Relocation of staff

During the clashes in Koch, two national staff working for an international aid organization, were killed on 23 December. Sixty-five aid workers relocated in six incidents, following fighting in Koch, Bieh (Unity), Raja (Western Bahr El Ghazal), Nasir (Upper Nile) and Pibor (Jonglei). The clashes forced the suspension of health, WASH, nutrition, food security, and education activities. About 480,000 people are in need of assistance in the affected counties. In December, partners provided food assistance and primary health care services in Baggari, Western Bahr El Ghazal, after the area had been cut off from assistance for over a year, until August 2017. Access to Baggari remains inconsistent. During the month, the authorities at national, state and county levels continued to pressure aid agencies in attempts to influence recruitment processes. Contractors hauling humanitarian cargo on the Juba-Bentiu road reported incidents of extortion at checkpoints. At least 66 checkpoints were reported on the 1,028km road in December, some of which demanded up to 3,000 South Sudanese Pounds from motorists. These incidences and trends continued in December, even after the November Presidential decree ordered the free, unimpeded and unhindered movement of aid organizations in the country.

The number of humanitarian access incidents reported in December (111) was higher than in November (103), sustaining an increased average number of monthly incidents (111) reported in the second half of 2017. About 42 per cent of the incidents involved violence against humanitarian personnel and assets, while 33 per cent included operational inference, among the highest percentages in the year. Forty-four per cent of the incidents were attributed to state security compared to 38 per cent and 37 per cent reported in October and November respectively. About 25 per cent were attributed to non-state armed actors. Rubkona, Yei and Wau counties registered the highest number of incidents. There was a marked increase of incidents in Upper Nile (14), compared to 5 in November.
