UK Parliament Week 2016 Evaluation Brief Introduction UK Parliament Week is a programme of events and activities that connects people with the UK Parliament. This year UK Parliament Week will run from 14 - 20 November. Organisations across the country will run events and activities throughout the week which explore what the UK Parliament means to them and their community. UK Parliament Week is delivered by the House of Commons with the support of the House of Lords. The role of Parliament’s Outreach and Engagement Projects team is to facilitate and to create the publicity materials for UK Parliament Week as a whole, however in most cases partners are responsible for organising and running their own events. This year partner events will have to fulfil one of the following in order to become a UK Parliament Week partner:   

Empower audiences with the work of the UK Parliament, MPs and members of the House of Lords, through participative events and activities. Engage audiences to get involved with the UK Parliament and make their voices heard about issues that matter to them. Explore the history of the UK Parliament and think about its role in democracy.

As part of the signing up process, Partners will register their own events to the website, making clear how their event will fulfil one of these. The registration process also includes submitting information about the organisation and details event itself.

What are we looking for? We are looking for a consultant or team that can evaluate the impact of UK Parliament Week on people’s attitudes towards, and knowledge of the UK Parliament. During UK Parliament Week we would like to monitor the outcome of events. These should be in line with this year’s aims and objectives. We want UK Parliament Week to achieve the following: 1. 75% of all audiences to feel that “Your engagement with the UK Parliament is essential to democracy”. 2. 75% of all audiences to feel that they know more about the UK Parliament. 3. 90% of our press coverage to be positive. 4. 50 of all audiences feel that they are more likely to do one of the following:  Sign up to the Outreach and Engagement Newsletter.

Sign or create a petitions. Find out what’s happening in Parliament. Find out who their MP is. Register to vote.

As part of evaluation, the consultant will work in collaboration with us to agree a set of interview questions and will use these to explorethe experiences of those participating in events. The consultant will work with us to attend and monitor UK Parliament Week events, and survey a sample of the audience at each one. We expect at least 200 partner events as part of UK Parliament Week, for which the consultant will attend roughly 15. Staff from the UK Parliament Week team will also be able to attend events and survey participants. The results of the survey should go towards a summarising report, delivered by the consultant, which will include a sample of comments and quotes from attendees across a range of events. The report should also offer some quantitative insight into our reach and how we’ve impacted our different audiences across regions and affected communities.

Outputs We would like the consultant to deliver:   

A final set of interview questions, created in consultation with the UK Parliament Week team. Attendance at and interview questions asked to a sample of attendees at 15 events across the UK during UK Parliament Week (14-20 November). A draft report which includes the results of the survey, delivered to the UK Parliament Week team by 16 December 2016.

Challenges In the process of evaluation, we predict that some challenges may arise. As events and partners will differ significantly from one another, it might be challenging to identify a consistent set of variables to measure all the events by. However, as we expect all events to fulfil at least one of the “empower, engage, explore” criteria, their ability to reach one or more of these may be an appropriate benchmark to measure them against. Though we do facilitate and promote partner events, we are not in control of the quality of events delivered by our partners. It is important that we receive insights into how and if the events have changed attendees attitudes to UK Parliament rather than whether or not the events reached their individual expectations in terms of quality e.g. catering, venue. This should be made clear in the evaluation process. In the past we have struggled to achieve high response rates from self-completion forms. For this reason, we have decided not to include this in our evaluation plans and have proposed a more targeted way of collecting the experiences of attendees.

Budget Our total budget for the evaluation of UK Parliament Week is up to £3500. We expect that this will include all travel and accommodation costs.
