Interested Member of the Public: The attached information linked to the red “New Applications” pushpin on the interactive Development Activity map is being provided to give the public:  the earliest opportunity to become aware of a development application, and  information on how to monitor the status of the application from this point forward. Attached you will find excerpts directly from the application as it was submitted by the applicant. It has not been reviewed for content by the Town staff to make sure that it fully meets the requirements of Town codes or gone through the appropriate public Boards/Commissions and received approvals. The attached plans are likely not the final versions. For most development applications, staff reports are eventually be released to help our elected and appointed officials make decisions related to the application. September 28, 2017 Mr. Jaime Groce Town of Collierville 500 Poplar View Parkway Collierville, Tn. 38017 Reference: Mark’s Park Dear Mr. Groce, We are pleased to present our Conditional Use Permit Application for the above referenced project. Mark’s Park is a 32-acre private, non-profit park located at 10251 Springmont Trail in Collierville, TN on land zoned Forest Agricultural Residential (FAR) with an existing single-family house. Mark’s Park will be a fun, nature exploration park destination for Autistic children and their families. Description: x Mark’s Park will serve the community but is not considered an active recreation park, rather it as an orderly, structured, controlled, calm, natural, humorous, uplifting, wholesome place to explore, learn and fellowship with very special people! x The property contains two ponds, a section of Nonconnah Creek bisecting the site and is heavily wooded. Most of the property is in Floodplain and the SW corner is in Floodway. x The property is the residence of the Ennis family who will manage and operate the park. x The entire property will be fenced for security and controlled access. x The property is classified as Greenbelt. x Visitors would use the access at Springmont Trail through the adjacent subdivision. There would be a service access to E. Holmes Road. Driveways will be 18’ wide and able to bear the weight load of a fire truck. x The primary audience would be autistic children (which may be adult children). x Only 3 to 4 guests on the property at one time plus their caregiver/parent (required). Daytime use only. x Mark’s Park has 501(C)(3) established. No fees would be charged. This private park would not be open to the public. x One activities building would accommodate up to 25 people. x The maximum number of visitor cars is 18 but the usual number of visitor cars should not exceed 5. Parking spaces will be either asphalt or gravel for 5 cars with overflow parking on the lawn. x No on-site meal preparation. They could bring lunch. x It would be seasonal and weather permitting, but only 3 days a week. x New mulch loop trails would be created. The trail design will accommodate the fire department Gator Mobile Ambulance. x The visiting children will be equipped with a GPS device attached to them for location in case the wander from the group. x Several interpretive “stations” will be added to the property at intervals along the trail system. x The trails and interpretive stations would be built in two phases, with Phase Two requiring a bridge over an existing section of Nonconnah creek to floodway land. x New improvements would include (gazebo, trails, bridges, accessory structures). x All existing building entries and proposed structures to be accessed by visitors will be made ADA compliant.

Design Program: x 3 to 5 Interpretive Stations and their amenities. x Pedestrian Bridge over Nonconnah Creek. (Under USCORP jurisdiction) x Boardwalk to large pond island and Gazebo on the island. x Two aeration fountains. (already purchased) x Well will be dug to maintain water level in pond. x Shoreline landscape enhancements to large pond. x Clear, light grading and mulch trails. Visitors will travel by golf cart along the trails. x Plant, Prune and Pick Garden will be outdoor for visitors to use. x Crafts indoors in the Gathering Room. x Motion sensor cameras throughout the site to snap candid photos of the visitor experience. x Take-Home Booklet with photo. x Two bat houses will be attached to the barn. x Rose Garden. x Pollinator Meadow over septic field. x Vegetative screening of adjacent properties. Interpretive Theming: The Overarching Themes are Children’s Stories, Animals, Nature and Exploration. Qualities to strive for: x Orderly, Structured, Controlled, Calm, Linear, Natural, Humorous, Uplifting, Wholesome. x Gentle surprises. Nothing too jarring. Nothing scary. x Narrow focus to one or two things at a time. Possible topics for interpretive station themes: x Story/Reading Time x Picnic Time x Water Exploration Time x Music Time x Fairyland x Camping Time (pretend) x Mini United Nations The proposed park meets the requirements of the six General Criteria from § 151.021 1. The proposed plan conforms to all applicable provisions of the zoning district in which it is to be located. 2. This proposal conforms to the Footnotes of 151.021 and the Specific Provisions for Conditional Uses as set forth in 151.024. a. The site is greater than 2.0 acres (32 ac) b. The design respects the residential character of the surrounding residential uses. The design program calls for a low impact approach and has greater than thirty percent green space. c. An existing driveway cut on Holmes Road will be used as a limited access service drive. Clients will enter from Springmont Trail. Springmont Trail is a residential street but will not be adversely affected by traffic generated by Mark’s Park due to the expected low number of daily vehicle trips (less than 12). d. 3. The plan is consistent with the overall character of existing development in the immediate vicinity of the subject property, and will not materially adversely affect other property in the area in which it is located. a. The property is surrounded by other residences of higher density. 4. The plan is generally consistent with the policies of the Collierville Land Use Plan for the parcel or surrounding neighborhood, including any applicable Small Area Plans. a. There are no applicable Small Area Plans for this area. 5. The plan will not adversely affect a known archaeological environmental, historical, or cultural resource. a. There are no known occurrences of these elements. 6. The adequacy of public facilities and services intended to serve the subject property, including but not limited to roadways, transit service, parks and recreational facilities, police and fire protection, hospitals and medical services, schools, storm water drainage systems, water supplies, and wastewater and refuse disposal a. The existing infrastructure is adequate for this project. Mark’s Park will be an asset to the community and will promote the public health, safety, welfare, morals, order, comfort, convenience, appearance, prosperity and general welfare of Collierville.
