Vice President for Quality Institute New York City, New York EXECUTIVE SUMMARY The United Hospital Fund (“the Fund”), a premier nonprofit health services research and philanthropic organization whose primary mission is to shape positive change in health care for the people of New York, seeks an accomplished, strategic, and forward-thinking Vice President for Quality Institute. The Vice President for Quality Institute– a newly created role – will work with the Fund’s executive leadership to shape, launch, and lead a new publicprivate initiative that promotes health care quality and patient safety in New York State. The initiative will be a major program of the United Hospital Fund and will have its own advisory structure. It will work in close collaboration with the New York State Department of Health. The Quality Institute is being developed following an extensive, year-long feasibility study examining the opportunity and need for such an organization in New York State. The Fund has played a central role in addressing critical health care issues facing New York and in founding many of the organizations and institutions that today help define the city’s health care landscape. Committed to evidence-based practice and activities that promote collegial discussion, learning, questioning, lively debate, and action, the Fund plays a critical role in the development and sharing of knowledge, innovation, and collaboration at a watershed moment in health care. Given its long and venerable history as a trailblazer of New York health institutions, the Fund has provided unparalleled leadership in linking policy with practice to foster innovation and transformation at all levels of the health care system. The Fund is led by nationally recognized health care policy expert Jim Tallon and leverages a $100 million endowment and other funding sources in targeted initiatives to foster systemic change in health care. The incoming Vice President for Quality Institute will be grounded in real-world quality activities and will have a proven understanding of the reality of health care programs and how to drive change within the sector. S/he will be deeply committed to engaging the larger community in effective policy implementation and health system change on behalf of all New Yorkers, especially the most vulnerable. Specifically, s/he will build external visibility with key partners, political leaders, providers, and other constituents, and continue to maintain, cultivate, and explore strategic alliances and collaborations that deepen the Fund’s reach and impact.

ORGANIZATIONAL OVERVIEW The United Hospital Fund was founded by hospital trustees and other concerned New Yorkers in 1879 as an innovative approach to organizing charitable support for voluntary, nonprofit hospitals in New York City and to help solve shared problems The Fund has played a central role in addressing critical health care issues facing New York, and in the founding of many of the organizations and institutions that today help define the city’s health care landscape, including the Greater New York Hospital Association, Empire BlueCross BlueShield, United Way of New York City, and the New York Blood Center. More recently, the Fund has supported the creation of Healthcare for the Homeless, the Primary Care Development Corporation, New York City AIDS Fund, New York Cares, and the New York eHealth Collaborative. Today, the United Hospital Fund focuses its efforts on understanding the challenges to expanding health insurance coverage and reforming New York's Medicaid program; improving quality of care and patient safety; advancing models and strategies for health care providers to better meet the needs of the aging in the community, as well as the chronically ill and their family caregivers; and promoting an integrated agenda to stimulate innovation and real transformation in how health care services are organized and financed. Among its hallmark strengths are the ability to identify trends early; the credibility to bring disparate parties together to debate issues, learn from one another, and collaborate; and the willingness to pilot-test, evaluate, and expand innovative programs. The Fund’s effectiveness as an agent of change reflects in part its unique capacities as an “honest broker.” Independent and non-adversarial, the organization has a long track record of anticipating the future and guiding the responses that are necessary to prepare for it. The Quality Institute The United Hospital Fund has a successful history of furthering a series of targeted and strategic health care performance improvement and capacity building initiatives that aim to position New York as an innovator in health care quality and patient safety, and to address the need to make care more efficient, cost-effective, safe, and patient-friendly. The emergence of new health care delivery and financing models, coupled with rapid advances in health information exchange, have generated momentum to improve quality and patient safety across the continuum of care. These powerful trends create significant opportunity for a new organization to advance innovative strategies using a collaborative approach to quality and patient safety. To this end, the Fund conducted a feasibility study for the development of a new entity, and based on the findings and conclusions of that study is launching the Quality Institute, a public-private partnership that seeks to advance quality and patient safety and drive critical change.

