BOEHNER FOR SPEAKER JFC is a joint fundraising committee composed of Friends of John Boehner (“the Campaign”), the NRCC (“NRCC”), The Freedom Project (“the PAC”) and the NRCC Building Fund (“Building Fund”) (collectively “the Committees”). The Building Fund is a separate account of the NRCC which will be “used solely to defray expenses incurred with respect to the construction, purchase, renovation, operation, and furnishing” of the NRCC headquarters or to restore funds used to defray such expenses as permitted by the Consolidated and Further Continuing Appropriations Act of 2015, Pub. Law No. 113-235 (12/16/14) Any contributions to JFC permissible under the Federal Election Campaign Act, as amended (“FECA”), 52 U.S.C. §§ 30101 et seq., from donors who have not exceeded their applicable Federal contribution limits shall be allocated among the Committees pursuant to FECA and the following method: a. The Campaign will receive, for deposit in its general account, any contribution of $5,400 or less to the JFC made by an individual or non-multicandidate federal political committee, and designated, first, up to a maximum of $2,700 for the primary election, and, second, up to a maximum of $2,700 for the general election; b. The Campaign and the PAC will receive, for deposit in its general account, one half (50%) of any contribution of $10,000 or less to the JFC made by a federal multi-candidate political committee, and designated, for the Campaign, up to a maximum of $5,000 for the primary election; c. The Campaign will receive, for deposit in its general account, any contribution of $5,000 or less, after the first $10,000, to the JFC made by a federal multi-candidate political committee, and designated up to a maximum of $5,000 for the general election; d. The NRCC will receive, for deposit in its general account, any contribution made by an individual or nonmulticandidate federal political committee to the JFC, after the first $5,400, in an amount not to exceed $33,400 per calendar year; e. The NRCC will receive, for deposit in its general account, any contribution made by a federal multi-candidate political committee to the JFC after the first $15,000, in an amount not to exceed $15,000 per calendar year; f. The PAC will receive, for deposit in its general account, any contribution after the first $38,800 to the JFC made by an individual or non-multicandidate federal political committee, up to a maximum of $5,000 per calendar year; g. The Building Fund will receive, for deposit in its account, any contribution made by an individual or nonmulticandidate federal political committee to the JFC, after the first $43,800, in an amount not to exceed $100,200 per calendar year; and, h. The Building Fund will receive, for deposit in its account, any contribution made by a multicandidate federal political committee to the JFC, after the first $30,000, in an amount not to exceed $45,000 per calendar year. The contributor’s signature below shall serve as written designation of his or her contribution to the particular elections described above. All contributions otherwise permissible under FECA, but which would cause a contributor to exceed any applicable Federal contribution limit to a specific committee, shall be reallocated to the remaining Committees to the extent permitted by FECA according to this allocation formula. Any contribution that would cause a contributor to exceed any applicable Federal contribution limit, even after re-allocation, or is otherwise impermissible under FECA shall be refunded to the contributor. Any contributor may designate his or her contribution to a specific participating Committee(s), to the extent permissible by FECA. Any contributor may make his or her contribution payable directly to any of the specific participating Committee(s) listed in the Preamble to this Notice. Any such designated contribution that causes the contributor to exceed the contribution limit to the designated Committee shall not be reallocated by JFC absent the prior written permission of the contributor as required by law. Contributions to the JFC, or any of the participating committees individually, are not deductible as charitable contributions for Federal income tax purposes. All funds received in response to this solicitation will be subject to federal contribution limits and prohibitions. Contributions from corporations, labor union, foreign nationals without “green cards,” and federal government contractors are prohibited. The maximum amount an individual or a non-multicandidate federal political committee may contribute to JFC is $144,000. Individuals should review their personal contribution histories to determine how this contribution may affect their biennial aggregate contribution limit for the 2015-2016 election cycle. The maximum amount a multi-candidate political committee may contribute to JFC is $75,000. Federal law requires us to use our best efforts to collect and report the name, mailing address, occupation, and name of employer of each individual whose aggregate contributions exceed $200 in an election cycle or calendar year, as applicable.
