For the civil registration and vital statistics system (CRVS) there is a national plan, national commitment, and coordination mechanisms. A community registry is available, but there is very limited quality control.

The Health Sector Strategic Plan III (HSSP III) is under development and the scoring reflects the current HSSP II. There is good monitoring and evaluation (M&E) coordination, but other sectors need to be involved. Analytical capacity is limited. Data quality analyses are done, but are limited.

There is no national policy requiring notification of all maternal deaths, but reporting is done in all facilities. Facilities are not using the ICD 10 system in reporting maternal deaths. Deaths are reported to Shehia within 24 hours. There is a need to establish a system to transmit the information from districts to HQ. Zanzibar does conduct verbal autopsies for facility based deaths.

eHealth activities are on-going with strategies and plans in early stages of development. With respect to infrastructure, all major hospitals and DHMTs are connected to electronic communication channels and some programs use mobile reporting from lower levels. eHealth services include a health information system (HIS) that is web-based and District Health Management Teams (DHMT) are connected to the system. The system is not yet electronic at the facility level. There is limited data sharing as there are problems with human resources (HR). Standards for eHealth services and applications are not available, but discussions have started on DHIS and iHRS. With respect to governance, iHRS has small component on eHealth, but not a formal committee. There is no protection policy document specifically for health data.

There is a plan to start national health accounts (NHA) in Zanzibar in 2012. For the last 6 years, PERs have been performed annually. There is a MoU for basked fund and JAST. There is no coordination committee as a NHA has not yet been done in Zanzibar.

Parliament is not active on reproductive, maternal, newborn, and child health (RMNCH) issues. Some coalitions exists, but none on RMNCH specifically and coalitions are not coordinated. Consultations of the coalitions are needed. There is a RMNCH progress report, but it is not disseminated widely. The data source for the joint annual health sector review (JAHSR) and RMNCH programme review are the same and the RMNCH programme review does happen, but is not linked to the JAHSR. There is very limited involvement of the media.
