STUDY SESSION: DRAFT GENERAL PLAN; DRAFT SONOMA BOULEVARD SPECIFIC PLAN; AND DRAFT ENVRIONMENTAL IMPACT REPORT

SUMMARY The Planning Commission Study Session is an opportunity for the Planning Commission to ask clarifying questions and provide comments on the Draft General Plan, the Draft Sonoma Boulevard Specific Plan (Draft Specific Plan), and the Draft Environmental Impact Report (Draft EIR), which addresses both policy documents. Tonight’s Study Session is part of the public review period of the three documents, which began on July 25, 2016 and ends on September 7, 2016. After the public comment period has been completed on the Draft General Plan and Draft Specific Plan, the City will compile comments and will prepare errata sheets. In addition, the EIR Response to Comments document will be prepared as part of the Final EIR for consideration by the Planning Commission in November 2016. Ultimately, the Planning Commission will provide recommendations on the Draft General Plan and Draft Specific Plan adoption and EIR certification to the City Council. The Draft General Plan includes a land use map and goals, policies, and actions for Community and People; Nature and the Built Environment; Economy, Education, and Training; and Mobility, Transportation, and Connectivity. Based on the 2013 Sonoma Boulevard Corridor Design Plan, the Draft Specific Plan provides a vision for the revitalization of Sonoma Boulevard between Curtola Parkway and Redwood Street, focusing on improvements to both the public realm (i.e. the street and sidewalks) and private development that fronts the street. The Draft General Plan and the Draft Specific Plan reflect important milestones in a three-year planning process to, respectively, prepare a City-wide vision for Vallejo and a vision for the revitalization of Sonoma Boulevard, one of Vallejo’s principal roadways. The draft policy documents are the outcome of 2½ years of planning to-date, including multiple community workshops, related online activities, and meetings with the General Plan Working Group (GPWG) and its ad hoc subcommittee, the Specific Plan Working Group (SPWG). Both the Draft General Plan and the Draft Specific Plan have been accepted by the GPWG, SPWG, and Economic Vitality Commission (EVC) for consideration by the Planning Commission and ultimate adoption by City Council. After tonight’s Study Session, the documents will go before the Planning Commission later this year for a recommendation to the City Council. Adoption of the Draft General Plan and Draft Specific Plan, and certification of the Draft EIR, is scheduled for City Council consideration in December 2016. Background information for the General Plan update is provided directly below. Background information for the Specific Plan is provided at the end of this memo. BACKGROUND The General Plan update is part of a set of long-range planning initiatives, collectively referred to as Propel Vallejo, consisting of the General Plan Update, the Zoning Code Update (now referred to as Development Code), the Sonoma Boulevard Specific Plan, and Environmental Review. As mentioned above, the Draft General Plan and Draft Specific Plan are scheduled for adoption in December 2016, as is certification of the EIR. By law, the Draft Development Code must be consistent with the General Plan and therefore must be adopted subsequent to General Plan adoption. The Draft Development Code is scheduled for Planning Commission review in early 2017 and consideration by the City Council for adoption in April or May 2017. The General Plan has been described as the constitution for Vallejo’s development. It is the foundation upon which all development decisions are based, and it sets priorities and goals for the future. The updated General Plan will establish a comprehensive set of goals, policies and actions directing and supporting growth and development in Vallejo over the next 25 years (2040). The updated Development Code will implement the General Plan, providing ordinances and regulations for use, form, design, and compatibility of development. The Specific Plan is a comprehensive planning and zoning document for a defined geographic region along the Sonoma Boulevard corridor, from Curtola Parkway north to Redwood Street. The Specific Plan must be consistent with the General Plan and provides a special set of development standards that apply to both the public realm (generally, the street and sidewalk) and the private properties abutting the boulevard. The Propel Vallejo planning effort began in late 2013. The figure on the following page illustrates the major components of the General Plan Update process. As adoption of the General Plan and Specific Plan are legislative acts, the General Plan Working Group (GPWG), Economic Vitality Commission (EVC) and Planning Commission are advisory bodies to the City Council. The City Council is the final decision-making body to act on the General Plan, Specific Plan, EIR, and ultimately the Development Code.

