The Council’s intention is to streamline the selection process and the timetable reflects this. It is expected that bidders shall be shortlisted by early August 2016 with final bids due 25 November 2016. The Council is seeking to announce the successful bidder by 22 December 2016.

Method of Sale The Council is looking to appoint an experienced and well-resourced development partner to deliver both projects simultaneously. The projects will be delivered via a Development Agreement with a long leasehold interest of 150 years granted on both sites or in the case of Pembroke House, possibly a freehold. Offers will be sought for the capital premium (or rental alternative) for the leasehold opportunity in both sites. The Council will also be seeking to agree an overage basis with the successful bidder. The Council will not be seeking to participate in development risk. The appointment will be managed through a two stage public procurement. Initially, interested parties will be required to respond to the Pre-Qualification Questionnaire which is accessed via the portal stated in this brochure. Following evaluation of the responses the Council intend to shortlist at least 3 parties (providing they meet the selection criteria and minimum levels of ability) to participate in a competitive dialogue process.
