Nodeul Dream Island Where We Create Together Island of City There is an island. When trams had run in the heart of Seoul, the name of the island was Jungjido. The image of the island is little bit different in our memories. Sandy beach where people enjoyed river bathing, quiet dating place for couples, place where parade marches through on Armed Forces Day, the island which gets crowded all of a sudden when Seoul Firework Festival is held, the name of this island is Nodeul Island. A beautiful name with meaning of stepping stone where white heron paddled. Nodeul Island is in the middle of Seoul just like the expression but this is an island we look at from distance and slide by. This is a place where we can meet beautiful sunset and basic nature which we can hardly imagine from the city. Nodeul Island is a place where we can meet unusual scenery and sometimes surrealistic situation.

Han River Art Island Nodeul Island used to be a private property. In 2005, the Seoul city government purchased it to develop a cultural complex and they held three competitions over three years (2005~2009). It was a process to find specific appearance of the Han River Art Island Project including opera house, youth music hall, art gallery and so on. It was a monumental project that proves we moved on from days dominated by economic logics and shows cultural values are much more important to us. Music and art are very important values which will go along with our daily lives. Thus, concert hall and art gallery should be located where we can easily approach. However, Nodeul Island is still an island of a city. Additional transport infrastructure was required to allow daily access of citizens. The budget required for island connecting transportation facilities construction was an enormous amount of money. Han River Art Island Project’s estimated amount for facility investment was over 600 billion KRW. Public cultural facility with difficult access is obviously hard to operate. Public facility with lack of operational continuity will end up demanding continuous operating expense support besides initial facility investment cost.

Public Cultural Facility should function as catalyst for city. It should play a role of changing surrounding area as cultural spaces and restructuring city structures. It should return cultural values and economic compensation in larger reproduction to the citizens. Thus, cultural facility should be located in downtown. We have some cases, such as, ARCO Art Center which improved Deahak-ro and National Museum of Contemporary Art (Seoul) which changed Bukchon. There is a negative lesson of large cultural facility which is located far away from the city and isolated in the forest. However, the island is even further away than forest. Starting the project was possible as fund of 200 billion KRW is already prepared. However, budget deficit problem of Seoul rose in 2010 and was repealed. Thus, the fund was used for reducing debts of Seoul. In addition, municipal assembly repealed . As actual project initiative power and basis disappeared, Han River Art Island Project has aborted. Part of fund, in approximate amount of 27.7 billion KRW which was executed for field study and design fee, sank. They could request to resume the project in order to restore the sunken cost. But the part we need to pay attention on is additional budget, not the sunken cost. Opportunity cost which should be continuously invested could be turn into sunken cost, and it might require endless support on operating expense to resume this project. This was a very important matter which requires citizen’s insight and agreement. In 2013, the Seoul Institute worked on ‘Expert Opinion Survey Research on Nodeul Island Utilization.’ Majority of experts did not opposed to Cultural Facility Construction. The part they opposed to was ‘large scale’ cultural facility construction of ‘Nodeul Island.’ The conclusion was it is recommended to seek for methods to utilize the space instead of neglecting it due to its large potential value. For thorough discussion, Nodeul Island Forum has formed and the necessity of accepting various citizen’s opinion was brought up. As opinion acceptance process, Seoul city held online public opinion survey, student design camp, citizen’s idea contest, idea sketch of local/oversea professional exhibition, and open forum for citizens. Organizing various and valuable opinions and suggestions, Nodeul Island’s construction direction could converged into two values: this should be a place where all citizen should cultivate together and enjoy and it should be completed in steps.

When we

integrate this sentence, the key words converge into citizen and history.

Dreams of Citizen 화산남(華山南) 한수북(漢水北) 천년승지(千年勝地) 광통교(廣通橋) 운종가(雲鍾街) 건나드러 낙락장송(落落長松) 정정고백(亭亭古柏) 추상오부(秋霜烏府) 위 만고청풍(萬古淸風)ㅅ경(景) 긔 엇더니잇고 (Mean: South of Bukhan Mountian, north of Han River, famous scenic land from old times, crossing Gwanggyo and Jongno, majestic Saheonbu with drooping pine tree and towering nut pine (elder minister of the court.) This is the beginning of

Sang'dae byeol-gok of Kwon Geun. The image of

dream and hope foreseeing thousand years of the city from Cheonggye Stream Kwangtong Bridge, which is located in the middle of Hanyang (old name of Seoul) of early establishment of Joseon Dyansty, is drawn in this poem. Seoul should still be a place like that. We put healthy society, which we can dream in and shape the future together, in Seoul and expect that such a society will build Seoul. However, we must admit the spaces of dissatisfaction by compromising with reality and frustration are blended in Seoul. But surrealistic place, ‘Island of City’ is a different place. Currently, Han River Nodeul Island, located in the heart of Seoul, wants to be a Nodeul Dream Island where we can draw our dreams. Yul-do, a country that Hong Gil-dong, child of a concubine who was discriminated, established or Binseom (Empty Island), place where a poor scholar, Heo Saeng dreamt of, might be one of the places like that. Neverland from Peter Pan might be one of them, as well. The theme this island still needs is citizen and history.

