The Green Climate Fund (“the Fund”) is a new multilateral fund created to make a significant and ambitious contribution to the global efforts towards attaining the goals set by the international community to combat climate change. The Fund will contribute to the achievement of the ultimate objective of the United Nations Framework Convention on Climate Change (UNFCCC). In the context of sustainable development, the Fund will promote the paradigm shift towards low-emission and climate-resilient development pathways by providing support to developing countries to limit or reduce their greenhouse gas emissions and to adapt to the impacts of climate change, considering the needs of those developing countries particularly vulnerable to the adverse effects of climate change. The Fund will pursue a country-driven approach in its operations. The Fund is governed by a Board, composed of an equal representation of developed and developing countries; the Board oversees the operation of all relevant components of the Fund. The Fund is serviced by an independent Secretariat, which is accountable to the Board and headed by an Executive Director. The Secretariat, which is accountable to the Board, is responsible for the day-to-day management of the Fund, and is located at the Fund’s headquarters in Songdo, Incheon City, in the Republic of Korea. The Fund is seeking an exceptional person who will take up the challenge of joining a high-performing organization at the leading edge of the financing of climate action in developing countries.

Position description The Website Developer is responsible for the user interface of GCF’s public website, the flagship communications tool of the Fund. S/he develops functional and appealing web and mobile based applications that speak to a broad range of GCF audiences and Partners. This role is critical to making all information and knowledge products easily accessible through the Fund’s website, while creating a visual identify of GCF on the web.

Duties and responsibilities Under the guidance of the Head of Communications and Outreach, s/he will be responsible for: • Create RWD (Responsive Web Design) pages, accessible on any device and platform (desktop, tablet, mobile) for all operating systems; • Create wireframes, storyboards, and prototypes to propose design options, including for mobile and tablet versions, based on requirements and underpinned by the brand voice of the Fund; • Develop corresponding User Interface (UI) components, such as web templates, style sheets, scripts, images, that are fully compatible with back-end systems; • Ensure proposed UI is fully compatible across the latest versions of mainstream browsers (Chrome, Safari, Explorer, Firefox) and mobile and tablet UIs, and adheres to international web content accessibility standards; • Ensure that proposed UI can satisfy performance needs for the Fund’s diverse audiences, including those with limited Internet access means in developing countries; • Ensure UI includes full social media integration (Facebook, Twitter, Instagram, Tumblr, other) as well as the ability to display and integrate graphics, videos, audio, animation, and other multimedia elements; • Interface with IT platform and business systems development providers to ensure UI and all technical components (search, site navigation, content management systems, other) are seamlessly integrated; • Test for UI compatibility across different operating systems, web browsers and prevailing internet security suites and debug any UI issues that arise; • Deliver all source elements and graphics to allow GCF to maintain them, including the transfer of ownership/rights of images, graphics, and other assets acquired for the website on behalf of the Fund; • Review usability of and technical requirements on an ongoing basis; • Supervise more junior Website Developers and consultants, as required.

Master’s degree in computer science or information technology; or a first-level university degree in the same field, combined with ICT certificates and additional qualifying work experience; At least 4 years of professional experience in information technology and the development of public websites, two of which for a large organization; Expert knowledge in HTML, CSS, and JavaScript; front-end frameworks and tools (ES6, jQuery, React); Basic understanding of CSS processor such as SASS, PostCSS; Experience with build-tools (Webpack, Gulp); Experience working with responsive design and developing for mobile devices; Proficient understanding of interaction, animation and UX ; Strong data visualization experience with creating interactive graphs and dashboards using charting libraries such as D3.js. Strong understanding of communications design; astuteness for pixel perfect design; Proven understanding of the concepts of developing engaging user experiences, UI design principles, and conceptual design; In-depth knowledge of and experience with most current web design/front-end development software and methods; Proficient understanding of cross-browser compatibility issues; Proficient understanding of code versioning tools, such as Git; Knowledge of SEO principles, Accessibility and front-end optimization techniques; Expert knowledge of industry-standard web design software and tools, Adobe Creative Suite, Sketch; Experience in analyzing, planning, and executing multifaceted web design/front-end development projects. Experience in implementing a major website renewal; Motivated by tight deadlines and willing to work with complex system architecture; and Excellent written and oral communication skills in English are essential for this position; knowledge of another UN language an advantage.
