Global Food Safety A Vision for Building Scientific Capacity and Promoting Harmonization

ESCALATING TRADE BRINGS NEW CHALLENGES AND OPPORTUNITIES Global food trade exports today total nearly $1 trillion per year, more than tripling since 1990. Although the steep growth rate is required to feed a rapidly expanding global population and simultaneously holds the promise of economic growth for exporting countries, it also makes the task of assuring food safety increasingly difficult. Governments and industry face the added challenge of ensuring their exports meet ever more demanding standards of their target markets. It is essential to improve the availability, quality and consistency of food safety testing capacity globally. A global network of publicprivate laboratories that provides training on analytical methods will provide a mechanism for international exchange of knowledge, spread international best practices, improve regulatory compliance and build trust between trading partners — a strategic approach to improving food safety not just in one country, but in many. A PUBLIC-PRIVATE NETWORK OF LABS WILL MATCH PRIVATE SECTOR INNOVATION WITH A GLOBAL NEED.

WORLD’S FIRST INTERNATIONAL FOOD SAFETY TRAINING LABORATORY Waters Corporation and the Joint Institute for Food Safety and Applied Nutrition (JIFSAN) – which is administered by the University of Maryland and the U.S. Food and Drug Administration – joined together in a groundbreaking partnership to establish the first permanent, dedicated facility in the As part of its commitment to improving global food security, world providing hands-on training to Waters Corporation seeks to international scientists on the best establish a public-private scientific practices and testing network of international training methodologies. laboratories to promote harmonization of both import and export testing, thereby reducing post-harvest losses.

The International Food Safety Training Laboratory (IFSTL) will educate scientists on food safety standards and regulations, train them in the use of fitfor-purpose methods of analysis, enhance public-private cooperation and facilitate communication between regulatory agencies around the world.

Based on the strong interest generated by the IFSTL announcement in May 2010 and discussions with governments in the Asia-Pacific region, Europe, India and the Americas, there is a clear consensus that additional hands-on training capacity is needed worldwide. The IFSTL will host its first class of scientists in mid-2011. Zhao Zenglian