1. Citizen If society is a group of citizens, in what method free and equal civil society can be represented? It should be a social system or operating system. First operating system of Nodeul Dream Island will be established by inventive project idea of creative proposer. Empathic value about a civil society that we expect should be magnified in this island operation system. But what completes the island is citizen’s participation. Elaborate rules and scenario that narrate how citizen will participate on completion of the society and establish the form of island should be included.

2. History Society and city do not get completed by great elite and in fact, the moment of completion does not exist. What would be the plan to draw active intervention of our next generation and accumulate their traces on this island? Nodeul Dream Island should be a place where citizen’s experience and memory accumulate. Required space for realizing the project and first facility plan should start in reasonable scale. Also, in background of the plan, it should enable future citizen’s spatial participation while flexibly responding to their behavior and demands.

New Style Competition Democratic society judge value through the process of reaching a conclusion rather than the value that conclusion embodies. Sound society maintains and develops through keen competition and impartial judgement. The institutional strategy of these competition and judgement is competition. Future shape of Nodeul Dream Island will be selected by competition. All of operational planning of Nodeul Dream Island, Space Planning, and first operator will be selected by competition. This competition wants to be a monumental project for proceeding through the most democratic process rather than being the most glamourous and enormous structure. This project is meaningful as it even select proposal on how to utilize Nodeul Island through competition. Of course, that proposal projects our dreams yet premised on practical possibility in reality. The

difference

between

this

competition

and

other

existing

architecture

competition is that island planning and operation method competitions are preceded. Required facility programs and scale will be proposed per the result. The difference of this competition from other existing cosign operator selecting competition is that we do not nominate the 3rd operator after building the structure. The operation system will be decided based on the best proposal and the structure will be constructed according to the result and it will be operated by the proposer. If the selected proposal does not require structure, building may not be constructed. This competition is different from existing business investment competition as it creates necessary facility and space with Seoul resources. Thus, operator who can balance between retrieving reasonable operating expenses and realization of public value and have a sense of responsibility on citizen and history will be nominated rather than business operator who needs to retrieve investment cost with business profits.

Competition Process This competition will be proceeded in three parts: the first Operation Concept Competition, the second Operation Planning/Facility Concept Competition, and the third Space/Facility Construction Competition. The Operation Concept Competition (1st competition) takes place to select various and creative proposals. This stage asks what kind of dream of society we image and in what form the society can be realized in this island. As our society is not consist with specific professions, it is opened to everyone who is interested in humanities, society, and environment, and their cooperation organization. This is a phase which requires imagination of Gyun Heo, Ji-won Park, or Gil-dong Hong of our time. Multiple proposals will be selected to advance to the next phase, Operation Planning/Facility Concept Competition. The Operation Planning/Facility Concept Competition (2nd competition) is holding to select the most outstanding and realizable proposal and the operator who will run this proposal based on the multiple selected proposals from the previous competition. Specific programs, which can discover the value of Nodeul Island and realize it, realistically operable organizational system, and financial plan needs to be proposed. The operation plan proposal needs to be confirmed that it is financially self-sufficient and sustainable plan as additional investment from Seoul should be none or minimized after the completion. In addition, basic space utilization concept plan should be reviewed and verified. The Operation Planning/Facility Concept Competition (2nd competition) is holding to select the most outstanding and realizable proposal and the operator who will run this proposal based on the multiple selected proposals from the previous competition. Specific programs, which can discover the value of Nodeul Island and realize it, realistically operable organizational system, and financial plan needs to be proposed. The operation plan proposal needs to be confirmed that it is financially self-sufficient and sustainable plan as additional investment from Seoul should be none or minimized after the completion. In addition, basic space utilization concept plan should be reviewed and verified. The Space/Facility Design Competition (3rd competition) is in a format that architecture, landscape, and urban related experts involve and proceed. The purpose is to select a reasonable and specific space utilization proposal which realize selected proposal from Operation Planning/Facility Concept Competition while fully satisfy expected level for scenery required for the city. The most

outstanding proposal which translate social imagination into spatial imagination will be the prizewinner and Nodeul Island will be constructed per that proposal. And that will be our Nodeul Dream Island.

Nodeul Dream Island Competition This competition requires spatial and facility construction design which can contain an operation strategy that flexibly change and contain trace of the time and sedimentation. However, this does not mean it is an incomplete proposal. The proposal need to design infrastructure and necessary facilities for the entire island to operate in sufficient completeness even in case of no additional services. Nodeul Dream Island anticipates to be our hope. We hope the process and result, and everything of value and formality to be the ambition of our time spreads out. Therefore, we hope the entire island, not just specific structure or portion of the island, to be evaluated as a place filled with historical and artistic values by our future generation. 1. Competition Regulations 1.1 Competition title Nodeul Dream Island Master Plan and Space/Facility Design Competition (3rd Stage)

1.2 Design Goal(Competition Goal) The objective of Nodeul Dream Island Master Plan and Space/Facility Design Competition is to select the appropriate spatial design proposal to realize reasonable operation and facility plan that was selected at the 2nd stage of the Competition. In addition, the proposal should satisfy high level of urban scenary expectation,

1.4 Competition Type This competition is an open international competition for all professionals.

1.5 Language and Unit Standards The official languages of the competition are both Korean and English. Official documents will be published and distributed in Korean and English. In case disputes should occur regarding the interpretation of regulations, guidelines, queries and other documents, the Korean version will prevail over the English version. All submitted documents shall be written in Korean or English. In case of interpretative dispute of English, the ordering agency's (client's) interpretation overrules any other interpretation. All measuring units should follow the metric system.

