What this document is
Temi di Discussione, Italian for "discussion papers," is the working paper series the Bank of Italy uses to circulate economic research by its own staff economists and by outside scholars who present their work at the Bank's internal seminars. The stated goal is not final publication in itself but contribution to scientific debate: papers are meant to gather feedback from readers and seminar audiences that authors can use to refine the work, often ahead of eventual submission to an academic journal.
An editorial committee reviews and selects submissions for methodological quality and relevance before a paper enters the series, which carries separate ISSN numbers for its print and online formats. Since January 2022 the Bank has published new issues online only, having ended print distribution of the series.
Every paper in the series carries the same disclaimer: the opinions and conclusions belong solely to the individual authors, not to the Bank of Italy as an institution, a distinction the Bank draws because its economists often write on live policy questions the Bank itself may later take a formal position on.
