The United Nations Framework Convention on Climate Change (UNFCCC) is the focus of the political process to address Climate Change. The Convention secretariat supports the Convention and its Kyoto Protocol by a range of activities, including substantive and organizational support to meetings of the Parties. The Finance, Technology and Capacity-building (FTC) programme supports the mobilization of financial resources, international cooperation on technology development and transfer, capacitybuilding; and education, training and public awareness to enable enhanced action by Parties related to climate change. Where will you be working The FTC Technology sub-programme consists of two units: (1) Technology Policy and Strategy and (2) Technical Support and Implementation. You will be working in the Technical Support and Implementation Unit. What will you be doing Under the general guidance of the Manager of the Technology sub-programme and the direct supervision of the Team Leader of the Technical Support and Implementation Unit, you will provide substantive technical support to ensure the coherent and effective implementation of the Technology Mechanism established under the Cancun Agreements and further defined by the Durban Outcomes. You will also support the intergovernmental process and negotiations under different UNFCCC bodies on technology development and transfer issues, taking into account Party guidance. Expected key results:    

Intergovernmental process on technology development and transfer; Collaboration with the Climate Technology Centre and Network and implementation of the functions of the Technology Executive Committee; Communication and outreach, information sharing and knowledge management; Inter-agency collaboration

You will have the following responsibilities: 1. Supporting the intergovernmental process on technology development and transfer, you will a. Provide substantive support to the intergovernmental process on technology development and transfer issues under the Conference of the Parties (COP) and its subsidiary bodies. Provide such support by preparing background documents, annotations and briefing notes for the chairs and facilitators of technology negotiating groups under different UNFCCC bodies, as well as providing timely support to group meetings, informal consultations and side events; b. Compile, analyse and synthesize Party submissions and inputs from relevant international organizations to facilitate deliberations among Parties; prepare technical papers and documents, including by coordinating the work of consultants, on issues for Party consideration, in particular with regards to enhancing the implementation of technology development and transfer projects and programmes, as mandated by the COP and its subsidiary bodies; c. Provide substantive support regarding the planning and organization of intersessional and insession expert meetings and workshops on technology development and transfer issues, as mandated by the COP and its subsidiary bodies. 2. Supporting effective collaboration with the Climate Technology Centre and Network and the implementation of the functions of the Technology Executive Committee, you will a. Provide substantive support to facilitate the effective implementation of the Technology Mechanism and enhance coherence and synergy between the TEC and the CTCN. Provides this support by, inter alia: liaising with the CTCN to facilitate the sharing of information on its progress of work; supporting Parties in nominating their national designated entities and the management of this information; participating and making presentations at CTCN regional workshops and other such events, at the request of the CTCN; and preparing background documents and developing databases to foster collaboration between the TEC, the CTCN and other relevant institutional arrangements under and outside of the Convention; b. Provide substantive support to the Technology Executive Committee in implementing its functions on catalysing the development and use of technology road maps and action plans at the international, regional and national levels to enhance action on mitigation and adaptation on the ground, including through developing, regularly updating, and maintaining an inventory of existing technology roadmaps and action plans at various levels. Organise and provide advice and guidance to individual and teams of consultants preparing a series of background documents and/or technical papers, organizing expert meetings and supporting the TEC in preparing its recommendations for consideration by the COP through subsidiary bodies, and liaising with relevant organizations in implementing the recommendations of the TEC on these matters; c. Provide substantive support to the TEC in implementing its functions related to enabling environments and barriers, including by: researching, compiling and analyzing related policy and project data and information; preparing background documents and technical papers for the TEC’s consideration, upon its request; liaising with the TEC to identify policy options and with the CTCN to support action by Parties to addressing barriers taking into account information in technology needs assessments and Technology Action Plans prepared by developing country Parties and organizing relevant thematic dialogues, expert meetings and workshops; d. Provide substantive support for the commission of a periodic independent review of the effective implementation of the CTCN, including summarizing key findings of the review and preparing recommendations for enhancing the performance of the CTCN for consideration by the COP.

3. With regard to communication and outreach, information sharing and knowledge management, you will a. Review, analyse, evaluate and seek inputs from various sources regarding the performance of the current technology information platform (TT:CLEAR); identify, recommend and develop new TT:CLEAR features in cooperation with ITS Programme Officers; implement these new features and facilitate the platform’s operation; b. Identify the best tools to maintain the linkage between TT:CLEAR and the Knowledge Management System of the CTCN and ensure coherent information and synergies in sharing information on technology development and transfer activities and support provided under the Technology Mechanism; c. Undertake outreach activities of the Technology sub-programme to enhance the sharing of information on technology development and transfer activities under the Convention. Develop and implement communication strategies for the Technology sub-programme; develop in collaboration with other internal UNFCCC programmes a social media work plan and leads its implementation to disseminate information to target groups; write outreach material, including newsletters, infograms, social media inputs and other communication material. 4. With regard to inter-agency collaboration, you will a. Liaise with relevant organisations under and outside of the Convention, including international organizations, non-governmental organizations, the private sector, research institutions, and academia, to enhance collaboration and mobilize support for the implementation of the Technology Mechanism, including through the effective engagement of experts in the Technology Mechanism’s work; b. Contribute to events, reports and other activities organised by partner agencies. 5. You will perform any other job-related activity required to achieve the goals and objectives of the Technical Support and Implementation Unit, the Technology sub-programme, the FTC programme and the secretariat, including by representing the secretariat in technical meetings, workshops and seminars, and making presentations, where appropriate. What are we looking for Educational background Required: Advanced university degree in engineering, environmental science, economics, development studies or a related discipline. Additional years of relevant experience with university degree may substitute an advanced degree Experience Required:

At least five (5) years of relevant working experience in an international level environment with strong technical, analytical and drafting skills on policy issues related technology development and transfer.

Language skills Required: Fluency in English (both oral and written) is essential. Desired:

Working knowledge of another UN official language is desirable.

Specific professional knowledge Required: Familiarity with policy formulation and interaction with various stakeholders, including governments, international organizations, research institutions and private sector desirable.

Asset:

Experience in analyzing and preparing technical and policy papers to promote cooperative action among relevant stakeholders on technology development and transfer and its related matters is an important asset.
