Welcome Welcome to GovHack 2013 open data competition! This is your opportunity to shine! This is your opportunity to show the good outcomes from open government data! And this is your opportunity to compete for some great prizes! Have a good time, conduct yourself well, enjoy working with others, build relationships and walk away with the feeling that the cause for open data is just that little bit better. Most of all, let’s see some awesome outcomes! As this is a national competition this year, you will be able to compete for prizes in the local competition or the national competition, or both.

Code of Conduct GovHack should be an awesome experience for everyone. Be nice, play fair, or go home. By participating in GovHack 2013, as an observer or a competitor, you agree to the following: I will... Treat others with respect. I will not abuse, stalk, harass or threaten others. I will not make offensive comments related to gender, sexual orientation, disability, physical appearance, body size, race, or religion. I will not disrupt other people or the event and I will not make inappropriate physical contact or pay unwelcome sexual attention to other participants. Keep it G-rated and be mindful of my language. I will not swear or make sexist, racist, or other exclusionary jokes, which may be offensive to those around me. I will behave in a way (only submit competition material) that is suitable for anyone to view, including young children. Respect the venue and equipment. I will keep the venue clean and tidy and use the rubbish and recycling bins as appropriate. I will let the organisers know if there are any issues. Follow the competition rules. I will only use authorised materials that I have the right to use and release and will not submit any projects which are potentially libellous, false, defamatory or overtly political or contains material which is potentially confidential, commercially sensitive, or which would cause personal distress or loss. I will check the website and/or have a chat with one of the organisers if at any stage I am unclear on the competition rules. Look after myself and others. I will remember that we are all here to create, not party. If I am under 18, I will ensure my guardian is with me whenever I am at the venue, and if I am the guardian of a participant under 18 I will ensure I keep an eye on them. If I am feeling uncomfortable, am being harassed, notice that someone else is being harassed, or have any other concerns; I will immediately contact a GovHack organiser. Remember that the GovHack organisers are in charge and have put a lot of effort in to organising a great event.

I will not do anything to ruin it or engage in any behaviour that violates this code of conduct. I understand that the GovHack organisers organisers may take any action they deem appropriate, including warnings or expulsion from the GovHack event. I understand that if I am removed from the event due to inappropriate behaviour, I will no longer be eligible to compete for GovHack prizes.

Volunteers & Mentors A bunch of people have volunteered their time to help you out wherever they can so that you can get on with creating your entry. Volunteers are here to help with any general issues you might have with regard to the venue, toilets, moving equipment, catering, access to and from the building, emergencies and competition rules or issues. If you need help, look for the people wearing GovHack t-shirts or wearing GovHack ID stickers with #GovHackTas Team on them. Three types of Mentors are available over the competition weekend: data mentors, technical mentors and business mentors. If you need data or technical help look for the #GovHackTas Team with Tech/Data Support on their ID sticker. Data mentors are here to help where they can with the use of specific government data sets. Technical mentors are here to help where they can with your general technical problems. They are also here in case you need someone to bounce ideas around. Business Mentors are here to help you out with any questions about your start-up.

Participant Information THINGS TO BRING Please label all your stuff so we can return it to you if you leave it behind. Here is a list of things you will probably want to have with you at the venue. • • • • •

Laptop/Development platform Coffee Mug / Water Bottle ID/Proof of Age Parent/Guardian if you are under 18 (you may be asked for proof-of-age at the event) If you're planning to stay onsite for the entire event, bring a sleeping bag and pillow and a couple of towels if you plan to use the shower (we don't have washing/drying facilities).

PARTICIPANT ENTRY All participants and observers must check-in on arrival and display their ID sticker at all times. Additional stickers available if lost or damaged.

COFFEE There will be a barista on duty during the event to assist with regulating your caffeine levels. There are also a number of cafes within easy walking distance of the venue if you need a break. Ask a friendly local for recommendations.

FOOD The following meals/snacks will be supplied: Friday: Dinner Saturday: Breakfast, Lunch, Dinner Sunday: Breakfast, Lunch 24hr: All-day breakfast bar, various snacks and drinks including coffee and energy drinks Meals adhering to special dietary requirements will be available to attendees who specified such requirements at the time of registration.

COMPETITION RULES You will find the all of the competition rules on the GovHack 2013 website here: http://www.govhack.org/competition-rules-code-of-conduct/

TEAMS We expect that you will be part of a team, or will join a team at the start of the competition. You are allowed to compete as an individual, but you’ll probably find life easier in a team. There is no maximum size for a team. We’ll identify those in need of teammates during the launch on Friday and assist in matching skills and interests to create winning partnerships.

HELP ME! If you need help or have a question, your will find a lot of help on the GovHack competition site (http://www.GovHack.org), so it will be worth looking there first. There will also be forums on this site for you to discuss things. Volunteers are also there to help, and if they don’t know the answer, they will find someone who does.

OBSERVERS There will be observers at various times over the weekend. Observers are there to 'observe'. They are allowed to communicate with the participants, but not allowed to assist them in their project. Any participants that are in breach of this rule will be asked to leave and the team involved may be ineligible for prizes.

PHOTOS & VIDEOS You may be photographed, recorded or video taped as part of the weekend.

