The Cabinet Office & Kainos Transforming Individual Electoral Registration (IER) In 2012, the Cabinet Office engaged with Kainos to undertake a major project to transform how individuals registered to vote. The project is part of the wider Modern Registration Division, known as the Individual Electoral Registration (IER), a project specifically aimed at making the electoral register more accurate and secure for citizens to register individually. Since then Kainos has supported the live digital service which has enabled over 45 million eligible electors across England, Wales and Scotland to register to vote online. The Role of Kainos • We have been engaged from alpha right through to supporting the live service • We put in place the core development team and web-ops capability, spanning front and back-end development, while also establishing the development and production hosting platforms

The Challenge We not only had to consider how to make the system easy to use and efficient for registering voters but also how major operational change would affect 387 local authorities, key suppliers, government departments and agencies.

The Solution Replacing a century old paper-based system, the new digital service is intuitive and user friendly: voters can register quickly and easily using only their name, date of birth, address and National Insurance number. It results in more accurate and complete electoral registers, and incorporates safeguards against fraud by automatically verifying each individual application. Kainos also ensured the system was flexible, innovative and future proof. As well as supporting steady state running, Kainos continues to collaborate with the Cabinet Office to ensure the capacity of the system is sufficient to cope with future demands, as well as remaining secure against increasing cyber threats. Digital inclusion has also been extended to cater for UK citizens around the world.

Service Highlights Registration details of 46 million people checked by all local authorities in England, Wales and Scotland automatically prior to launching the online service

A record breaking 622,398 people registered to vote online in one day during the 2017 snap election, exceeding the previous record of 525,254 (22 May 2017 )

23,854 users concurrently accessed the service following the 10 o’clock news on the registration deadline day (22 May 2017 )

Over 94% customer satisfaction and 100% uptime during the 2017 general election

Detailed engagement direct with National Cyber Security Centre (NCSC) to ensure the service was secure and robust giving confidence in the democratic registration process

24/7 direct in-office support for the live service
