Introduction web based learning platform and an online training course in electoral area UNDP Moldova Democracy Programme/Elections (further referred as Programme) is a multi-year institutional development project that aims to support the institutional consolidation of the Central Electoral Commission (CEC) as well as the modernization of the Moldovan electoral process towards: - Improving the capacity of the CEC to meet European gender and human rights standards; - Improving the institutional environment for electoral management bodies that can deliver inclusive and modern electoral processes; - Improving the electoral and population registration process of the Republic of Moldova’s citizens; B ACKG RO U ND INFO R M AT IO N Planning and conducting elections is a complex and challenging task that places heavy legislative, political, social and logistical demands on all participants involved in elections. As failure is not an option when it comes to elections, it is essential that these people have the adequate skills, knowledge, and experience to successfully carry out their electoral responsibilities. Since 2008 CEC has been working to improve the design and implementation of training programs for

temporary electoral officials. The CEC has moved from large group short briefings of District Electoral Commissions (DEC) and Precinct Electoral Bureaus (PEB) members to small group competency-based training sessions. In 2010, Moldovan electoral code was amended to allow PEB and DEC members to be certified by the CEC. Certification is seen as one way to better control the quality of PEB and DEC activities and to ensure citizens temporarily hired during the election period are able to carry out the duties of these electoral bodies. To meet the increasing need for effective trainings and further certification of electoral officials at all levels and other key stakeholders, in 2011 CEC created the Centre for Continuous Electoral Trainings (CCET). The main goal of the CCET is to provide trainings for various electoral officials, electoral bodies’ staff members, judges, NGOs representatives, electoral observers, mass-media, political parties representatives and voters. In order to meet the ambitious task of training and certifying all electoral officials in Moldova and out of country, the CCET requested UNDP’s assistance in developing a web based learning platform and an e-learning training course.

What is CCET? (CICDE) The Centre for Continuous Electoral Training (CCET) under the Central Electoral Commission (CEC) of the Republic of Moldova is a public institution subordinated to CEC, established in line with art. 26¹ of the Electoral Code. The good organization and development of elections by complying with the legal provisions, depends, to a great extent on the level of professional education of the persons engaged in the electoral process. Before CCET was created, the process of electoral officials’ training had been held fragmentarily and had an occasional and unsystematic character. There was no certification mechanism of the electoral officials either, nor to assess their professional abilities. Through its activity, the Centre for Continuous Electoral Training (CCET) shall fill in these gaps contributing in such a way to the increasing of the number of persons who have professional experience in the field of elections and to a more qualitative organizing of the election process.

The power of e-learning CICDE Some topics from the content of the e-learning platform The topic Moldovan Electoral system contains information about the Moldovan electoral system, seats distribution for Parliament and local councils. Also, the curricula will cover the topic of the thresholds for political parties and electoral blocks used to access the parliament. Basic information about the fundamental constitutional rights to elect and be elected, additionally restrictions to the electoral rights and principles of Europe’s electoral heritage, as well as conditions for implementing the principles, as it is stated in the Code of good practice adopted by Venice Commission.

The Dashboard of the platform is individual space where users can get a general image of the interaction with the content: they have a statistic of the participation, the relation with other members of the platform, compare the results with the averege results of the platfom, a to do list and a lot of resources as useful links and information.

The module Ethics in elections presents details about the Profile of a competent electoral official. In this context the participants learn that the main purpose of the CCET is to create a pool of skilled and professional electoral officials. This involves not just the good knowledge of Electoral code and electoral procedures but also the ethical behavior of the CEC, DEC and PEB members. It includes non-partisanship, equal treatment, fairness etc. and cover principles of the Code of conduct for electoral officials elaborated by the CEC. The module Elections Day presents the Voting procedure that describe the common balloting procedure (Article 53, Electoral code), but also the voting with mobile box, the voting of elderly persons and other special categories (imprisoned, disabled etc). It will list the persons authorized to assist in all election operations and the identification documents that permits to vote. During the E-day a continuous flow of information should be ensured: each 3 hours voter turnout is communicated to the upper level electoral bodies. Any other information about problems occurred is also transmitted.

The topics related to the District Electoral Councils present the procedure of establishment of DEC and its structure; the election of a DEC chairperson, vice-chairperson and secretary; various cases of incompatibilities. It includes references on working with election calendar, logistical and financial issues. It will present information about calling the DEC meetings, the quorum for holding a meeting, decision making process, the do’s and don’ts of the PEB members behaviour.

The topics about the Precinct Electoral Bureaus (PEB) will let participants know when and by whom a PEB is formed, cases of excluding a PEB member from the PEB and what are the incompatibilities with this function. At this stage there are includeded references on how to work with the election calendar, some logistical and financial issues. It will present how are the meetings called, the quorum for holding a meeting, decision making process, the do’s and don’ts of PEB members, preparation to the Election Day.

The topics from Gender and elections module address info about the right to elect and to be elected. It will analyze whether the national legislation meet the conditions for ensuring gender equality in Moldovan elections. It will provide an EMB perspective on gender in election. This topic is focusing on describing the good practices in gender mainstreaming in elections stated in European conventions and other international documents. 15
