ORGANIZATIONAL CONTEXT The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mandate of UNIDO is to promote and accelerate inclusive and sustainable industrial development in developing countries and economies in transition. PROJECT CONTEXT In the framework of its efforts to create shared prosperity and advance economic competitiveness, UNIDO aims at enhancing the livelihood of vulnerable communities in the poorest Upper Egyptian governorates by improving the institutional capacity of local organizations and strengthening the economic security of the target communities, through enhanced employability of young women and men, and productivity of local small–scale enterprises and farmers. Against a multi-dimensional poverty, improvement of livelihoods of vulnerable communities call for an integrated approach at institutional and individual levels, including interventions to raise the ability of public institutions to formulate community development plans and promote infrastructural improvements as well as interventions to enhance the skills of the youth and women to exploit business and/or job opportunities and take active part in the economic and social development of their communities. UNIDO brings to this project its technical resources, past experiences and lessons learned in alleviating poverty in the context of socio-economic empowerment through community-based interventions for employment creation and MSE development promoting social inclusion in the process. It will work with and through local government, civil society partners, youth and women’s groups and community structures to serve around 1,000 direct beneficiaries to become more economically active and selfsufficient.

MAIN FUNCTIONS The consultant will be part of the team implementing UNIDO Local Economic Development initiatives. The consultant will be responsible for planning, managing day-to-day implementation, and monitoring progress of activities aiming at establishing a participatory governance framework for local economic

development, including identification, prioritization of community needs, and formulation and implementation of related action plans for priority community interventions. He/she will work under the supervision of the Project Manager, the UNIDO Regional Office in Cairo and the National Project Coordinator, in collaboration with the project team. 

Together with the project team and government counterpart, monitor the establishment of LED units in the target districts. Conduct an assessment of the training and institutional capacity building needs of the Local Economic Development (LED) Units vis-à-vis its mandate, and formulate related strategies. Supervise provision of on-the-job training to LED Units on Human Security approach, local economic assessment and development, gender mainstreaming. Provide technical assistance as required. Based on previous UNIDO’s interventions and lessons learned on the formation and functioning of community consultative committees, support the establishment of community consultative committees at district and/or village level in close coordination with the project team. Monitor the operations of the community consultative committees ensuring a participatory approach in the identification and prioritization of community needs, and formulation and implementation of related action plans for priority community interventions. Provide technical assistance and formulate plans for capacity building programmes as required. Based on previous UNIDO’s HS interventions and lessons learned on the established and functioning of HS Fund (HSF), provide inputs for the HSF manual. Raise awareness in the target communities on the HSF and its management modalities. Monitor the disbursements of HSF resources ensuring they are allocated effectively towards prioritized human security domains and at least 3 of the projects funded are benefitting women. Provide technical assistance to implementation of funded projects as required, ensuring interconnection and synergies between initiatives in different HS domains. Together with the project team, identify potential partners in the local ecosystem (private sector, CSR, NGOs, government) and leverage their capacities to support priority interventions in the community. Support the M&E officer in creating and updating a base line with information against the indicators as included in the logical framework. Provide inputs to the M&E officer and NPC on the progress of the activities, and support for the preparation of progress reports, as required. Document good practices implemented. Assist in the preparation of policy briefs and recommendations notes to counterparts. Based on the activities’ results, formulate – in consultation with the project team and stakeholders – roadmap for sustainability of community consultative committees.

MINIMUM ORGANIZATIONAL REQUIREMENTS Education: Advanced university degree in economics, social or political sciences, engineering, or other relevant discipline. Technical and Functional Experience: A minimum of 3 years practical experience in the field of community and local economic development and participatory governance, including experience at the international level involving technical cooperation in developing countries; demonstrated experience in process facilitation, strategic planning and consensus building. Exposure to the needs, conditions and problems of local communities in Egypt, particularly Upper Egypt. Familiarity with donor funded programs is a strong

asset; capacity to work in a complex institutional environment involving government, international agencies, private sector and civil society organizations. Languages: Fluency in written and spoken English and Arabic is required. Fluency and/or working knowledge of another official UN language, an asset.
