II. ORGANIZATIONAL CONTEXT AND SCOPE The Global Migration Data Analysis Centre (GMDAC) is part of the International Cooperation and Partnerships Department (ICP) and responsible for providing all stakeholders with a better understanding of global migration data. GMDAC is involved in a variety of tasks including data analysis and collection, support for IOM missions, capacity building for IOM member governments and knowledge management (communication). GMDAC is expanding its support of IOM missions’ Monitoring & Evaluation activities, in particular, with regard to information campaigns. IOM is implementing information campaigns to raise awareness of the risks of irregular migration and legal migration options through various programmes and in various countries. In this context, GMDAC is providing technical assistance to assess the effects of information campaigns using robust methods and data collection. To support this work, we are looking for an Impact Evaluation officer.

III. RESPONSIBILITIES AND ACCOUNTABILITIES Under the overall supervision of the GMDAC Director and direct supervision of the Research Officer/Project Manager and the Data and Survey Officer, the successful applicant will perform the following duties and responsibilities:  

Design impact evaluation design (including data collection plan, sampling, control group design) Draft Terms of References for survey companies and field coordinators 1

Coordinate field teams and supervise data collection Prepare training manuals for data collection Design, plan and conduct field trainings Assess data quality Write technical report Peform advanced (econometric) data analysis Draft technical and research reports as required Liasing with project parners Other tasks where needed including project development and fundraising

IV. REQUIRED QUALIFICATIONS AND EXPERIENCE EDUCATION 

Advanced degree in economics, social sciences, statistics, public policy, development studies, or other field directly related to the above duties

EXPERIENCE 

minimum 2 years of professional experience in relation to quantitative research, impact evaluation, M&E or related activities



Familiarity with experimental and quasi-experimental research methods for programme evaluation



Proven experience in implementation of quantitative evaluations in low-income settings using robust designs, including survey implementation, data analysis, project monitoring, and enumerator trainings



Strong conceptual and research/analytical skills with the ability to think strategically and rapidly analyze and integrate diverse information from varied sources into conclusion and recommendations



Experience writing reports and/or guidelines



Willingness to take personal responsibility and accountability for delivering results to internal and external clients



Advanced working knowledge of Stata and/or R



Willingness to travel to and within developing countries



Relevant work experience in the field of migration; experience in the UN and with AB/Split Testing are an advantage

V. LANGUAGES Required (specify the required knowledge)

Knowledge of other IOM official languages, an advantage.