The Institute will focus on three critical areas to further quality: identifying and setting the agenda for system-wide data analytics and leading collaborative efforts around measure alignment on quality improvement and patient safety; developing tools for building capacity for providers to conduct quality improvement; and promoting the engagement of patients and families in their own health care and supporting them in navigating the health care system. In each of the three domains, the Institute will build on the expertise, experience, and data resources across the State. Currently, no other organization in New York focused on health care quality serves as a forum for ongoing collaboration among providers from across the continuum of care, health plans, consumers, employers, and state leadership. Through a convening role, the Institute aims to identify shared priorities for quality and patient safety and promote the exchange of best practices. It seeks to identify and evaluate more effective approaches to quality improvement and patient and family engagement. More broadly, the Institute hopes to foster a learning community, facilitating the flow of information and insight between the many organizations conducting quality improvement, patient safety, and related research activities, serving as a conduit for ideas, expertise, and dialogue with quality leaders and organizations at the national level and in other states. This work will inform and support, rather than displace, regional and local efforts. OPPORTUNITIES AND CHALLENGES Reporting to the Fund’s Senior Vice President for Program, the incoming Vice President will oversee the launch and strategy of the Quality Institute, while providing astute and timely thought-leadership necessary to advance the Institute’s initiatives and impact. Specifically, the Vice President for Quality Institute will provide leadership and results within the following areas: Thought Leadership and Strategy Building The Vice President will lead the development of the Institute’s short- and long- term program agenda and will work with the Fund’s leadership team, a panel of leaders invested in health care quality, and key strategic partners and coalitions to achieve these goals. S/he will be expected to develop a strategy to procure data sources and capacity, and will provide collaborative, timely, and forward-thinking leadership across all activities. Consistent with the Fund’s approach and standards, s/he will ensure all work is executed with the highest levels of quality and is structured in a rigorous, analytical, and quantitative framework. External Relationships and Coalition Building The Vice President will represent the Institute in the media and among policy makers, foundations, donors, a broad swath of health care providers and payers, and other community based organizations engaged in health care quality and patient safety efforts. S/he will nurture a national and statewide network of partner organizations, key thought

leaders and influencers, funders, and government contacts focused on health care quality goals, which are in alignment with the Institute’s work. S/he will strategically position both the Institute’s work and its highly knowledgeable staff in key areas of public discourse and policy discussions in order to advance its key initiatives and visibility. Program Planning and Organizational Management The Vice President will oversee the execution of all the Institute’s activities and programs and will promote the goals of the Institute by developing and designing reports for publication on quality and patient safety. S/he will consult with and convene State government, expert advisors, and other stakeholders to shape the Institute’s agenda and will identify and execute collaborative efforts to promote these goals. S/he will ensure that the Institute’s programmatic, budgetary, and staffing structures are aligned with its goals and reflect its current priorities. This will involve providing sound leadership and strategically recruiting and managing a talented team, consistent with the needs of the Institute. QUALIFICATIONS OF THE IDEAL CANDIDATE While no one person may embody all of the qualities enumerated below, the ideal candidate will possess many of the following professional and personal abilities, attributes, and experiences: •

Deep expertise and experience in health care quality improvement and patient safety, including having a strong understanding of real-world quality activities and the role of data analytic activities to support quality improvement;



Proven leadership skills and experience; a collaborative and entrepreneurial management style with the ability to think creatively and strategically in a dynamic environment in order to conceive of and develop new and innovative programs and activities;



Strong data analytic skills or experience directing or conducting data analytic projects for the purpose of quality improvement; the ability to synthesize and translate complicated materials into clear and simple language, including the translation of academic and medical research into an actionable strategy that is relevant for targeted audiences;



Ability to identify innovation and best practices based in a proven understanding of evidence-based practice; demonstrated experience leading and innovating programs that align with mission priorities and thoughtfully engage external and internal partners;



A sophisticated understanding of the changing world of health and health care, including emerging trends and systemic challenges in the health care system and their impact on the ability to improve health care for all;



Knowledge of the regulatory framework for health care quality;



Strong, established relationships with relevant funders, policymakers, and stakeholders in New York State;



Credibility and interpersonal skills paired with the charisma and passion to inspire others to invest in new partnerships; a balanced and objective perspective that brings together a wide variety of stakeholders, champions, and contributors towards a common purpose;



A strategic, comprehensive, and critical thinking approach to planning, problem solving and decision making; the ability to back assertions with facts and data;



The proven capacity to manage time and plan effectively while balancing multiple tasks, demands, and changing circumstances simultaneously;



Impeccable writing, presentation and oral communication skills that convey the Fund’s value proposition, raises the organization’s profile, and takes into account the diverse interests of multiple stakeholders;



An M.D., D.O., or doctoral level nursing degree and clinical experience are strongly preferred.
