THE SCOOP ON I-69 SECTION 6 Refined Route Revealed During Project Update Meetings, Construction to Begin in 2020

Benefits of I-69 Section 6 *

The Indiana Department of Transportation and the I-69 Section 6 project team have made refinements to the preferred route on State Road 37 connecting Martinsville to Indianapolis. More than 600 people attended three meetings in Martinsville, Greenwood and Indianapolis to hear about the plans. The public also learned the timeline for starting construction in Martinsville. The project team held a nearly hour-long presentation to discuss changes to the route and why the changes were made. Changes were based on input from INDOT planners, stakeholders and the general public. In all,18 significant changes were made, from Indian Creek in Morgan County to I-465 in Marion County. Some of the changes involved elimination of overpasses, changes to interchange patterns and reconfiguration of access roads.

Project Manager Sarah Rubin also revealed at the meetings that Beam, Longest and Neff (BLN) has been selected for real estate acquisition work. Rubin said BLN will begin “groundwork” this fall with plans to begin property acquisition as early as spring 2018.

Once property is acquired, the State plans to begin construction in Morgan County from Indian Creek to about one mile north of State Road 44. The project team said that Martinsville would be delivered as a design-bid-build project, which is INDOT’s traditional method for construction projects. The construction of the entire corridor from Martinsville to Indianapolis is projected to be completed by 2027.

I-69 Section 6 Project Team Holds Last Community Advisory Committee Meeting The project team held its last Community Advisory Committee meeting on September 12. Before the meeting began, Indiana Department of Transportation Commissioner Joe McGuinness thanked the group via a prerecorded video for their contributions to the project. “I would like to start off this morning by telling you how grateful we are from the Section 6 project team for your involvement throughout this entire process,” Commissioner McGuinness said in the video. “A lot of times, you don’t get a lot of thanks for what you have been able to do and provide for us, but from me, I want to tell you we’re very grateful for that.”

The project team told members that even though this is the last CAC meeting as a group, the project managers would still be available to meet with each of them on an individual basis. The project team thanked CAC members for their service and said they look forward to continuing the dialogue of making I-69 Section 6 better for their respective communities.

I-69 Section 6 to Receive Millions of Dollars for Project Through State’s Roads Plan Gov. Eric Holcomb kicked off Indiana’s Next Level Roads Plan in July with House Speaker Brian Bosma, State Senator Mike Crider and INDOT Commissioner Joe McGuinness.

2018 and 2022, the investment for I-69 Section 6 in Morgan County will be $263 million; in Johnson County, $153.2 million; and in Marion County, $138.1 million.

The five-year, $4.7 billion road improvement plan is outlined in a document that visually shows the impact that new funding will have on roads and bridges – statewide and by county. There will be an impressive amount of road and bridge work done in the next five years and beyond, including on I-69 Section 6.

This isn’t the entire funding pool for the I-69 Section 6 corridor. Funding beyond 2022 is in INDOT’s longrange plans. But the five-year Next Level plan is a solid start. It means the project team can finish our environmental work and preconstruction activities with the assurance that construction dollars will be available when we’re ready to start building this roadway.

For months, the project team has been telling you that no funding source was tied to the project and, because we had no funding source, we had no schedule. That has changed. I-69 Section 6 is included in the five-year plan, with funding tied to specific years. Between fiscal years
