he workload at Morale, Welfare and Recreation will be $5 million heavier this summer as a number of recreational projects get underway on Sigsbee Park. Those projects include installing artificial turf at Sigsbee softball and soccer/football fields, constructing a fitness trail, upgrading playgrounds at the child development and youth centers and installing a water playground near the community center, according to MWR Director Tim Campbell. Other projects - like the Youth Center addition have been ongoing but are also expected to be complete this summer. The projects are being see PROJECTS page 16

hen it rains, it pours. Life is extremely busy this month for work, home and school. There are a lot of activities calling for my attention. So of course, the inevitable happens; my child is home sick. It also happens that while I write this I am the caretaker of this child for the rest of the day so that my wife can fulfill her commitments. So duty calls me home. As I found myself pondering this week’s article, my daughter gave me the inspiration; don’t worry, it is nothing gross. Our children are also on duty. They are the military children. If you did not know, it is Military Child Appreciation Month. Our children have to endure a lot for our military careers. They did not have any choice in the matter. They were either born or had to transition into military life. There are great benefits for children in the military, but there are great hardships for them as well. A lot of those hardships are emotional over any other type. Every few years they have to

move to a new part of the country or even a whole new continent. Here they have to find their place once again with new friends, schools and schedules. Depending on our assignment, that child might have to not only endure these CHAPLAIN'S changes, but the CORNER possibility of mom or dad deploying for months, missing birthdays, holidays, proms or graduations. This child also has no NAS Key West Command Chaplain promise that this parent is coming Lt. home, or if they do Ethan Everts come home, won’t have changed because of an injury, physically or mentally. On top of all of this, the child is usually not emotionally mature enough to handle all these stressors. As a result, they may act out, struggle with school, withdraw socially and more. As their parents, we must help them though these times. The most important way is communication. It is critical the child has the opportunity to express what they are feeling through these transi-

tions. It may also be important for you to express how you feel about them as well. Then find ways together to help through these hard times. It is also important to tell them how much you love and appreciate them. Each child will want love communicated differently. Some may need a hug. Others way want to get ice cream. Other children may just want to do an activity together. It also could be as simple as speaking it to them. No matter what it is, you need to take time for them just as you need to do for your spouse. Our time with our children is limited and you cannot take back the time already gone. So I encourage you to appreciate them starting today. Even if they are out of the house, send a letter or give them a call to show your appreciation. I appreciate your time in reading this article. Naval aviator, combat veteran, region commander dies BY JOLENE SCHOLL Southernmost Flyer

ear Adm. Kevin Delaney, the former commander, Navy Region Southeast, member of the Florida Defense Support Task Force and friend to Naval Air Station Key West and Key West, died April 7 at the age of 68 in Jacksonville, Florida. Delaney, who flew 686 combat missions in Vietnam, retired in 1998 as the most decorated officer in the U.S. Navy. Even after his retirement Delaney continued to support the Navy and its Sailors. He was a past guest speaker at NAS Key West’s Navy Ball and spoke at a remem-

brance ceremony welcoming the traveling Vietnam Veterans Wall to Key West. “Rear Adm. Delany has been a great friend and unequaled supporter of Naval Air Station Key West and the Key West comm u n i t y,” said Ron Demes, the former NAS Delaney Key West executive director who now works for Naval Air Warfare Center ATMO. “He has been safeguarding military interests for both over the

years, first as the regional commander in the 1990s and most recently as a member of the FDSTF,” Demes said. “His Key West legacy will live on for many years to come.” In Jacksonville, Delaney served on the board of 19 nonprofits, including the Wounded Warrior Project and the Ronald McDonald House. Gov. Rick Scott recognized Delaney for his service to the nation, Navy and Florida in a statement issued April 8: "Kevin was an inspirational leader during his service in the Navy, and he continued to serve see DELANEY page 3

Tricare beneficiaries target of medication marketing scam FROM TRICARE

he Defense Health Agency, Office of Program Integrity has received a significant number of reports from Tricare beneficiaries about unsolicited attempts by

