Description Biogas Southeast Network is a multi-level governance regional network coordinated by the Energy Agency for Southeast Sweden, involving the three counties of Kalmar, Kronoberg and Blekinge, energy companies, federal associations, public transport companies and local authorities. The network was established to improve the spread of a biogas culture and coordinate activities in Southeast Sweden. It is participating in various biogas projects at the European level, all actively contributing to reaching regional targets. The network aims to increase the general knowledge and acceptance of biogas, both in the public and private sectors. It is cooperating with five other Swedish regional biogas networks. Besides knowledge dissemination, other working themes of the network are feasibility studies and background reports on biogas potential in the region. The development of a common biogas strategy and action plan for the region is another key priority of the network.

Context / Background The Energy Agency for Southeast Sweden was established in 1999 by an EU project under the Association of Local and Regional Authorities in Kronoberg. The Swedish regional biogas networks are organized within the biogas subsection of the Swedish Gas Association.

Financing & Costs Members and partners of the network pay a yearly amount of money to finance common activities. Non-members of the network are welcome to participate in some of the network’s activities.

The network is coordinated by a project manager of the Energy Agency of Southeast Sweden. Members of the Biogas Southeast Network represent the entire chain from production to consumption of biogas. Together, the members have a wide knowledge of what is required for biogas to be a real option in the region.

Results achieved Offering a platform for various stakeholders, the Biogas Southeast Network helps develop the production, distribution and use of biogas in the region. Many initiatives within the project have already been initiated and are about to be realized. Within the network three biogas production plants have been set up, in Växjö, Mörrum and Kalmar. The most important non-physical result is a broader awareness of the importance of linking future regional demand and supply of biogas. For example the local public transportation company of Kalmar County has clarified that they want all buses to be run by biogas as from 2017. In order to fulfil that need, actions to promote the production and distribution of biogas must be made in due time. On the other hand local producers must know that there is a demand and they can sell their biogas when it is produced. This is a complicated puzzle that Biogas Southeast Network is helping solve.

Lessons learned & Success factors The strong cooperation between the network’s members and their shared vision on biogas helps make the network’s voice stronger. Physical meetings, trainings and study visits are key strength points of this initiative (technical expertise). However engaging local companies proves a challenge. The production, distribution and consumption of biogas in a region must be coordinated for a successful uptake and use in vehicles for example.
