HUMAN RESOURCES ASSISTANT PERMANENT FULL TIME Under the direction of the Human Resources Officer the Human Resources Assistant is responsible for the daily administration of employee benefits and pensions, employee records, WSIB compliance, health and safety and providing support in labour relations. Responsibilities: 1. Benefits Administration:       

Process enrolments, changes and terminations of employees in all benefit plans as approved by the HR Officer. Assist employees with benefit claims issues or concerns. Assist in preparing monthly journal entries for retiree benefits costs. Assist in preparing quarterly and annual statements for retiree share of benefits and send to accounts receivable for processing. Review monthly invoices to ensure accuracy and coding to appropriate accounts. Assist in preparing and distribute notices of changes, updates and critical information to employees regarding their benefits plans Process clothing, cleaning and footwear allowance(s) for all eligible employees.

2. Pension Administration     

Process enrolments, changes and termination of employees in OMERS as approved by the HR Officer. Assist in completing monthly employee and employer remittance. Assist in preparing and distribute information to employees regarding changes and/or general information of their pension plan. Assists in preparing and submitting year- end reconciliation and reporting Respond to questions or concerns from employees regarding their OMERS pension.

3. WSIB Administration   

Process all required WSIB forms in a timely and accurate manner to ensure compliance in reporting all medical and lost time incidents as approved by the HR Officer. Calculate monthly WSIB “Schedule 1” premium remittance for all payroll and non payroll amounts. Assist in processing all monthly WSIB invoices and post expenses to appropriate accounts from “Schedule 2” statements.

4. Labour Relations    

Assist in developing and implementing employee policies and procedures. Ensure compliance with all collective agreements. Assist Human Resources Officer in Collective Bargaining process. Conduct wage comparisons for new or current positions being reviewed.

5. Health and Safety      

Collect, organize and file all injury reports JHSC Secretary Prepare quarterly incident reports. Assist Human Resources Officer in the Joint Health and Safety Committee. Administered HR Downloads Training for current and new staff. Administer and track health and safety training when required.

6. Recruitment and Selection      

Place employment ads on the Town of Cobourg website, local and area newspapers and other acceptable outlets; Screen applicants and makes recommendations to Managers regarding which applicants should continue to interview stage of the selection process for summer students Conducts reference checks Review and format job descriptions to ensure current description is accurate; Assist in preparing standard interview questions and consult with department managers to add specific questions for their department; Assists Human Resources Officer in interviews with department managers.

7. Other  Assists in preparing year end accounts payable and receivable lists for personnel and H & S budgets;  Maintain and ensure all employee records kept up to date.  Prepare, distribute and upload to payroll vacation entitlements for all employees as approved by the HR Officer.  Prepare quarterly absenteeism reports  Collect data and respond to municipal surveys  Organize and prepare materials for employee training sessions.  Policy and Procedures templates, development, review at direction of Human Resources Officer  Assist with day-to-day activities and back up for Legislative Services, including municipal election duties.  Other duties as assigned.

Education/Experience/Skills Training:        

A degree or diploma in Human Resources Management ( 3 year college minimum) 1 year experience in Human Resources environment Working toward CHRP designation Strong technical experience with Microsoft Excel, Word and PowerPoint. Able to maintain a high level of confidentiality. Knowledge of employment laws and practices. Strong communication skills, both written and verbal. Able to identify and resolve problems in a timely manner.

This position is governed by the Town of Cobourg Non-Union Policies and Procedures. The annual salary for this position is Grade 5 $51,587.00 – 60,350.00 plus a competitive benefit package.