ENTRIES Each team is expected to log onto and update a team site that will be allocated to them when they register their team. It is very important that you set up your team site, as this will form the main focus of judging your entry for the GovHack competitions. Three major aspects of your entry will be used for judging purposes: (See Judging Criteria here: http://www.govhack.org/competition-rules-code-of-conduct/) 1. Your descriptive project page 2. A three-minute pre-recorded video embedded on your project page 3. DEVELOPMENT TOOLKIT A development toolkit will be made available on the GovHack website which you are welcome to use. You will find all the information on what’s available to you here: http://www.govhack.org/howto/

WIFI INTERNET CONNECTIVITY Free WiFi will be provided at the venue that will connect you directly to the internet. Details for how you can connect to the WiFi will be provided at the competition. Your WiFi usage, including content downloads, may be monitored as part of general venue security, so please use the access provided with care and respect. Please make sure the laptops or computers you bring can connect via WiFi, or that you bring a WiFi dongle. Hard connections are not available at the venue.

SOCIAL MEDIA Twitter will be the primary social media platform that will be monitored throughout the event. Local questions, comments and mentions can be directed at @GovHackTas or use the hashtag #GovHackTas. For national questions, comments and mentions can be directed at @GovHackAU or use the hashtag #GovHack

EVENT ROAD MAP You have only approximately 48 hours to get your entry completed, so here is a guide as to how you might want to allocate your time. This is only a guide, and you can do whatever you want to get your entry done.

In order to get some sleep and quality coding time, you may want to consider organising your team into shifts, so that while some are working, others can go home and rest, and then take over to allow the previous shift to get some rest. Also – don’t forget to look after yourself: take breaks, eat, drink and go for an occasional walk! Allow some time to get away and freshen up.

PARKING There is no parking at The Typewriter Factory, however all-day parking can be found on the following streets in Battery Point close to The Typewriter Factory (observe the signs): • • • • • • •

Additionally, the CSIRO car park on Castray Esplanade is generally open to the public on weekends, though it will be busy on Saturday due to Salamanca Market. If you're planning to stay onsite for the entire event, bring a sleeping bag and pillow and a couple of towels if you plan to use the shower (we don't have washing/drying facilities).

PUBLIC TRANSPORT Buses: There are limited bus services travelling along Castray Esplanade past The Typewriter Factory. The venue is an easy 10 minute walk from the Hobart Bus Mall. Taxis: There is a taxi rank within a 5 minute walk of the venue, which generally has a number of taxis available. However, taxis in Hobart can be in heavy demand during late hours over Friday and Saturday nights. Trains: Tasmania doesn’t have any commuter passenger trains. Hopefully we will again soon: https://www.facebook.com/HobartRail Ferries: The Hobart Water Taxi (http://www.hobartwatertaxis.com.au/) and MONA Ferry (http://www.mona.net.au/visit/getting-here/) are within a 5 minute walk from The Typewriter Factory.

SECURITY AND BUILDING ACCESS Volunteers will be onsite for every hour of the event. After hours, the building will be locked and access must be sought from someone inside. These phone numbers are your keys to the building if you don’t know how to contact someone on the inside and the volunteers have forgotten to put their number on the front door: Casey – 0400 826 703 Richard – 0437 633 111 Neither the event organisers nor venue operators can accept responsibility for personal belongings left unattended onsite. If you don’t have a trusted person to look after your belongings, we recommend taking them with you if you leave the venue.

OCCUPATIONAL HEALTH AND SAFETY OH&S refers to policies, procedures, legislations and activities, which aim to protect the health and safety of people within a workplace. Specific ways to limit hazards to yourself or another person whilst participating are listed below. • • • • • • •

It is imperative that your health and safety is never compromised. If you have any existing injuries, inform a volunteer If you notice any hazards, report them immediately to a volunteer (e.g. water spillages) Minimise the risk of tripping by getting a volunteer to place gaffer tape over cords, securing them to the floor Place tables and electrical items close to the power outlets whenever possible Bend your knees when you lift If you start to shake, put on some warmer clothes and/or slow down on the coffee/Red Bull

Think Before You Lift! Manual handling occurs when you are lifting, lowering, pushing, pulling, carrying, moving, holding, restraining any person or thing. It's unlikely you'll have to lift anything heavy at this event - do you really need to be moving that? Check with a Volunteer before moving anything larger than a laptop. Before Lifting • • • • • •

Stop and assess the load and if too heavy seek help Consult a Volunteer for advice on how to manage heavy loads Plan the lift i.e. estimate the load and know where it is to be placed prior to lifting Can you reduce the load? Does the lift require two people? Avoid placing heavy object on the ground if they have to be picked up later Ensure objects to be lifted have sufficient space around to enable safe lifting

FIRST AID If the person is unconscious or requires an ambulance, immediately dial 000.

EMERGENCY PROCEDURES Details of emergency procedures will be introduced to participants during induction and on display within the venue. Make yourself familiar with these procedures at any time you’re onsite.

There will be a range of both national prizes that align with the themes, and local prizes available across the country. There is over $50k in the national prize pool. Individual prizes are typically $1000 but included in the prize pool are a number of larger general, entrepreneur and developer prizes to assist teams to continue developing their ideas beyond GovHack. You will be able to find all of the prize information for GovHack at the launch of the competition on 31 May, on the GovHack website here: http://www.govhack.org/2013-prizes/ Winning teams will be showcased to the Australian VC and Startup sector about 6-8 weeks after the event, as well as to Government agencies around the country and to the media. This gives teams a chance to polish up their projects, especially those who win the developer and entrepreneur prizes.
