Friday, this will be our last eNews until March 31st. I hope that during your break you are able to create time for friends and family, engage in those activities that help to recharge your battery and give yourself permission to put the demands of your work aside. Take care, Kevin
