Arrivals/Departure: As reported by UNHCR in the former Yugoslav Republic of Macedonia, between 1 September 2015 and 1 December 2015, the average number of daily arrivals is 1,452 people of Syrian nationality, 749 people of Afghan nationality and 278 people from Iraq. Compared to the average number of daily arrivals in the recent period between 1 December 2015 and 19 January 2016, no notable change has been observed, with 1,185 people of Syrian nationality, 725 people of Afghan nationality and 674 people from Iraq arriving from Greece to the former Yugoslav Republic of Macedonia. Bottlenecks: On 21 January, at 11h00 the border crossing between Greece and the former Yugoslav Republic of Macedonia re-opened. At Eidomeni, there are 600 people present in the UNHCR rub halls and MSF tents. On 20 January, according to media, the former Yugoslav Republic of Macedonia Ministry of Foreign Affairs had announced that the closure was due to the congestion caused by a train breaking down on the international railroad line to Slovenia. No other border crossings are reported to be closed at the time of reporting. Condition of People: In Greece, the two-day ferry strike continues, significantly limiting transport between the islands and mainland. As people continued to arrive to the Greek islands in regular numbers, the islands’ reception centers are currently at capacity. In Slovenia, at Dobova, police forces announced that registration of arrivals will be further re-organized based on the intended final destination stated by refugees and migrants. Some people, who initially indicated their will to travel to other countries other than Austria or Germany, replaced their destination indicating this to be Germany. This came as a result of the police practice separating those who were not traveling to Germany. The police did not provide further details regarding this practice. Deaths at Sea: None reported.

Critical Developments In Slovenia, the Minister of Foreign Affairs confirmed that Austria had informed Slovenia that restrictive measures are put in place at its borders. Both the Slovenian Prime Minister and Minister of Foreign Affairs said that they will adapt practices accordingly. In Croatia, following the announcement of restrictive border measures taken by Austrian authorities and similar actions planned to be taken by the Slovenian government, the Minister of Interior in the caretaker government, Ranko Ostojic, stated that Croatia would also introduce new rules. He also mentioned the same would be carried out by Serbian authorities. According to UNHCR sources, the former Yugoslav Republic of Macedonia authorities are adopting similar practices. The Austrian Federal Government and the Heads of the nine Austrian Provinces met and agreed on measures to reduce the number of refugees and migrants entering Austria. border management, continued efforts for solutions at the EU and international level, establishment of a limit of asylum-seekers received (defined at 1.5% of the Austrian population within the next four years, i.e. 127,500 from 2016-2019). In 2016, a limit of 37,500 asylum-seekers is expected. Despite political agreement, the implementation modalities continue to be debated by the Social Democrats and the People’s Party. Temperatures are expected to remain significantly below average across mainland SE Europe through the remainder of this week, with these colder conditions spreading to the Aegean this weekend. Across the mainland, temperatures will continue to fall to between -5°C and -10°C overnight, locally to -15°C. The persistence of these low temperatures is expected to maintain the increased number of people with specific needs presenting respiratory illnesses. Strong to gale force northerly winds are expected to develop across the Aegean Sea



through Friday and into the weekend. Analysis of previous events would suggest these conditions may reduce the number of arrivals to the Greek Islands. Research has also indicated that when people are exposed for long periods to the lower temperatures that are forecast, there is a higher risk of hypothermia. Less cold conditions are expected to develop across the north of the region during the first half of next week, with this trend gradually spreading southeast.
