STATE OF CONNECTICUT PUBLIC UTILITIES REGULATORY AUTHORITY DOCKET NO. 16-06-04 APPLICATION OF THE UNITED ILLUMINATING COMPANY TO INCREASE ITS RATES AND CHARGES NOTICE OF HEARING (September 8, 2016) The United Illuminating Company (Company) filed an application on July 1, 2016, pursuant to §§16-19 and 16-19e of the General Statutes of Connecticut (Conn. Gen. Stat.) and §§16-1-46 and 16-1-53 et seq. of the Regulations of Connecticut State Agencies, for approval from the Public Utilities Regulatory Authority (Authority) for amended rates for the provision of electric distribution service effective as of January 1, 2017. Specifically, the Company seeks approval to implement new distribution rates to recover additional revenues necessary to address a distribution operating deficiency of $65.6 million in 2017, an additional $21.1 million in 2018, and an additional $13.4 million in 2019. The Company requests approval to collect these amounts consistent with its levelized rate plan, based on annual recoveries of $40.7 million in 2017, $47.4 million in 2018, and $39.1 million in 2019, followed by an offset of $25.6 million at the end of the three year rate plan. The Company provides electric service to approximately 330,000 customers in the cities of New Haven and Bridgeport, Connecticut and the surrounding areas. Pursuant to Conn. Gen. Stat. §§16-11, 16-19 and 16-19e, the Authority will conduct a public hearing to consider this matter in full. The Authority expressly notifies all interested persons that it will hear and consider all relevant testimony on all rates to be charged to all customers. The Authority’s consideration of this docket will not be limited to the proposals of the Company. The Authority will also hear and consider all relevant testimony on the quality and level of service that the Company provides its customers. Conn. Gen. Stat. §16-19(e) provides that the Authority may defer the applicability of an increase in rates to a municipality: If the Authority finds that the imposition of any increase in rates would create a hardship for a municipality, because such increase in not reflected in its then current budget, or cannot be included in the budget of its fiscal year which begins less than five months after the effective date of such increase. Any municipality which intends to seek such a deferral in accordance with the provisions of Conn. Gen.
