The Inter-Cultural Association of Greater Victoria (ICA) helps individuals and organizations connect across cultures. We provide information, support and tools to help immigrants reach their goals. By engaging people through networks, education and arts programming, we create a welcoming community. ICA offers services for newcomers, including settlement and integration counselling, translation and interpretation, English classes, mentoring, volunteer matching, and peer support. We also provide outreach and education in the community through arts programming, as well as workshops on anti-racism, multiculturalism, diversity awareness, immigration and human rights. Job description: Develops and coordinates core components of the settlement and integration services to immigrant and refugee children, youth and their families. Provides one-on-one support within the schools in the Greater Victoria School Districts. Plans, implements and facilitates group programs for immigrant and refugee children and youth. Assists youth in accessing other community-based resources. Engages in outreach to various areas within the Capital Regional District. Assumes full responsibility for the administration and coordination of the family and youth services program to address the needs of children, youth and their families in the community. Provides leadership and content/ administrative support to the program staff for the effective delivery of services. Reports to the Development/Evaluations Manager. Qualifications Undergraduate degree in child and youth care preferred or an equivalent combination of education, training and experience in related discipline (e.g. immigration and refugee studies, intercultural studies, social studies, social work). Related professional courses on themes pertinent to settlement and integration. Minimum diploma in a related field and/or equivalent combination of education, training and experience may be considered. Proficiency in a major immigrant language and/or immigration experience is an asset. Supervisory experience is a requirement. Three to five years of previous work experience in a similar environment and experience working with persons from a wide variety of cultural and ethnic backgrounds. Experience working on settlement issues with immigrant and refugee children, families and youth required. Strong administrative skills required. Knowledge of community resources is an asset. Key duties and responsibilities  Develops and coordinates the family and youth services program through monitoring and supervision of various functions (orientation/information, assessment/referrals, client advocacy, promote, plan and implement activities for children youth and their families).  Provides ongoing support and advice to program staff in regard to issues relevant to client support (e.g. community resources, legal changes, social policy changes).  Advises and coaches program staff on culturally sensitive problem solving counselling techniques.  Establishes and maintains working relationships with other service providers.  Supervises youth program staff and manages their performance and may supervise other family and youth services programs.

Trains program staff and practicum students in relation to settlement and integration services to immigrant and refugee children youth and their families. Provides settlement and integration services to immigrants and refugees families, youth and children through assessment, orientation, information, referrals and advocacy from time to time. Plans, organizes and facilitates workshops and courses on topics relevant to settlement and integration of in-school children and youth. Links children and youth with community resources. Creates low-intensity or high-intensity settlement plans to reflect clients’ needs for short-term or longterm interventions; Collaborates in the preparation of funding applications and contract/department budgets. Oversees/monitors the contracts and budgets within the responsibility of department; Prepares reports and/or assists in the preparation of reports to funders. Contributes to overall family and youth support services program planning and implementation. Prepares and updates a procedures manual for families, youth and children services that guides program staff, practicum students and volunteers in working with clients and departmental procedures Oversees the implementation of client management database that is compatible with IRCC’s iCare database. Participates in training on the new system and ensures program staff are trained to accurately use the system. Stays up-to-date on systems requirements and communicates problems with the system through the respective internal channels. Knowledge of the BC school system’s applicable regulations, policies and acts as they pertain to the work of the Settlement Worker in Schools (SWIS Workers). Build and maintain effective relationships between ICA’s SWIS clients and their families, within schools and school districts. Knowledge of social and emotional needs of immigrant/refugee children and youth in a school setting. Specialized, advanced knowledge of settlement processes and referral practices. Understand the objectives of SWIS Workers approach and work effectively within the ICA Settlement team. Participates in training opportunities to stay current on issues impacting ICA’s clients and program staff; Participates in regular team and organization-wide staff meetings; Follows all ICA policies and administrative procedures.

Additional information  Some travel to community locations within Greater Victoria will be required. Occasional travel to locations in other parts of British Columbia and/or Canada for purposes like professional development, networking or conferences may also be required.  Some work outside of regular office hours, including evenings and weekends, will be required. Hours required over regularly scheduled hours must be pre-approved. ICA compensates overtime hours with time in lieu.  Valid first aid with CPR training is required.  WHMIS training is required.  Valid BC driver’s license and access to a car would be an asset.  Current clear criminal record check, including vulnerable populations check, is required.
