About Laguna Beach Incorporated in 1927, the City of Laguna Beach is well known as a unique coastal community and artists’ colony, with seven miles of City beaches within its 8.84 square miles. The 23,000 residents enjoy the ambiance provided by the clean ocean, sandy beaches, canyons and coastal hills. In the summer season, the population swells, as several million tourists visit Laguna’s picturesque beaches, art festivals and the Pageant of the Masters. The city’s village upscale shopping district, bluff top walkways and trolley system create a pedestrian environment and scale which is unique in Southern California. Laguna Beach is a General Law City and operates under a council-manager form of government. The five council members are elected at large and serve staggered four-year terms. Residents and tourists enjoy a full range of City services, including Police, Fire, Marine Safety, Public Works, Water Quality, Community Development, Community Services, and a year-round transit system. The City employs more than 250 full-time employees and another 275 part-time employees.

The Department and Position The City of Laguna Beach seeks a seasoned, talented individual to fill this key executive leadership position. The Assistant City Manager/Director of Public Works will interact closely with the City Manager and Department staff, providing innovative leadership to Public Works operations and key projects, initiatives and goals of the City Manager and City Council. This is an ideal opportunity for a candidate seeking to blend the challenges of leading a Department with providing City-wide leadership. The Public Works Department is comprised of fifty-three employees in thirteen divisions, including Engineering and Administration, Fleet Maintenance, Park and Building Maintenance, Street Maintenance, Solid Waste, Street Lighting, Parking Management and Operations, Traffic, Parking and Signs Maintenance, and Transit. The current budget includes over $7 million in Capital Improvement Projects slated for construction in FY 2015 -2106. The City’s ten-year Capital Improvement Plan includes $73 million in projects planned over the next ten years.

The Ideal Candidate Desirable qualifications include: ƒ

Graduation from an accredited college or university with a master’s degree in public or business administration, engineering, construction management, or a related field.

ƒ

Five years of progressively responsible management experience leading staff in a City department, preferably a Public Works department.

ƒ

The knowledge, skills and experience to manage the scope of activities existing in a Public Works Department and effectively interact with the City Manager and City Council on high profile projects.

ƒ

Strong leadership, team building and organizational skills.

ƒ

Experience meeting and speaking publicly with City stakeholders, City Council and the general public.

ƒ

Exceptional interpersonal, verbal, and written communication skills.

ƒ

The ability to strategize effective resolutions within the context of a creative, team-oriented work environment.

ƒ

The ability to enjoy the challenge of effectively managing a demanding workload of quickly shifting priorities and take ownership of key priorities and projects.

ƒ

Compensation & Benefits The annual salary range for this position is $125,592 - $192,756 (Council will consider adoption of a 3 ½% salary increase effective 1/4/2016). Benefits include: Retirement. PERS; “Classic” 2.5% @ 55 for existing CalPERS members. “PEPRA” 2.0% @ 62. Employee contribution varies based on benefit. Health Coverage. City-paid medical and dental insurance coverage for employee-only; the City pays ninety percent (90%) of the cost for employee plus dependent(s). The City’s contribution is capped at the amount of the premium sharing formula for the HMO plan rate for employee plus dependents. A medical insurance waiver program is available for employees covered by medical insurance other than the City’s medical insurance. Work Schedule. The City offers a 9/80 work schedule (effective April 2016). Deferred Compensation. Employees receive an additional two percent (2%) of their base salary as part of the City’s management contribution into a deferred compensation plan. Vacation. Vacation leave accrues at a rate of seventeen (17) days per year. This increases to twenty-two (22) days per year after nine years of service. A cash-out option exists for accrued vacation time. Holiday. There are ten (10) paid holidays per year. Sick Leave. Sick leave accrues at a rate of ten (10) days per year. All accrued sick leave is deposited into an RHS account upon separation from service or if elected during employment via a cash-in option. (Certain exceptions apply). The value of sick leave varies based on the date it accrued. Tuition reimbursement. Tuition reimbursement of qualified expenses of up to $1,000 per fiscal year, subject to budget availability. Retirement Health Savings Plan. The City deposits a monthly pre-tax contribution of one hundred dollars ($100) into an RHS account. Life Insurance. $50,000, including coverage for Accidental Death and Dismemberment and Long-term Disability. One Shopper Parking Permit. Management employees receive a Shopper Parking Permit free of charge. Permits allow for free parking at eligible City meters and pay parking lots. Administrative Leave. The City Manager may grant a maximum of eighty (80) hours of administrative leave per fiscal year. Administrative leave is re-examined annually at the time of an employee’s review. Flexible Spending Account. A flexible spending account program is available to employees on a pre-tax basis to pay for eligible health and dependent care costs.
