TRAINING SUMMIT October 27-28, 2009 1. Operations Chief’s Expectations – by end of summit: • Decide on topic for next six FF Training Modules • Review modules of 08-09 o FF I-09  Company Performance Standards, (CPS) • Move to Training Division in future (for issue of assignments and collection) • Time standards to be developed • Demonstration of CPS to be scheduled by C.O. via Training • 50% to be scheduled for adoption of time standards o Via Training or BCs 2. Use available money to develop Old 36 Training Site • For performance of CPS o To provide a reproducible, clinical setting • Schedule CPS over first two quarters of 2010 • By Q 1 - 2011 CPS should have time standards, (at least for CPS #1-6) • Training Division to evaluate Old 36 Training Site o Prepare for CPS evaluations o With input from Support Services o With input from Fire Prevention o Schedule Nov. 5 meeting – including Chief Viera and Training Division  Via Make-a-Meeting 3. 2010 CPS to be scheduled for Mondays and Tuesdays 4. Which? 18. Update on Training Record Management, (TRM), Program • RMS 1st On Scene is the TRM system the District is creating • It is being developed by RMS 1st On Scene, as we enter data into the system • The Training Division has to enter three years of records into the system, (an Insurance Services Office, [ISO] requirement), retroactively for an ISO audit next year • The records come from several sources, (about 5), and have to be translated into the RMS and entered by hand, (tens of thousands of records) • The system is very basic right now and managers, (like the Battalion Chiefs) really can’t build reports from it • The Chief does not want Training to worry about creating a report building process for managers right now – the focus is on the ISO report and ISO training hour totals • According to the RMS developer, it may take several months or years to have a report building feature that satisfies managers • The Training Division should be done entering the three years of past records within a few months 19. Company Officer Development • Will continue on an ongoing process • May not be every Friday • Topics other than simulations included • Taught by Chief Collins, (and BCs?) 20. L-381 The District can’t afford to front $35,000 for a class and then try fill it with paying students later Most of our target audience, (appropriate District employees), has been through it MCS curriculum must be formally adopted into expected practices and District documents, (i.e. SOPs) California State Fire Marshal, (CSFM), L-380 and L-381 are already industry standardized training, (and don’t require MCS to teach them) District will continue to host MCS classes at our facilities District will not be providing all front money for MCS classes

21. Policy Review Process: • Send policies out on a set schedule to increase accountability & impact • Send out via Target Safety 10 days ahead • Will come from Policy Review & Training Mailboxes • Need to create a generic Training mailbox 22. Probationary Processes: • 12 /18 months o Should be a valuable period • Similar process should be spelled out for all ranks, not just Firefighters •

Captain probationary requirements: o PTB – Replaces “Sign-Off” Book o L-380 class required during probation or before o S-290 class required during probation or before o S-231 class required during probation or before o S-215/Command 1C class required during probation or before o ENGB certified (and qualified?) o Anti-Harassment o Ethics (AB 1234) o S-404 o Type 4- Incident Commander o Benchmark evaluations (quarterly): Training Delivery; (written) Policies, (Administrative, Operations), Captains’ Expectations document; Drills (i.e. CPS); Emergency Simulations o Send draft Captain PTB to Ops Group for approval



Engineer probation requirements: o PTB – Replaces “Sign-Off” Book o Driver Operator 1C, (if not already completed)  Training Division to check on DO 1C status o Eng Promotional Test final filing date should be Final date/Time, (without allowances) o Benchmark evaluations (quarterly): EVOC/Behind the Wheel, (BTW) driving; CPS/Individual Performance Standards, (IPS); Off-Road driving; (written) Water systems, Policies; Checks/Documentation; Acting Captain; Truck Ops



Firefighter Probation requirements: o 18 months ▪ Includes 14 week Recruit Academy ▪ On line months 4-18 ▪ Rotate stations/supervisors every 7-8 months  No allowances displacements of other personnel, etc.  If not EMS ready, move to another preceptor o Complete Driver Operator, (D.O.), 1A/1B in last 6 months o Including a Class B license o Performance Evaluations ▪ Via Knowledge Point/Performance Impact/Taleo/or other ▪ Ops Chief is Reviewer ▪ Every 3 months (2 each supervisor) o Benchmark evaluations (quarterly): (regular evaluations) o Add 1 year EMT-P experience requirement back into Firefighter pre-requisites o Class B license, (non-commercial okay) o Tractor Drawn Aerial, (TDA) qualified o Phase I & II EVOC (2 days) o D. O. 1A, 1B, 1C o Finite period to satisfy EMT-P evaluation o Open firefighter recruitment to other sources in addition to Fire Hire