The discussion below provides an overview of the General Plan update process, and it references the Propel Vallejo website, Staff Reports, and Agenda Packets that provide detailed background information and discussion. The process for the General Plan Update included several major steps, including: • Engagement by GPWG, EVC, and the community; • Analysis of Economic and Market Trends; • Analysis of Existing Specific Plans; • Creation of Guiding Principles; • Identification of Areas of Opportunity for future growth; • Development of Future Scenarios for the Areas of Opportunity; • Evaluation of the Future Scenarios and Creation of a Preferred Scenario; • Analyses of Site Constraints, Development Agreements and Pending Development Applications; and • Preparation and Adoption of the General Plan and General Plan Land Use Map. GPWG, EVC and Community Engagement To facilitate the General Plan update process, City Council created a 15-member General Plan Working Group (GPWG), consisting of at-large community members and representatives of City Commissions, to advise City staff and project consultants on the General Plan update; to make recommendations to the Planning Commission and City Council on the update; and to communicate information about the update to Vallejo residents. Planning Commissioners Kinney, Scoggin and Adams were appointed by the Planning Commission to serve on the GPWG, with Commissioner Adams serving as the GPWG Chair. In addition, the City’s Economic Vitality Commission (EVC), consisting of seven members, was charged with reviewing and advising on policies and actions in the draft General Plan associated with economic development. In addition to attendance and participation at GPWG, EVC, Planning Commission, and City Council meetings, the community at-large has had many opportunities to have their voices heard at major project milestones, as illustrated in the aforementioned figure. Such opportunities have included three sets of Community Workshops, and associated outreach engagements, including Open City Hall, at three project milestones for Guiding Principles, Future Scenarios, and the Preferred Scenario. Economic and Market Trends An Economic and Market Trends report was prepared to understand the underlying economics and market trends for Vallejo. The findings were used to generate land use programs for the planning horizon year of 2040. (For more information, go to http://propelvallejo.com/resources/economic-trends-report/). Existing Specific Plans The General Plan update was developed in consideration of major Specific Plans and Master Plans that have been prepared for prominent areas of the City, including: • Draft Sonoma Boulevard Specific Plan, 2016 • Solano 360 Specific Plan, 2013 • Waterfront Master Plan, 2007 • Downtown Specific Plan, 2005 • Mare Island Specific Plan, 1999, 2005, most recently updated 2013

White Slough Specific Plan, 1995 Northgate Specific Plan, 1988 Hiddenbrooke Specific Plan, 1987

The Draft General Plan addresses the various plans differently. In some cases, the Draft General Plan continues implementation of the existing Specific Plan (e.g. Mare Island Specific Plan, Hiddenbrooke Specific Plan). In other cases, the Draft General Plan continues to implement Specific Plans except for land use policies and corresponding development standards, which will be removed from the Specific Plan and addressed by the City’s General Plan and Development Code (e.g. White Slough Specific Plan’s commercial and residential development policies and standards). In still other cases, the Draft General Plan consolidates the Specific Plans, and their land use policies and designations, into the new General Plan (e.g. Northgate Specific Plan). Guiding Principles Adopted by City Council on July 8, 2014, the Guiding Principles are overarching, aspirational statements that define the kind of community Vallejoans want in the 25-year horizon of the General Plan. They reflect key concepts on which there is broad consensus, and laid the foundation for all subsequent actions, including the formulation of the Future Scenarios, the Preferred Scenario, and the Draft General Plan’s goals, policies and actions. The Guiding Principles were the outcome of an extensive public outreach effort, including four Community Workshops, and meetings and recommendations by the GPWG. (Link: http://propelvallejo.com/wp-content/uploads/2016/08/01_Staff-Reportfor-City-Council_140708_Guiding-Principles.pdf) Areas of Opportunity After adoption of the Guiding Principles, City staff and the consultant team identified Areas of Opportunity in Vallejo, or those locations where significant change is foreseeable and where the change can have the most positive impact on sense of place, economic development, social equity, and the environment over the 25-year General Plan horizon. Information on properties located within the boundaries of the Opportunity Areas was provided through Solano County Assessor data, including information on vacant parcels, property values, and ownership details. The Opportunity Areas also complement, and sometimes overlap, the City’s existing Specific Plans and Master Plans. Accepted by the GPWG on November 10, 2014, the Opportunity Areas were the areas of focus for community participants at the February/March 2015 Community Workshops. Three Future Scenarios Based on four Community Workshops and associated public outreach activities in February/March 2015, City staff and the consultant team took the broad ideas generated by the community and distilled them into three distinct Draft Future Scenarios, each of which describes a different way that Vallejo could evolve, and meet community-wide goals in terms of character, land use, and connectivity over the next 25 years. The GPWG, in a joint meeting with the EVC, accepted the Draft Future Scenarios, with minor revisions, on April 27, 2015. Subsequently, the Planning Commission recommended City Council adoption of the Draft Future Scenarios, with minor revisions, on May 18, 2015. The City Council adopted the Draft Future Scenarios on June 23, 2015. These three Draft Future Scenarios were then used to engage the community in determining the one Preferred Future Scenario for the city. Conceptual in nature, the three Future Scenarios purposely focused on the Areas of Opportunity (discussed above). They were intentionally distinct so that they could be evaluated on a number of issues (discussed below), so that the community could make an informed decision – and pick and choose each Scenario’s best features – when formulating a Preferred Scenario. The three Future Scenarios were “River and Bay City”, with a focus on downtown and the waterfront; “New Town Center”, with a second focus of future development oriented to the commercial and entertainment attractions at I-80 and Highway 37; and “Urban Villages”, which emphasized a more dispersed development pattern, a network of connected village centers, oriented to city neighborhoods. The evaluations helped the community decide, at Community Workshops and online, which scenarios, or combination of components from the scenarios, offer the most benefit. Based on community input and comments from the GPWG, EVC, and Planning Commission (discussed below), a Preferred Scenario was presented to and adopted by the City Council on March 1, 2016. The Preferred Scenario serves as the basis for the creation of the Draft General Plan, with its goals, policies, and actions and a series of detailed citywide maps showing land uses, circulation, parks/open space, among other topics. Analyses of Site Constraints, Development Agreements and Pending Development Applications After the Draft Preferred Future Scenario was reviewed on November 23, 2016 by the GPWG, EVC, and Planning Commission and recommended to the City Council for acceptance, staff conducted a preliminary analysis of the Scenario, focusing on, but not limited to, existing site constraints; existing development agreements and leases; and pending development applications. The preliminary analysis resulted in staff recommending a change to the possible land use designation of a few properties as proposed on the Draft Preferred Future Scenario, as accepted by the GPWG, EVC, and Planning Commission. For a full description of the process, please refer to the links for the Preferred Future Scenario below. Preferred Future Scenario Based on the GPWG, EVC, and Planning Commission recommendations and the existing applications, agreements and leases described above, staff modified the Draft Preferred Future Scenario and presented it to the GPWG, EVC, and Planning Commission at a joint meeting on December 14, 2015. At that meeting, the GPWG and EVC affirmed the Draft Preferred Scenario previously recommended on November 23, 2015. A quorum of the Planning Commission was not present at the December 14th meeting, so did not participate in the vote to affirm the previous recommendation. City staff continued to work with the GPWG to facilitate a unified vision and develop a preferred scenario that recognized properties under current development review as well as those under a long-term lease with the City. City staff held two subsequent meetings with a GPWG subcommittee on January 25, 2016 and on February 8, 2016. .At the February 8th meeting, a unified recommendation on the Draft Preferred Future Scenario was prepared. On March 1, 2016, City Council accepted the revised Preferred Future Scenario, with minor revisions, giving staff direction to prepare the draft General Plan and General Plan Land Use Map for consideration for approval in the future. Draft Preferred Future Scenario – Brief Description The Draft Preferred Future Scenario envisions a vibrant downtown and waterfront, which are both a focus of local life and regional tourist attractions. It identifies three key employment centers in the city – Mare Island, the area south of downtown around Solano Avenue, and along Sonoma Boulevard north of Redwood Street – and