1.6 Eligibility All professionals in architecture, landscape, and urban design can enter in this competition. In the case of joint application, a team can have up to five(5) members at maximum. In the case of joint application one(1) member of the team must be registered as team representative. The team representative must be in charge of the submittal of construction documentation for the contracted project. The team must include at least one licensed architect whose license should be current and valid at the time of registration. The copy of license should be provided with other submission documents. A juror, a professional manager, a member of the company/organization that juror belongs to, or other persons concerned cannot enter this competition.

1.8 Registration Entrants or team representatives can check the competition guidelines through the website(nodeul.org), and once the account is made, entrants can pay the registration fee. Registration will be completed, once the transfer of registration fee to the bank account guided on the website is confirmed. (Foreigners may send the proof of bank transfer to quicken the process) Entrants can check the registration status by logging in the web site. Once

the registration is done, entrants can download reference materials and post questions. Once registered, the entrant cannot add or change team members, or change the team representative. To do any of the above the entrant must close their account and register a new one. In this instance the registration fee is non-refundable. Registration fee is USD 100(KRW 100,000) * The remitter shall pay all the charges related to the wire transfer. Payment must be made in the exact amount in KRW or USD. * The remitter should be the team representative.

1.9 Queries An entrant can ask questions regarding the competition through logging-in the website(nodeul.org) where they have already completed to register, but not by e-mail or phone. Questions should be written in either English or Korean and answers will be provided to entrants in both English and Korean. Answers to questions should be regarded as revisions or addenda of the competition rules.

1.10 Reference Materials Reference

1.11 Submission Only one submission per entrant is allowed. Dispatch of entries must be made by post or hand delivery. All submitted documents should arrive as one package and loss or damage of the package is not the responsibility of the client. The entrant can check on the competition website(nodeul.org) whether the package has been received. The submitted documents will not be returned and the period of submission is as follows: 

1.12 Anonymity Anonymity will be guaranteed until the announcement of winners. For this, all information registered in the website(nodeul.org) will not be disclosed until the announcement, and all documents with the entrant's information should be sealed separately. Entrants should create and use their won unique Personal Identification Number(PIN) out of alphabets and numbers to identify their submission documents. Any other indications except for PIN revealing entrant's identity will be considered violation and reported to jury. This PIN will be covered again with serial reception number upon arrival. For fair review and assessment, entrants cannot reveal their works submitted in the competition through media like SNS until the result is announced.

1.13 Client The client of the competition is the Seoul Metropolitan Government, which has the responsibility of financing and overseeing all issues related to the competition. The client approves the jury’s final decision and follows up on the outcome of the competition.

The project manager and his team will adhere to the schedule and regulations of the competition. The professional advisor will supervise the entire process of the competition, convene with the technical committee in

1.15 Technical Committee The technical Committee consists of 6 experts from relevant fields (architecture, landscape, civil engineering, building service, performance etc.) According to the competition regulations and guidelines as well as related laws, the committee judges violations in submissions, draws up violation reports, and turns in to the jury committee.

Deputy Juror :



The opening of the Jury Committee is announced in the presence of all jurors, deputy jurors, and professional advisor. The Committee will elects a chair at the first meeting.



The Chair of the Committee decides the evaluation and selection criteria by hearing the opinion of the jurors, draws up the evaluation report, and turns in to the client.



The deputy juror participates in the judging with the jurors as an equal but he/she is not given a vote except in the following situations: - If a jury member is absent at the first meeting, he/she loses juror status and will be replaced by the deputy juror. - When a juror is temporarily absent, the deputy juror will be a proxy.



Professional advisors can participate in the selection process but does not have a vote.



The jurors can agree to drop submissions in the following categories, regardless of the evaluation process, and the jurors can cancel an award at a later date if such conduct comes to light: - An entrant submits more than one proposal

- The submission does not follow the competition's regulations or guidelines. - The rule of anonymity is ignored - The image of a proposal is released prior to the announcement of the final selection (including SNS mentions) - A submission is the same or similar to works previously designed by the entrant or someone else - An entrant does not meet the eligibility criteria

1.17 Selection of Winners The results will be posted on the official website(nodeul.org) right after the jury session and winners will be individually informed. The winning entries and prizes are as follows: First Prize(One entey)

: Design Contract

Second Prize(One entry) : KRW 50 million Third Prize(One entry)

: KRW 30 million

Honorable Mention(No more then four(4) entries) : KRW 5 million each 

If a foreign entry wins, the equivalent of the prize money will be awarded in USD at the current exchange rate(within 30days of the award ceremony). In the case of joint application the money will be awarded to the team representative.



