INTRODUCTION The Station 37/40 Volunteers are trained first responders who provide Fire and EMS services to their neighborhood. These Volunteers can also provide the District an additional fire company when required. Due to the distance and time necessary for career personnel to access this area, the Volunteers provide an invaluable service to the citizens of Morgan Territory. PURPOSE The purpose of this document is to facilitate the response of Stations 37 and 40 Volunteer personnel to calls for service in Morgan Territory and to greater alarm emergencies within the San Ramon Valley Fire Protection District. POLICY The following guidelines will be followed when deploying Station 37 and 40 Volunteers. When the Duty Chief identifies a need for additional resources, the use of Stations 37 and 40 Volunteers will be considered. DEFINITIONS Station 37: 10207A Morgan Territory Road, main station, houses all equipment except E440. Station 40: 12470 Doubletree Drive – Doubletree is a subdivision in Morgan Territory where the majority of houses are located. E440 is housed at this location. PROCEDURE A. NORMAL RESPONSES 1. For responses on Morgan Territory Road, Station 37 and Station 40 will be dispatched for all reported incidents, in addition to the appropriate Career units. Station 40 (E440) will be dispatched in addition to the normal Career response on calls on Manning, Highland (to Carneal) and Victorine. 2. When Station 37 and 40 personnel are activated for an incident, notification is accomplished through the Communication Center by broadcasting the following announcement over SRM South utilizing the radio pager system: •

Dispatch ie: "Station 37/40 personnel respond with E36/RM35 to a reported vehicle accident at Doubletree and Morgan Territory," with the map page and other information relayed in the appropriate fashion. The dispatch will be repeated once again for clarity, along with channel assigned for tactical purposes, if necessary.

3. The Volunteer will then respond with appropriate safety gear and staff the apparatus for response to the incident. The Volunteers will advise the Communication Center which units are responding along with how many personnel. 4. Due to the unique nature of the area, it is understood that one or more units from Station 37 or Doubletree may respond with one or more Volunteer on board and/or may pick up personnel enroute. Additional Volunteers may arrive on scene in their own personal vehicles. B. AUGMENTED RESPONSES When the Duty Battalion Chief identifies a need for additional resources, on greater alarm or larger incidents (i.e. Oakland Hills Fire, major earthquake, flooding, etc.), the following will occur: 1. The Communications Center will tone out Stations 37 & 40 Volunteers and instruct them to report to Station 37 for duty. (Type of assignment, if known, can be included in the tone out.) 2. The Volunteers assemble at or call in to Station 37. 3. When a total of at least 6 Volunteers are available, the Communications Center will be advised that “Station 37 has one crew available for assignment.” (3 volunteers would respond on the augmented incident and 3 volunteers remain available for incidents in 37’s zone) 4. In all cases, Engine 37 and Engine 440 are to remain in the Morgan Territory Response Area for local response, unless specifically directed by the Duty Battalion Chief. 5. Units available for an augmented response are: Wildland – Engine 437 Structure – Engine 37A 6. Station 37/40 Volunteers can be directed to Station 36 to staff that station’s reserve engine. 7. Upon returning to quarters, the 37/40 Officer in charge will ensure that the responding unit is returned to service (washed, restocked, refueled) prior to release of personnel. This officer will notify the Duty Battalion Chief of any logistical requirements, as well as the Communications Center when all personnel and apparatus are available in quarters. Notes: The Station 37 Officers will be responsible for maintaining coverage for Stations 37 & 40 during augmented responses. (There must be 3 people remaining to respond to calls in the 37/40 area) There may not be sufficient personnel immediately available during a weekday, however, the Volunteers potentially could provide up to four 3-person crews. Station 37 Captains may, during high fire conditions or through monitoring of radio traffic, anticipate the need for augmentation and may prearrange with the staff from Stations 37/40 to be available for emergency duty if required. No response should be initiated without contacting the Duty Battalion Chief.