a cluster of regional retail and entertainment attractions that take advantage of excellent freeway access at I-80 and Highway 37. These major destinations are connected by a network of mixed-use, multi-modal corridors that support safe, livable residential neighborhoods. At some key intersections and other locations along these corridors, “urban villages” with shops and services cater to the daily needs of residents and act as neighborhood focal points. Draft General Plan Goals, Policies, and Actions While the Preferred Scenario was being developed, City staff and the consultant team prepared preliminary Draft General Plan goals, policies, and actions for consideration and acceptance by the GPWG and EVC. The General Plan was organized around four categories: Community and People; Nature and the Built Environment; Economy, Education, and Training; and Mobility, Transportation, and Connectivity. The GPWG accepted, with revisions, the Draft Goals, Policies, and Actions for Nature and the Built Environment, and Mobility, Transportation, and Connectivity on November 9, 2015. The GPWG and EVC accepted, with revisions, the Draft Goals, Policies, and Actions for Community and People, and Economy, Education, and Training on January 11, 2016. In addition, attention was focused on Community Health, facilitated by City consultant Sonoma State University’s Center for Sustainable Communities, and Arts and Culture, with development facilitated by an Ad Hoc Arts Element Committee approved by the GPWG. The Arts and Culture policies and actions were accepted by the GPWG for incorporation into the Draft General Plan on March 7, 2016.