Fees for the copyright, tax, wire transfer, etc. are included in the prize money and Korea's Tax Law will be applied to calculate the tax.



The First Prize winner has the right to negotiate the design contract with client.

The

contract

should

be

signed

within

thirty(30)

days

of

the

announcement of the winner. 

If the First Prize winner gives up his/her right to negotiate the contract or an agreement cannot be reached, the client can grant the right to the next winner in line. In this case the next winner must return the prize money and the client will award this to the First Prize winner.



If

the

client

suspends

the

project

after

having

sealed

the

contract,

reimbursement will be paid for service and expenses executed until the moment of suspension.

1.18 Design Contract The design contract shall conform to the related laws of Korea. The scope of the contract includes schematic design and construction documentation. The contract should be written in Korean reflecting the design brief based on the regulations of the client organization. The contract will be made with the competition winner who has the right to negotiate the design contract with client. However, if there is no one in the winner satisfying given conditions below, the winner shall bring in personnel who satisfies each or all of conditions as a member of contractor and seal the contract with them. This is to conform to the building laws of Korea and proceed the approval process smoothly. - A person, at the time of contract, who has an architect qualification certified under the certified architects act, and who has completed the registration of his/her architect’s office under the same law, and who has no reason for disqualification stated in Article 9 of the same law.

The design fee for the project includes all costs for conducting survey, schematic design, construction document, building permit and architectural board review, and transportation as well. The winner must cooperate with a engineer when he/she proceeds Master plan, Alteration of Urban Planning Facilities or Establishment of Park Planning. The client may demand certain modifications on the winning design according to circumstantial changes and the winner must accept such demands as deemed reasonable.

1.19 Copyright and Publication/Exhibition The copyright of the winning designs belongs to the entrant(s). The ownership and the right of use belong to the client. The client reserves the right to use the submitted proposals free of charge for publication, exhibition, internet, or for advertising in newspapers or broadcasting, etc. Entrants should not infringe intellectual property rights of third parties. (If entrants use a third party's intellectual property, he/she must submit a document such as a letter of accreditation to prove proper use of intellectual property.) If any dispute related to copyright arises, the entrant shall hold all responsibility, and if the case claims the winning submission, the prize may be canceled.

1.20 Dispute This competition is based on the law of the Republic of Korea; if any dispute related to the competition arises, it will be resolved in Korea's court of law.

2. Design Guide 2.1 Design Goal The goal of this design is to create a facility that can contain selected operational program through the 2nd stage competition, proposed by operator. Design

create

music-led

cultural

platform

where

the

collaboration between various fields occur such as music, cultural art, ecology/environment, eco-friendly, commercial, new media, and development model cooperate and a complex cultural space that any citizen can visit any time. Basic Principle of Nodeul Island 

2.2 Design Area and Subject

Design area of the competition is upper part (53,665㎡, excluding road 7,153㎡) and lower part (riverbed 59,036㎡) of Nodeul Island.



Competition participants should provide a plan for architecture, landscape, connection road of east and west and facility related civil / structure / MEP / eco-friendly plans for upper possible building area based on the program provided .at 2.5 Detail Guideline of Facilities.



Based on the principle that biotope area should be preserved, minimum design for the area can be proposed if applicable, which does not damage the biotope.



Site construction (existing survey/civil engineering), landscape and retaining wall repair/reinforcement plan for upper area should be proposed.



Conceptual design spatial plan for lower part of Nodeul Island should be proposed. This includes berth facility connection road to upper area, and idea can creatively be proposed. The design for lower part is not included in the construction budget for the Nodeul Island development for current stage.

Urban Planning Facilities : Cultural Facilities



Note : The island is divided into Upper part and Lower part (Type 2 General Residential Area and Cultural Facilities only apply to Upper Area) 2) Upper Part and Lower Part Nodeul Island consists of upper part and lower part including public water.



Upper part: Some area of upper part is always available for fixed facility installation and constant use (possible building area based on current law is approximately 29,394㎡). Upper part also includes road and biotope area.



Lower part: Flexible and temporary operational program is appropriate for lower part as flood area. The design area includes the water surface area within which any new structure does not interfere with Han River stream.

3) Possible Construction Area Possible construction area is 29,394㎡ out of total 60,818㎡ of upper part of Nodeul Island excluding road (Yangnyeongno) 7,153㎡ and class 1 biotope area (Biotope Analysis and Individual Biotope Analysis) 24,271㎡.

Approximately 2.5m high and 707m long external retaining wall are constructed at both east and west ends. Some part of West retaining wall is utilized as corridor. External retaining wall at east lower part is used as heliport facility. (Appendix 4.3. Foundation Existing Condition and Plan) 5) Biotope According to the result of Urban Ecological Condition Investigation in 2015, most of east hill area and west wet land of Nodeul Island is rated Class 1 in Biotope Analysis and Individual Biotope Analysis. 2.4 General Guide and Consideration 1) General Consideration 

Design reasonable scaled buildings and facilities according to proposed contents and programs.



Design landscape and outdoor area for upper area of the island.



Propose pedestrian and vehicular circulation.



Spatial plan for lower area of the island can be proposed in idea level.