“call centers” seeking personal and health information so that they can allegedly provide prescribed cream medications to the beneficiary. Tricare and its contractors never call and ask for personal identifying infor-

mation or health information. Beneficiaries should be wary of unsolicited attempts by any entity asking for personal or health information, either by phone or in person. The call center caller typically makes a cold call and say, "I am a representative calling from XYZ, we are calling to tell you about a benefit Tricare will cover for you for a prescription pain cream you are eligible for.” The caller will tell the beneficiary that “Tricare wants to get you taken care of, all we need are your Doctor’s name and your Tricare information and we will contact your doctor and

get these medications or supplies out to you immediately and submit a claim.” DHA PI strongly advises that beneficiaries not provide any information to these types of requests. Often these call centers have identified beneficiaries using the limited information available through search engines like “Google.” If you are contacted, don’t provide information. f you Google “male sexual assault statistics” the search engine automatically populates “male sexual assault statistics in the military” before you even finish typing. Imagine my surprise when I found this out. It wasn’t because I believed the myth that men can’t be sexually assaulted. Rather, it was because as a society we don’t generally think that male sexual assault would occur in the military. Yet just last month, the Government Accountability Office released a report entitled “Actions Needed to Address Sexual Assaults of

Male Service Members.” According to information in the report, only 13 percent of men in the military who were sexually assaulted reported their assaults; yet, at least 40 percent of the women in the military who were assaulted made reports. Additionally, in 2008 the DoD acknowledged it needed to address an “unofficial” military culture that was defined by exaggerated characteristics of stereotypical masculinity. That culture, among other things, included values and customs that may perpetuate rape. If we aren’t able to overcome the stereotypes of what is masculine, then the crime of male sexual assault

in the military will continue to be overlooked. One myth of the stereotype is that real men should be ashamed to ask for, or need, help. To do so is a sign of weakness. Of course, that myth isn’t reality, yet it is just one of the many stereotypes men face in situations where, in reality, their gender plays no role. The time is now for sexual assault, regardless of whether the victim is a man or woman, to be viewed for what it is - as a heinous crime against an individual. The victim should be able to have support from peers, the military and society. If we as Sailors and shipmates live the Navy core values of honor, courage

and commitment, we can overcome the stereotypes and provide encouragement and support for anyone and everyone who is victimized. Support and assistance are available to victims through the Sexual Assault Prevention and Response Program and peer victim advocates. MWR Update Command Challenge The annual NAS Key West Command Challenge is May 15 on Truman Annex, next to the Beach Patio Recreation Center. hey may not wear a uniform, but their sacrifice for this country is well noted. The average child in a military family moves an estimated six - nine times during a school career, according to DoD Education Activity. To show appreciation for their sacrifices, Morale, Welfare and Recreation celebrated the Month of the Military Child with its 26th annual Naval Air Station Key West Youth Fest at Sigsbee Park Saturday. “We’re celebrating all military children because it’s hard being a military child and moving around from place to place, so it’s a good reason to help them come together,” said YN1 Tristan Hill, member of the Southernmost First Class Petty Officer Association. FCPOA provided hamburgers and hot dogs with chips and drinks at the event. “This is a good thing the MWR is doing and I fully support it,” Hill added. The Youth Center’s dance group “Uptown Funk” performed hip-hop dance routines throughout the day along with other youth performances. Thriller BMX Team also put on a stunt show for spectators. Other activities included the Youth Center’s Goodfellas and SMART Girls Bake-Off, a Home Depot Kid’s Workshop, marine life touch tanks, the inflatable Bootcamp Challenge, bounce houses, a water/bicycle/ pedestrian safety exhibit, Nikki’s Face Painting and the Keys Photo Booth. Event sponsors were USAA, University of Phoenix, Waste Management, Seacamp, Sparkling Ice, Fury Water Adventures, The Home Depot, Military Affairs Committee, Navy League Key West Council and the Key West Area Chief Petty Officers Association.

The focus of the playground projects at the Child Development Center and Youth Center involves updating the area with modern equipment, Campbell said. The 5,000 square-foot water playground is designated to be adjacent to the Sigsbee Community Center. “It will be in an enclosed compound,” Campbell said. “It will have two areas, one for smaller children and the other for older children.” The interactive playground will allow youngsters to push buttons to set off the water flow in fountains, bubblers and sprinklers. Work on the Youth Center addition, designed for teens and pre-teens, began in 2014, should be completed soon Campbell said.
