Chief, Public Utility Economist

GENERAL DESCRIPTION: Under the general direction of the President of the Public Utilities Commission, performs as the chief economic advisor to the Board of Public Utility Commissioners; directs and assists the Board's staff in the preparation and presentation of all economic research and economic testimony on the Board's behalf; coordinates representation of the Board's position on all economic issues before state and federal legislative bodies as well as other state and federal regulatory bodies; does related work as required. PRIMARY RESPONSIBILITIES:



Directs technical analysis of economic and financial matters brought before the Board of Public Utilities (BPU) by regulated entities with emphasis on rate-of-return, financial and capital market behavior.



Manages analytical studies by staff research economists and accountants involving utility, energy and environmental matters.



Represents the Office of the Economist in negotiations with regulated entities, other departmental divisions and other state departments in contested cases. Acts as representative of the Board in external affairs before various legislative, regulatory and professional bodies to educate the public regarding the mission of the Board and the rationale for major decisions. Presents and testifies before Commissioners and/or Administrative Law judges.



Directs the activities of rate analysis and accountant in evaluating long-term policy implications of utility financing, cost of capital issues, corporate reorganizing and mergers.



Prepares and supervises the preparation and processing of petitions assigned to the Office and ensures the preparation of accurate and comprehensive reports and briefs containing finding, conclusion and recommendations. Provides to Senior Staff reports/analysis of case specific problems involving economic, financial and accounting/auditing issues.



Evaluates proposed State/Federal rules and legislation; quantifies and qualifies impact on regulated industries.

REQUIREMENTS: A Doctorate degree in economics, econometrics, or finance from an accredited university.

EXPERIENCE: Five years of comprehensive research or regulatory experience dealing with Public Utilities operations.

NOTE: Five years, preferably with the Public Utility operations experience. OPEN TO THE FOLLOWING: Open to NJ Residents. NOTE: RESIDENCY LAW: Pursuant to N.J.S.A. 52:14-7 (L. 2011, Chapter 70), also known as the “New Jersey First Act,” which became effective September 1, 2011, all persons newly hired by the Executive Branch on or after that date shall have one year from the date of employment to establish, and then maintain principal residence in the State of New Jersey. New Jersey State employees hired prior to September 1, 2011 who transfer from within the Executive Branch or from another State of New Jersey appointing authority without a break in service greater than seven days but who reside outside the State of New Jersey are not required to change their principal residence to New Jersey in order to comply with the act.