Avoid any fixed facilities in lower area as it is a flooded area, and consider flood for landscape design.



Rainwater sewerage and release design should calculate the whole upper area.



Sewerage and septic tank facility should consider discharging to Han River after treatment.



Heliport is not allowed to be relocated while the re-location of military and police joint checkpoint, substation facility, and statue of first sergeant Lee Won-Deung should be discussed with related department on construction document phase. 2) Layout Design For buildings and outdoor area layout, consider future horizontal expansion and secure large space (Nodeul Yard) where is variable for various activities. Minimize vehicular access to Nodeul Island and maintain current location of Nodeul

Concentrate buildings near Yangnyeongno as much as possible.



Locate music concert hall and office/commercial facilities with more activities in west side of Yangnyeongno and locate multi-purpose facilities with relatively less activities on east side of Yangnyeongno.



Layout functions considering facilities and visitors per programs.



Layout commercial area considering visitor access to avoid interference by music concert hall circulation.



Music concert hall and multi-purpose facility should be connected to connection road of east and west considering functional relationship.



Building height should harmonize with landscape scenery of Nodeul Island and Han River.



For facility layout, secure proper distance from biotope area.

② Outdoor Space Layout 

In principle, biotope area should be restored and preserved and retaining walls shall remain in its current location.



Layout outdoor space while minimizing development effects on ecological environment of Nodeul Island and the first class biotope area.



For lower area, idea can be freely proposed considering connection to upper area and biotope class.



Locate berth facility in southwest of Nodeul Island.



Locate general parking facility on the side of Yangnyeongno separating from pedestrian circulation. 3) Circulation Design Internal

Design main pedestrian circulation of west of Nodeul Island to allow small musical performances.



Design circulation of Nodeul Forest for people to view and walk in the forest.



Design circulation to conveniently walk around through upper and lower area of Nodeul Island.



Design vertical circulation for disabled. ② Vehicular Circulation



Pursue vehicular circulation and parking facility in Nodeul Island without violating pedestrian priority principles and layout and design without ruining landscape scenery.



Design EVA lane circulation for fire truck or ambulance, etc. (including vehicular circulation for administration and heliport)



Provide supporting vehicular circulation which allows moving equipment and supply for each facilities.



Locate loading zone for taxi and tour bus on the side of Yangnyeongno for convenience.



Design turn space for vehicle(10t size) for music concert hall special equipment transportation.

4) Landscape Design Landscape facilities of Nodeul Island should follow principles listed below. 

Make it possible to operate in low cost.



Avoid temporarily completed landscape design upon completion of the construction and provide phased landscape design considering ecological succession.



Properly maintain existing trees, shrubs, and natural green while establishing purification plan to remove invasive species and harmful species and utilize natural soil in maximuim.



Design outdoor activity places, such as, pedestrian walk and decking, and natural environment to harmoniously merge and actively use permeable pavers for paving design. 5) Civil Engineering Civil engineering for Nodeul Island should follow principles listed below. ① Flood Prevention and Flood Protection



Design with 200-year flood frequency (15.33EL.m) as standard.



Secure drain system that water can rapidly drain with intensive rainfall in Nodeul Island.



Consider healthy water circulation (utilize rainwater and heavy water, reuse of waste water) in Nodeul Island.



Avoid facility or form that cause water level elevation of waterside flood zone by disturbing water flow during flood.



Design related facilities around Nodeul Island considering contradiction with River Act. ② Civil Base



Fully reflect existing geotechnical report (layer structure) result (Appendix 4.3. Foundation Existing Condition and Plan) on buildings of Nodeul Island.



Minimize soil excavation and filling of Nodeul Island ground and use excavated soil as much as possible for filling.



When improving retaining wall, design the structure that can respond to rapid water level change of Han River (especially responding to residual water pressure occurring inside of the retaining wall when lowering flood elevation).

6) Environment-Friendly Design Environment-friendly design of Nodeul Island follows the principles listed below. 

Design for preserving ecology in Nodeul Island, operational independency, reducing carbon emission, and minimizing environmental impacts.



Satisfy regulation, ordinance, and standard on environment and energy performance of corresponding area.



Propose plan to reducing heat island effect fully considering Passive Design responding to site environment condition through minutely climatic analysis of corresponding site.



Reflect 3R principles to improve resource recycling – Reducing resource waste, Reuse resource, and Recycle resource.



Design to save water resource to minimize required water usage of facilities and outdoor area.



Establish concept and goal for energy independency of Nodeul Island.



Propose energy reducing plan according to short/mid/long term prediction to realize energy independent facility in phases.

2.5 Detailed Guideline of Facilities Proposed facilities listed below must be included in design and additional proposal of various and creative programs that fit within total construction cost is allowed. Total area of proposed programs is 9,900㎡ and referring to information below, it can be enlarged within budget. (1) Music concert hall This is mid-scale music concert hall facility in form of live house specialized in pop music

Design space with distinct characteristics that can harmonize with nature of Nodeul Island. (4) Connection Road of East and West Connection road of east and west functions as intimately interlocking operational programs and each facilities while physically connecting severed east and west. This road is a symbolic gateway of Nodeul Island as it is the facility which visitors encounter first and actively exposed to passing vehicle of Han River Bridge.



