As Water Resources Coordinator, Neffendorf will lead water conservation programs, the City’s Aquifer Storage Recovery Pilot Study, the Alliance Regional Water Authority Pipeline and Groundwater Importation project, and other water-related projects. Public Workshops on the Proposed Emerald Crown Regional Trail Project

The public is invited to attend workshops to learn about and provide input on the Emerald Crown Regional Trail concept. The Emerald Crown Trail, as envisioned, would link Buda, Kyle and San Marcos. The workshops will begin with an overview presentation about the trail concept, followed by an opportunity for the public to provide input on what the trail could look like, potential destinations and trailhead locations, and feasible trail routes. The Emerald Crown Trail is still in the very early stages of planning, and input is needed from the public to refine the trail concept. The workshops will be facilitated by the National Park Service Rivers, Trails and Conservation Assistance Program. Regional Trail Work Group members include the San Marcos Greenbelt Alliance; Hays County; the cities of Buda, Kyle and San Marcos; the Meadows Center for Water and the Environment at Texas State University; the Guadalupe-Blanco River Trust; the Hill Country Conservancy; the Texas State University Geography Department; and Take-a-Hike San Marcos.

THE BIG PICTURE Week of March 19, 2018 We wanted to recognize our Employee of the Quarter, Project Manager Ray Creswell. Ray is an accomplished licensed Architect who provides specialized value to the City. He has done an excellent job of keeping the property projects on time and within budget. He oversees our bond projects, including the City Hall/Library and Public Safety Building. GIS Analyst Kenny Skrobanek was recognized with our Spotlight Award. The award recognizes and rewards work and behaviors that support the City of Buda's mission, goals and values. Kenny has developed a detailed work plan that defines the City's objectives for GIS development, responsibilities for GIS applications, and commitments to achieving the planned GIS goals in a two-year window.

THE BIG PICTURE Week of March 19, 2018 Each quarter, we recognize employees with our "Spotlight Award." The award recognizes and rewards work and behaviors that support the City of Buda's mission, goals and values. Buda Police Officers Graham Carter and Martin Rodriquez are a perfect representation of the Spotlight Award. Chief Bo Kidd explains below why they deserved this award. “Officers Graham Carter and Martin Rodriquez are always happy to change a tire for a stranded motorist or make time to mentor youth in our schools. But there is a particular act of kindness that stands out. These two police officers were dispatched to Walmart for a Theft call recently. A 17-year-old boy had stolen a pair of boots and a belt that together valued about $50. The officers learned that the teen had showed up for his first day of work at a local restaurant and was told by the manager that he was required to wear brown boots and a matching brown belt with his uniform. The boy called his father and was informed that the family did not have the money for the items, so he went to Walmart and stole the items. He was apprehended by Walmart’s Asset Protection Team, and they called for a police response. Officers Carter and Martinez showed up to the call and gathered all the necessary information. They issued the teen a citation for the theft. The officers had a brief discussion in private before leaving and decided to split the cost of the items. They gathered their money and purchased the boots and belt for the boy so he could go back to work. These officers did their job that day, but they did it with compassion and understanding. They saw a kid that did wrong, but perhaps, needed some help. This is a good illustration that our cops are human too; just like all of us.”

THE BIG PICTURE Week of March 19, 2018 Public Invited to Appeal or Comment on FEMA Flood Maps for Caldwell, Gonzales, Guadalupe, and Hays Counties

Hays County, Texas – New preliminary flood risk information and updated Flood Insurance Rate Maps (FIRM) are available for review by residents and business owners in Caldwell, Gonzales, Guadalupe, and Hays Counties. The City of Buda encourages property owners to review the latest information to learn about local flood risks and potential future flood insurance requirements. Community stakeholders can identify any concerns or questions about the information provided and participate in appeal and comment periods for the maps. The new flood risk information and FIRM resulted from a long-term flood study lead by a team of local community, State, Federal Emergency Management Agency (FEMA), and U.S. Army Corps of Engineers officials. Significant community review has already taken place, including Flood Risk Open Houses in August 2017 where residents and business owners in the affected counties were able to learn more about the new preliminary flood risk information and view the maps. The detailed digital maps show current flood hazards for communities within portions of the San Marcos and Austin-Travis Lakes Watersheds and replace flood maps that are based on outdated studies and technology. The maps provide more precise flood hazard information for those areas, including places affected by the devastating Memorial Day 2015 floods and five other major floods since 2000. The deadline for submitting appeals or comments is April 23. If property owners see incorrect information that does not change the flood hazard information—such as a missing or misspelled road name or an incorrect corporate boundary—they can submit a written comment. They can submit an appeal if they perceive that modeling or data used to create the map is technically or scientifically incorrect. An appeal must include technical information, such as hydraulic or hydrologic data, to support the claim. Appeals must be submitted through City of Buda’s Floodplain Administrator: John P.
