TRANSPORT DEPARTMENT NOTICE Special Traffic and Transport Arrangements for the Celebration Events for the 20th Anniversary of the Establishment of the HKSAR and the Flag Raising Ceremony to be held in Wan Chai District from 29 June 2017 to 1 July 2017 Notice is hereby given that the following traffic and transport arrangements will be implemented on Hong Kong Island during the period as specified below to facilitate the celebration events for the 20th anniversary of the establishment of the HKSAR and the flag raising ceremony to be held in Wan Chai District from 29 June 2017 to 1 July 2017: I.

Special Traffic Arrangements A. Road Closure (see Figure 1) (i) The following roads will be temporarily closed to all vehicular traffic from about 8.00 pm on 28 June 2017 to 12.00 noon on 1 July 2017 or until road closure is lifted: (a) (b) (c) (d) (e)

The slip road leading from Harcourt Road eastbound to Performing Arts Avenue northbound; Lung King Street; All lay-bys on Lung Wui Road westbound; All lay-bys on Lung Wo Road; and The general pick-up/ drop-off and loading/ unloading area on Lung Wo Road north of Star Ferry Multi-Storey Car Park.

(ii) The following roads will be temporarily closed to all vehicular traffic from about 12.01 am on 29 June 2017 to 12.00 noon on 1 July 2017 or until road closure is lifted: (a) (b) (c) (d) (e) (f) (g) (h)

Expo Drive; Expo Drive East; Expo Drive Central; Road P2; The section of Convention Avenue between Fenwick Pier Street and Expo Drive; The section of Convention Avenue eastbound between Fleming Road and Tonnochy Road; The section of Fleming Road northbound between Harbour Road and Convention Avenue; and The section of Harbour Road between Fenwick Pier Street and Fleming Road will be intermittently closed.

(iii) Stadium Path will be temporarily closed to all vehicular traffic from about 12.01 am on 30 June 2017 to 12.00 noon on 1 July 2017 or until road closure is lifted; and (iv) The section of Convention Avenue westbound between Fleming Road and Tonnochy Road, and the section of Fleming Road southbound between Convention Avenue and Harbour Road will be temporarily closed to all vehicular traffic from 1

about 6.00 am to 12.00 noon on 1 July 2017 or until road closure is lifted. B. Traffic Diversion (i) The following traffic diversion will be implemented from about 12.01 am on 29 June 2017 to 12.00 noon on 1 July 2017 or until road closure is lifted: (a)

Traffic along Fenwick Pier Street eastbound will be prohibited from entering Convention Avenue eastbound, and will be diverted via Harbour Road eastbound; Traffic along Fleming Road northbound must turn left onto Harbour Road westbound or turn right onto Harbour Road eastbound; Traffic along Fleming Road flyover northbound must turn right onto Harbour Road eastbound; and Traffic along Harbour Road westbound will be permitted to turn right onto the entrances of Hong Kong Convention and Exhibition Centre (HKCEC) and the Grand Hyatt Hong Kong, and the traffic from the exit of HKCEC will be permitted to turn right onto Harbour Road westbound.

(ii) The following traffic diversion will be implemented from about 6.00 am to 12.00 noon on 1 July 2017 or until road closure is lifted: (a) (b)

Traffic along Hung Hing Road westbound must turn left onto Tonnochy Road southbound; and Traffic along Tonnochy Road northbound must turn right onto Hung Hing Road eastbound.

C. Temporary Restricted Zones The following road sections will be temporarily designated as restricted zones 24 hours daily from 12:01 am on 29 June 2017 to 11.59 pm on 1 July 2017: (i)

the southern kerbside lane of Gloucester Road service road from a point about 10 metres east of its junction with Fenwick Street to a point about 65 metres east of the same junction; the southern kerbside lane of Gloucester Road service road from a point about 35 metres west of its junction with Fleming Road to a point about 90 metres west of the same junction; the southern kerbside lane of Gloucester Road service road from a point about 35 metres east of its junction with Fleming Road to a point about 65 metres east of the same junction; the southern kerbside lane of Gloucester Road service road from a point about 70 metres west of its junction with Stewart Road to a point about 100 metres west of the same junction; the southern kerbside lane of Gloucester Road service road from a point about 10 metres west of its junction with Tonnochy Road to a point about 75 metres west of the same junction; the eastern kerbside lane of Stewart Road from its junction with Jaffe Road to a point about 35 metres north of the same junction; the western kerbside lane of Tonnochy Road from its junction with Jaffe Road to a point about 25 metres north of the same junction; and the southern kerbside lane of Lockhart Road from a point about 25 metres east of 2

its junction with Fleming Road to a point about 40 metres east of the same junction. II.

Special Public Transport Arrangements A. Suspension of Bus Termini (i) The bus terminus on Expo Drive East will be suspended from about 12.01 am on 29 June 2017 to 11.59 pm on 1 July 2017 or until road closure is lifted; and (ii) The Wan Chai North Temporary Public Transport Interchange will be suspended from about 1.00 am on 29 June 2017 to 11.59 pm on 1 July 2017 or until road closure is lifted. B. Bus Diversion (i) XHT route no. 961 will omit Expo Drive East, terminate at and depart from the Wan Chai North Temporary Public Transport Interchange from about 12.01 am to 12.30 am on 29 June 2017; and (ii) The following bus routes will be diverted by phases from about 12.01 am on 29 June 2017 to 2.00 pm on 1 July 2017, or until road closure is lifted: Routes