Draft General Plan and Map Based on the Preferred Future Scenario (accepted by City Council) and the Goals, Policies, and Actions, (accepted by the GPWG and EVC), City staff and the consultant team prepared a Draft General Plan and Land Use Map for public review. The GPWG accepted the Draft General Plan and Land Use Map, with minor technical revisions (See Attachment 1), on August 3, 2016 for consideration by the Planning Commission. Likewise, the EVC accepted the Draft General Plan and Land Use Map, with no revisions, on August 16, 2016. The Draft General Plan and Land use Map is a focus of this evening’s Planning Commission Study Session. BACKGROUND: SONOMA BOULEVARD SPECIFIC PLAN Based on the 2013 Sonoma Boulevard Corridor Design Plan, the Draft Sonoma Boulevard Specific Plan (Draft Specific Plan) provides a vision for the revitalization of Sonoma Boulevard between Curtola Parkway and Redwood Street, focusing on improvements to both the public realm (generally, the street and sidewalk) and the private properties abutting the corridor. (For a copy of the Draft Sonoma Boulevard Specific Plan, go to http://propelvallejo.com/sonoma-boulevard-specific-plan/about/). The planning process for the Draft Specific Plan began in early 2014. It included stakeholder interviews with major property owners and business associations; analysis of existing conditions; two design charrettes; and preparation of the Draft Specific Plan for public review. The Draft Specific Plan review; recommendation for adoption by the Planning Commission (later this year); and adoption by City Council (end of this year) happens concurrently with the review, recommendation, and adoption of the Draft General Plan. The EIR addresses both the Sonoma Boulevard Specific Plan and the General Plan. Interviews and Analysis To understand the goals and issues of the corridor, City staff and the City’s consultant, Opticos Design, interviewed project area stakeholders, including major property and business owners and business associations. In addition, the consultant analyzed existing conditions, including infrastructure, block character, traffic and transportation, and financial feasibility of various prototype development projects. Also, the consultant carefully reviewed the 2013 Sonoma Boulevard Corridor Design Plan, which laid the foundation and served as the starting point for preparation of the Specific Plan. A part of this initial effort was to “test” and refine the concepts proposed in the 2013 Corridor Design Plan. (Link: http://propelvallejo.com/sonoma-boulevard-specific-plan/about/) Specific Plan Working Group The GPWG created an ad hoc committee of five of its members to serve as the Sonoma Boulevard Specific Plan Working Group (SPWG). The group’s charge was to be a link between the GPWG and the Specific Plan effort; assist in community outreach; encourage business owners, property owners, and the community at-

large to participate in the process; and to review and comment on work efforts to date. There were a total of six SPWG meetings, beginning with the first meeting on April 17, 2014 and culminating with acceptance of the Draft Specific Plan on December 9, 2015. (Link: http://propelvallejo.com/sonoma-boulevard-specific-plan/about/) Community Charrettes Two four-day community workshops or charrettes were conducted in the summer of 2014. During the week of June 24-27, the community was invited to share their concerns and desires for the plan area and review and comment on initial framework concepts for improvements along the corridor. As a continuation of the progress made at the first community workshop, the consultant worked further at a second workshop during the week of July 22-25. The focus was on refining the vision established in the first workshop. At this second charrette, the consultant worked at a more detailed scale on both street improvements/street sections and individual building prototypes to test the feasibility of and refine the design vision. (Link: http://propelvallejo.com/sonoma-boulevard-specific-plan/design-charrettes/) Draft Sonoma Boulevard Specific Plan Based on the outcomes of the two community charrettes and direction of the SPWG, the consultant, with staff, prepared the Draft Specific Plan. The Draft Specific Plan was released for public review at the end of 2015; reviewed and accepted by the SPWG on December 9, 2015; and accepted by the GPWG on July 13, 2016. As part of the public review, all property owners within the plan area were notified of the Draft Specific Plan, and staff met with approximately 16 property owners on July 11, 2016. The Draft Specific Plan is a focus of this evening’s Planning Commission Study Session. ENVIRONMENTAL REVIEW The Draft Environmental Impact Report (EIR) addresses potential environmental impacts, and suggests mitigation measures for environmental impacts for both the Draft General Plan and the Draft Sonoma Boulevard Specific Plan. The Draft EIR was released on July 25, 2016 for public comment, with final comments due on the adequacy of the Draft EIR no later than 5 P.M. September 7, 2016. After the public review period ends on September 7, 2016, City staff and the consultant team will prepare errata sheets with General Plan and Specific Plan revisions, plus prepare EIR Responses to Comments and other environmental documents. The revised General Plan, Specific Plan, and EIR materials will go before the Planning Commission in November for recommendation for adoption by City Council at the end of the year. ATTACHMENT 1. Comments below are focused on “technical” revisions to the Draft General Plan. The GPWG, collectively, did not recommend other revisions to the plan, except for Map MTC-2 Regional Trail Network (see #8 below). GPWG members were invited to submit their individual comments in writing to Senior Planner Hoffheimer.

1. Page 2-1, Planning Area, 1st Paragraph • Change “unincorporated Sonoma County” to “unincorporated Solano County” 2. Page 3-7, Secondhand Smoke, Action CP-1.9A • Change “Work with GVRD and Solano County Public Health Department to develop a ‘Safe and Healthy Parks’ ordinance . . “ to “Work with GVRD and Solano County Public Health Department in support of the ‘Safe and Healthy Parks’ ordinance . .” – Ordinance already exists 3.
