UNHCR Operation in Niger Fact Sheet | March 2013 Operational highlights 

Niger currently hosts an estimated 50 000 Malian refugees. The crisis has also led to the return of 3 127 nationals of Niger previously living in the Gao area in Mali. Following the recent military intervention by the French and the th ECOWAS armies, Malian refugees have continued to cross the border and arrive in Niger. Since the 11 of January 10 000 new arrivals were reported. The operation focus on the following areas of action: guarantee the security and physical integrity; ensure that all refugees are duly registered; secure access to basic necessities and livelihood; ensure an active participation and close involvement of refugees in programmes and activities that affect their lives; bolster coordination and cooperation with all other stakeholders.

Latest developments 

New arrivals: A new influx of refugees has been reported in Nothern Niger where about 5,592 individuals arrived in Mentes and Midal, respectively at 8km and 28km from the border, in a remote desert zone in the north of Niger.



Relocation: Planning activities are underway with CNE and partners for the relocation of refugees from the sites of Agando and Chinwaren (Tillia) (20 km from the Malian Border), to the new site of Intekane (110 km from the Malian Border). Intekane will be a ‘refugee hosting area’ hence respecting the nomadic character of Tuaregs refugees. The relocation is due to start on 9 April.



Shelter: 1000 Shelter KITs with insulation system are procured by Red Cross Luxembourg and Trainings are organized to upgrade shelters, in Mangaize and Abala camps.



Wash: The standard of 20 liters per person per day was reached in Tabareybarey camp. The average consumption of water per person remains at 13.32 liters per day. There is currently 37 person per latrine and 40 person per shower.



COP 2013: From 14 to 15 March, UNHCR organized a workshop with partners, UN Agencies, the Government and refugees to work on the 2014-2015 Country Operational Plan and define programmatic priorities, the creation of a ‘One Stop Shop’ in Niamey for urban refugees, the necessity of finding sustainable solutions for Nigerien returnees and the reinforcement of the education programme were hence discussed.



Urban refugees: The Malian Embassy has offered to lend its former consulate to UNHCR to install the new ‘One Stop Shop’ for urban refugees. The ‘One Stop Shop’ will gather all services of protection and assistance needed by urban refugees such as registration, documentation, counselling, community services, etc.



Health/Nutrition: In Niger, a recent survey shows that the nutrition situation has greatly improved since last August. The GAM rate is now of 9% and the SAM rate of 1,6% instead of the previous15% GAM for children aged from 6 to 59 months in all three refugee camps and over 3%.SAM. This improvement is the result of combine work of UNHCR, UNICEF and WFP, as well as NGO partners, on blanket and wet feeding programmes in order to prevent the deterioration of the nutritional status.



International Women’s day was celebrated in the three camps of Abala, Mangaize and Tabareybarey on 8 March 2013 with a massive participation of refugees and local authorities. In this occasion, new “women spaces”, a new center designed to welcome women refugees to discuss their issues, were inaugurated in the three camps.