It actively connect surrounding facilities and programs while seeking for harmony with facilities and natural environment.



Design the road considering traffic and handicap access. (5) Landscape and Outdoor Space ① Nodeul Yard This is a semi-permanent space where can hold large scale outdoor event as it will not have any buildings even after facility expansion of Nodeul Island.



Secure single compartment flatland with minimum area of 6,000㎡.



For landscape and structure layout, consider variability during design phase to allow large events.



Consider connectivity of pedestrian circulation of facility users, such as, main/secondary entrances of adjacent buildings.

Design by considering architecture expansion area. ② Nodeul Forest Nodeul Forest, located east of Nodeul Island, is rated Class 1 in Biotope Analysis and Individual Biotope Analysis and it is consisted with passive programs which do not harm nature, such as, walking in Nodeul Forest trail and small music performance.



It should follow related regulations like Seoul Urban Planning Ordinance per Biotope

⑥ Parking Facility 

Pedestrian access is the basic principles for visiting and accessing to Nodeul Island and allow vehicular access up to Nodeul Island entrance around Yangnyeongno. Moreover, consider loading zone for vehicle on the side of Yangnyeongno (Facility support vehicle and fire truck/emergency vehicle are exception).



Separate parking facilities and road from pedestrian circulation.



Calculate total number of parking lot based on related regulation, such as, Parking Lot Act.

Scale of general and handicap parking facilities for the maintenance and operating is following and they locate near each facility. Special service vehicles should be able to efficiently access to loading bays of the music concert hall and multi-purpose facility.



Recommend to design environment-friendly parking lot using permeable pavers and allow to convert into pedestrian space in case of no parking demand. ⑦ Eixisting Facilites (Appendix 4.2. Existing Condition of Nodeul Island)



Heliport will be remained as is at current location.



Military and Police Joint Checkpoint can be moved within Noduel Island through discussion with related department in design phase.



Relocate the statue of first sergeant Lee Won-Deung to place with better recognition and access of Nodeul Island visitors and locate and construct to harmonize with overall design.

Drawing panels consist of six(6) A1-size(841mmx594mm) sheet mounted on 10mm thick foam boards in landscape orientation without frame.



The site plan should mark north following the orientation information of the CAD file distributed on the official website. The scale of masterplan shall be 1:1000, the scale of the site plan 1:400(recommended) and scale of schematic design plan 1:200.

The Submission documents must be 25 pages or less(cover, content, and blank pages are not counted) as A3-size(420mm x 297mm, landscape orientation) papers. Ten(10) copies must be handed in.



No restrictions on scale and orientation of the drawings.



The submission document must be made in landscape orientation with left-sided binding (portrait orientation or folding paper will not be accepted) 3) DVD

3.2 PIN and Numbering of Panels 

In order to secure anonymity, a PIN(Personal Identity Number) selected by the entrants is used to mark the upper right corner on the back of the panels, design report and DVD case(See the image below).



The PIN consists of one uppercase alphabet and three Arabic numerals.



The numbering of the panels(indicating the order of panel layout) should be attached on the lower righthand corner on the back of each panels as follows:



The PIN and panel numbering is ARIAL 24 point, black, center aligned.

3.3 Documentation Guideline 

Use of color is allowed(No restriction in panel expression).



Any mark indicating the identity of entry is prohibited. Violation of this may result in elimination of the entry.



Unless otherwise noted entrants can decide the scale of the drawings. Scale and orientation should be precise.



Note the territory and name of the space on the drawings. In particular, the proper names in English like the site and surroundings, street names, and buildings names are prohibited marked temporarily by entrants if used in the combination of Korean names. Write the same names in confirmation of English guideline.



All documents should be written in Korean or English and Arabic numerals. And all measuring units should follow the metric system.



Violation of the above items including arbitrary modification of perspective images resulting in being much different from the drawings will be reported to the jury and the jury can decide upon possible elimination of the entry for that reason.

4. Appendix 4.1 Project Overview 1) Project Name : Nodeul Island Development As Culturally Attractive Place 2) Project Background 

After postponement of Han River Art Island Development Project in 2012, it was utilized as temporary vegetable garden, however, the necessity of reconsideration on the island's development for public interest application plan was continuously brought up.



Accordingly, the investigation of specialists' opinion on related field (Seoul Institute, 2013) was proceeded and it was advisable to utilize Nodeul Island with high potential value of the Island. As thorough discussion on development plan was required, there have been various publicizing processes, such as, Nodeul Island Forum and participation program of citizens and experts.



As a result of the public opinion hearing, it was required that new approach with new program and its development methods.