Suspension of Non-franchised Bus Stop The non-franchised bus stop on Harbour Road outside Harbour Centre will be suspended from about 1.00 am on 29 June 2017 to 11.59 pm on 1 July 2017 or until road closure is lifted. E. Suspension of Cross Boundary Coach Terminus and Stop The terminus at the Wan Chai North Temporary Public Transport Interchange and the stop on Harbour Road outside Harbour Centre for the cross boundary coach service plying between Wan Chai and Huannggang Control Point will be suspended from about 1.00 am on 29 June 2017 to 11.59 pm on 1 July 2017 or until road closure is lifted. A temporary terminus will be provided at Lockhart Road westbound near Lockhart Road Municipal Services Building and a temporary pick-up point will be provided at Hennessy Road eastbound underneath O’Brien Road footbridge. F. Suspension of Green Minibus (GMB) Stand The GMB stand of Hong Kong Island GMB route no. 35M on Johnston Road eastbound outside Methodist House will be suspended from about 1.00 am on 29 June 2017 to 11.59 pm on 1 July 2017 or until road closure is lifted. G. Suspension of Taxi Stands The taxi stands on the following roads will be suspended from about 6:00 pm on 28 June 2017 to 10.00 pm on 1 July 2017 or until road closure is lifted: (i) Expo Drive; (ii) Harbour Road; (iii) Lung Wui Road westbound outside CITIC Tower; and (iv) Edinburgh Place outside Star Ferry Multi-Storey Car Park. 13

H. Prohibition of Learner Drivers Learner drivers will be prohibited from entering the following roads from about 12.01 am on 30 June 2017 to 12.00 noon on 1 July 2017: (i) (ii) (iii) (iv) (v) (vi) (vii) (viii) (ix) (x) I.

Suspension of Parking Spaces and Pick-up/ Drop-off Areas (i)

All metered parking spaces and motorcycle parking spaces on the section of Jaffe Road between O’Brien Road and Tonnochy Road will be suspended from about 6.00 pm on 28 June 2017 to 12.00 noon on 1 July 2017;

(ii)

All motorcycle parking spaces on the general pick-up/ drop-off and loading/ unloading area on Lung Wo Road north of Star Ferry Multi-Storey Car Park will be suspended from about 6.00 pm on 28 June 2017 to 10.00 pm on 1 July 2017;

(iii) All metered parking spaces, motorcycle parking spaces and disabled parking spaces on Lung Wui Road eastbound opposite to CITIC Tower will be suspended from about 6.00 pm on 28 June 2017 to 10.00 pm on 1 July 2017; (iv) All metered parking spaces and motorcycle parking spaces on Lung King Street will be suspended from about 6.00 pm on 28 June 2017 to 10.00 pm on 1 July 2017; (v)

All metered parking spaces and disabled parking spaces on Stadium Path will be suspended from about 6.00 pm on 28 June 2017 to 10.00 pm on 1 July 2017;

(vi) All metered parking spaces on the section of Stewart Road between Gloucester Road service road and Jaffe Road will be suspended from about 6.00 pm on 28 June 2017 to 10.00 pm on 1 July 2017; (vii) All metered parking spaces, motorcycle parking spaces and disabled parking spaces on Tramway Lane outside Garden Road Lower Peak Tram Station and Upper Albert Road will be suspended from about 8.00 pm on 28 June 2017 to 11.59 pm on 29 June 2017; (viii) The coach parking spaces and pick-up/ drop-off area on Expo Drive East will be suspended from about 12.01 am on 29 June 2017 to 12.00 noon on 1 July 2017; (ix) All motorcycle parking spaces on Yip Fat Street southbound near Heung Yip Road will be suspended from about 7.00 am on 29 June 2017 to 12.00 noon on 30 June 2017; 14

(xi) All metered parking spaces on Kennedy Road near Cotton Tree Drive will be suspended from about 2.00 pm to 10.00 pm on 29 June 2017. J.

Restriction on Access to /Exit from Car Parks All car parks within the road closure areas may be temporarily closed by the Police at short notice if necessary. In addition, vehicles in car parks within the road closure areas may not be permitted to enter or leave the car parks during the road closure period until road closure is lifted.

K. Removal of Illegally Parked Vehicles Strict enforcements will be taken by the Police in the above affected areas, including multiple ticketing and towing of illegally parked vehicles, without prior notice. Attention and Appeal Appropriate traffic signs will be erected to guide motorists. The public transport operators will display notices to advise passengers of the above temporary arrangements. Due to extensive road closure in the above affected areas, the Transport Department anticipates that the affected areas and the major roads in the vicinity, such as Gloucester Road, Victoria Park Road, Tonnochy Road, Fleming Road, Canal Road flyover, Harcourt Road, Connaught Road Central, Cross Harbour Tunnel and Aberdeen Tunnel will become significantly congested. In addition, most of the on-street parking spaces in the vicinity of Wan Chai will be suspended. Motorists are advised to avoid driving to the affected or congested areas, especially in the vicinity of Wan Chai, unless necessary. In case of road closure and traffic diversion, motorists should follow the instruction of the Police on site and the guidance of road signs, and stay alert to the latest traffic news through the media. Other ad-hoc traffic and public transport measures, including adjusting the extent of road closure, traffic diversion, alteration and suspension of public transport services may be implemented by the Police in short notices depending on the actual traffic and crowd conditions. Taxi and public light bus drivers who will go to Wan Chai North for refilling are advised to take note of the road closure arrangements implemented in the areas. Members of the public are advised to use public transport services as far as possible, in particular railway services. Early planning of journeys and use of alternative travelling routes are advised to avoid unexpected delay. Public transport commuters are advised to pay attention to the arrangements of route diversions and suspension or relocation of stops.