4.2. Existing Condition of Nodeul Island 1) Project Site Summary 

Location : Area 146, 302-6, Ichon-dong, Yongsan-gu, Seoul (Nodeul Island)



Area : 119,854.5㎡ (Upper Area: 60,818.4㎡, Lower Area: 59,036.1㎡)



Zoning : Type 2 General Residential Zone (Plot ratio : less than 60%, Building coverage ratio : Less than 200%, Building height limit : maximum 12 stories)

Note : Divided into two areas: Upper part and lower part of the Island (Type 2 General Residential Area and Cultural Facilities only applies to the upper part)

2) Regional Condition Northern Area of Nodeul Island is called Young-san, and National Museum of Korea, National Hangeul Museum, Yongsan Family Park and Yongsan Park, which is scheduled to be constructed, are located in Ichon Station area. Southern Part of Nodeul Island is adjacent to Dongjak-gu and it has easy access to Noryangjin and Yeouido.

3) Transportation Condition ① Vehicular Access System Currently, due to absence of parking space in Nodeul Island, the visitors of the island use the parking space of Hangang Citizens Park in Ichon area. It takes approximately 10~20 minutes from parking space to Nodeul Island by walk. ② Pedestrian Access System 

Pedestrian can access Nedeulseom through Hangang Bridge by public transportation. For convenience, pedestrian walk is constructed on upper portion of Hangang bridge and facilities, such as, ramp and elevator, are constructed on northern end for pedestrian access from Hangang Park.



Bus station is constructed on both sides of Hangang Bridge which runs through Nodeul Island, and currently, 13 main lines and 1 local line are in operation.



The closest subway station is Nodeul Station of Line No. 9 on Southern end and it takes approximately 10~20 minutes to Nodeul Island by walk.

4) Vegetation Condition 

According to Seoul Vegetation Distribution Chart, most of the project site excluding east hill area and lower west forest is indicated as landscape planting area, farmland, and bare soil.



East hill area is filled with the forest of mixed undistinguished plants and lower west area is filled with willow habitat and grassland.



Most of existing plants are mixed with undistinguished and plantation forest which has low conservative values however the actual visual condition of the plants is relatively good.

5) Biotope Condition 

As the result of Urban Ecological Condition Investigation in 2015, most of east hill area of Nodeul Island and lower west wetland are rated Biotope type 1 on biotope analysis. According to Seoul Urban Planning Ordinance Article 24 Annex 1, land rated Class 1 on both biotope analysis and individual biotope analysis, the entire site of Biotope type 1 should be preserved.



In case that the design proposal include the area of Biotope type 1 of the island for certain spatial use with specific program, consult with the relevant city departments is required when detail design phase.

6) Existing Facilities 

There are 3 main existing facilities: Heliport, Military & Police Joint Checkpoint, and statue of first sergeant Lee Won-Deung in Nodeul Island.

7) Noise and Vibration Measurement 

For the previous development plan for Nodeul Island, Han River Art Island Development, noise and vibration survey was proceeded.



Noise and vibration was measured during typical weekday, September 19, 2009, on development site and adjacent areas.



Weather condition is referenced from AWS (Automatic Weather Station) and each measurement took place every hours from 3pm to 11pm.



Measurement took place twice during rush-hour in 6 locations, and duration of each measurement was 15 minutes.

2) Retaining Wall 

For the construction of Nodeul Island, the re-investigation of existing condition including Safety Diagnosis of existing retaining wall should be proceed. The retaining wall repair/reinforcement is required on the basis of the result of the investigation. For design phase, retaining wall structure must be maintained but proposing additional structure is acceptable.



The results of ‘Han River Art Island Construction Precision Safety Diagnosis’ in 2009 and ‘Emergency Inspection’ are listed as followings:

3) Site Condition 

Upper east part of the island is hill land and lower west part of the island is wetland.



The topographical condition of Nodeul Island should be considered for participants' design proposals of spaces, facility locations, and circulation.

4) Berth Facility 

To design berth facility in order to provide easy access to Nodeul Island from surrounding areas. Because Nodeul Island is isolated from the surrounding areas although located on the center of Seoul and Han River.



To design a berth facility for Water Taxi and Han River Cruise on Southwest of the island considering water level and water transportation route.



Vessels smaller than 450ton, shorter than 60m, and with 300 or more passengers should be able to park.



Berth Facility should be accessible to important facilities of the island.

Through Participatory Design Approach, tenants are encouraged to actively participate in creating their own space so as to increase their responsibility for creating the space and also to increase diversity of the exterior of facilities.

- Eva de Klerk, an artist as well as an initiative, reused abandoned and polluted industrial heritage facility in NDSM and created ‘Cultural Art Incubator.’ Approximately 500 tenants from creative/social enterprise and various cultural artists created the working spaces and developed cluster along with other tenants from similar fields. - Stad als Casco method was adopted to restore polluted area and create spaces on a budget. In order to reduce supply cost, administrator provided basic framework and infrastructure, and tenants paid inexpensive rent and completed the space themselves. This method allowed the users to have responsibility and attachment to the space, sequently user-society and network naturally formed. Also, it created diverse spaces which reflected characteristics of each tenant.

- By renting residential block, located in lagging region with serious criminal and cultural issues, for 1 euro and recruiting people from various fields and classes, it allowed people to involve in the rebuilding/regenerating project. Tenants created their spaces with their own funds, and public space like courtyard was constructed through long discussion among tenants. - Various spaces, which reflected each tenant’s demand and characteristics, were created through this process and it also helped improving regional level by reducing local social problem and increasing property value.

- In order to provide house and infrastructure for low income families with limited support fund, only land, infrastructure and half residential facility were provided to each family. - Within limited budget, partial unit was designed and provided to each family and the rest was designed to be gradually fulfilled by themselves. - Elements that should be provided at first and elements to be filled by themselves according to future conditions and circumstances were decided through discussion with each family. Limited budget and realistic conditions were fulfilled through user-centered approach and participatory design process. - Alejandro Aravena, known for participatory design, received 2016 Pritzker Architecture Prize for social participatory architecture.

4.5. Existing Condition of Surrounding Area 1) Historical Culture Resource of Surrounding Area 

Yongyangbongjeojung : A pavilion that Jungjo (reigned 1776~1800), king of Joseon Dynasty, used for his rest while construction of pontoon bridge to cross Han River when he visited Hyunryungwon of Hwasan, Suwon, where the grave of his father, Crown Prince Sado, is located. It has been designated as tangible cultural properties 6 of Seoul.



Sayuksin Historic Park : This is a historic park located on a high hill in the middle of Han River pedestrian bridge and Noryangjin Station. This is a graveyard of seven loyalist who defied to Sejo, who usurped the throne from Danjong in Joseon Dynasty. Total area is 49,401㎡ and many citizens utilize it as community park for resting as various landscape planting is planted. It has been designated as tangible cultural properties 8 of Seoul.

2) Existing Condition of Adjacent Area 

Many of park and important facilities are located near Nodeul Island, which is a in the middle of Han River. - Park : Ichon Han River Park (Yongsan-gu), Yongbong Community Park, Nodeul Naru Park, Sayuksin Historic Park - Facilities : Noryangjin Fish Market, Material yard



Currently, there are many ongoing related project plans, such as, nature restoration of Han River and tourism resource business, targeting adjacent areas of Han River.

4.6. History of Nodeul Island ‣ Nodeul Island Before 20thCentury 18C his was a place where pontoon bridge was constructed when Jeong-jo, the Great, crossed the river to visit Hwasung in Joseon Dynasty. As it is shown on ‘Neunghaeng Do of Jeong-jo, the Great,’ it was the location where Jeon-jo, the Great, crossed the river on top of pine-board paved bridge installed on top of row of floating boats. Even though ‘Noryang Temporary Palace,’ where Joen-jo had rested after he crossed the river, is mostly disappeared, a pavilion called ‘Yongyangbongjeojeong,’ meaning dragon romp around and phoenix fly high, still remains.

‣ Nodeul Island Before Han River Development Plan 1912 Village ‘Sinchori’ We assume the existence of the village by old map drawn in 1912. The village was called ‘Sinchori’ and most likely, it was naturally developed as large volume of people living in-between the capital and Han River was not encouraged in Joseon Dynasty.

1917 Han River Pedestrian Bridge This was the first pedestrian bridge for Han River that the Japanese Government General in Korea constructed in October, 1917. When they

constructed

the

Han

river

pedestrian

bridge, they mounded sand hill in oval shape to

support

the

bridge

and

named

it

as

‘Jungjido.’

1936 Jungjido Minipark They created mini park on oval shaped mound and

extended

train

line

from

Yongsan

to

Jungjido. Jungjido area was a popular dating course for couples at that time.

In 50’s Summer Resort of Seoul Until 50’s and 60’s, people called the east sand of the island as ‘Han River Sandy Beach’ and utilized as summer resort during summer and as a skating rink during winter. In addition, this island was overcrowded every Armed Force Day to watch Air Show.

‣ Nodeul Island after Han River Development Master Plan 1968 Sandy beach is disappeared and current Ichon-dong is created In order to construct Han River Embankment Road (Current Gangbyeon Expressway), new embankment is constructed on the outer side of existing embankment along the Gyeongwon line and infilled the gap of those two embankments with sand from Han River Sandy Beach. As a result, sandy beach is almost disappeared and current Ichon-dong is created.

1973 Isand Reclamation Work Nodeul Island, which was less than 10,000 pyeong (33,058㎡) was expanded to 45,000 pyeong (148,760㎡) through island reclamation work. Also, as they used sand from sandy beach to reclaim the island, the river ran through the empty sandy beach and current figure of Nodeul Island has formed

1973 Transferred the ownership to Chinhung International, Inc. 1982 Shore Maintenance Project Due to maintenance of low water channels as part of shore maintenance project, sand beach disappeared and this island is surrounded by Han River. After that, the total area of Nodeul Island increased to 12,000㎡ and cement waterfront has constructed around the island.

1989 Transferred ownership to Kunyoung co. ltd. 1995 `Nodeul Island Per government’s ‘Japanese Style Place Name Reinstatement Project,’ Jungjido is renamed as ‘Nodeuleom.’ This name came from old times when people called the opposite side of Yongsan as ‘Nodeul (or Nodol)’ and Han River in front of it as Nodeul River. According to one view, lexical semantic of ‘Nodeul (or Nodol)’ means stepping stone where white heron paddled and the name of Nodeul dock has spread when they constructed the dock in this location in the 14th year of Taejong (1414).
