Hours: Monday-Friday, 8:00-4:30 Purpose: The mission of District Health Department No. 10 is to provide optimum health for all citizens through prevention, intervention and control of disease and environmental health hazards. District Health Department No. 10 encompasses a ten county area which includes Crawford, Kalkaska, Lake, Manistee, Mason, Mecosta, Missaukee, Newaygo, Oceana and Wexford counties.  BREAST & CERVICAL PROGRAM: Women age 40-64, who have limited insurance and are on a limited income, guidelines may contact the local health department [(800) 968-7300] for information on the Breast and Cervical Cancer Screening Program - a no-cost screening service for individuals who qualify.  CHILDREN’S SPECIAL HEALTH CARE SERVICES: Funds from federal, state and local sources are combined to provide prevention, assistance and treatment services to handicapped children through Children’s Special Health Care Services program. This program assists financially eligible families in paying for diagnosis and treatment of physical disabilities. Services provided by specialty clinics and pediatric home care are funded by this program.  COMMUNICABLE DISEASE: Communicable Disease Control is the major focus of community health. Investigation into animal bites, transmittable diseases and specific nuisance diseases are the primary focus. Community education and information to the community is also include.  ENVIRONMENTAL HEALTH SERVICES  Food Protection Program 

In cooperation with the National Restaurant Association (NRA), District Health Department No. 10 provides an education program to restaurant managers. Managers that successfully complete the course receive a certificate from the NRA.



All restaurants are inspected and licensed by DHD#10 to protects the public from food borne disease outbreaks.

Licensing of temporary food stands, at fairs, street vendors and special community events, also assures this food is prepared in a safe manner the public consumer.



Investigation into consumer complaints on a possible food poisoning in restaurants or at special events is another important part of the Food Protection Program.

 Water Supply 

DHD#10 staff investigate reported groundwater contamination incidents involving both private and public water wells.



Water sampling service that is done involves sampling of water wells for bacteria and partial chemicals. Additional specific water tests can be done upon request.



Permits for water wells assure that the well is properly drilled and located in the appropriate spot.



Water wells located at motels, restaurants and their public locations are also inspected and monitored.



Records are maintained on water wells and water samples for public review. This process is currently being computerized to allow more timely access of the data collected for public review.



Investigations into consumer complaints against well drillers or concerns of poor water quality are also performed.



Monitor water quality of swimming pools to prevent the spread of communicable diseases through improperly treated water.



Identify public health hazards in the community, such as contaminated water supplies and work with community leaders to eliminated the public health threat.

 On-site Septic Program 

Permits for installation of sewage disposal systems for private homes and small commercial enterprises thus, assuring safety for area residents.



The review of developments, such as subdivisions, assists the contractors to guarantee the soils are suitable for development with septic systems.



Investigation into consumer complaints concerning improper sewage discharge, garbage disposal and hazardous waste materials.

 Communicable Disease Control 

Investigation into animal bites which have potential for rabies.



Investigation into disease outbreaks, such as giardia or hepatitis, that may be related to food, water and/or improper sewage disposal.

 Indoor Air Quality 

To provide community education and consultation services for addressing concerns towards improving indoor air quality.



Assist with providing testing services for indoor air problems, such as radon or carbon monoxide.

Investigation into problems related to poor housing conditions that may have adverse health effects on the occupants.



Staff review all land divisions to insure all sites are suitable for the installation of on-site water supplies and sewage disposal systems.



Provide oversight in the community for shelter environment hazards. DHD#10’s Environmental Health Code provides minimum housing standards throughout the four county jurisdiction. Staff investigate complaints regarding substandard housing and work with the owner to correct health threats posed by the dwelling. Staff also inspect campgrounds, day care centers, children’s campgrounds, etc. for health threats to the individuals using these facilities.



Staff investigate conditions which comprise a public health nuisance and as such pose a threat tot he overall health of a community. These complaints range from having a neighbor clean up the garbage in his yard to ordering the demolition and removal of run down buildings.

 Lead: Provide follow up environmental investigations for children with elevated blood levels. Provide consultative services to the general public on reducing lead hazards in their homes.  FAMILY PLANNING: Family Planning is a service at the health Department, which provides comprehensive, family planning education to women regardless of their ability to pay. This service includes counseling, physical, supply purchase, and pregnancy test - all by appointment.  HEALTH EDUCATION/PROMOTION SERVICES  Community Cholesterol Screenings: The health department offers community cholesterol screenings: This tests for total cholesterol, HDL and LDL cholesterol, glucose and triglycerides. Appointments are necessary, call your local health department.  Health Education: Educational programs in informational sessions on various topics are available through advance scheduling for community groups, service clubs and school classes as a means of updating residents about various health issues and concerns.  Chronic Disease Prevention/Worksite and Community Health Promotion: The health department coordinates a worksite grant assistance program for area businesses and provides chronic disease prevention information to the community.  Tobacco Prevention: The health department serves as a resource center for smoking cessation information and policy (smoking) development information. Smoking classes are offered for individuals who would like to quit smoking. Tobacco information is available to the general public free of charge.  Bloodborne Pathogen Trainings: Offered to employees who may be exposed to bloodborne pathogens through body fluid contact on the job. Classes are scheduled both at the health department and the worksite.  Health Education Resource Center: The health department offers a wide assortment of brochures on various health topics including diabetes, cancer, heart disease, nutrition, child health and safety.

DISTRICT HEALTH DEPARTMENT NO. 10  HIV/AIDS TESTING PROGRAM: The purpose of the program is to offer anonymous and confidential testing and counseling for the HIV virus that causes AIDS, by appointment only. (fee required)  IMMUNIZATIONS: Clinics are offered to administer vaccine preventable illnesses injections for all members of the community. Flu vaccine is administered annually.  INFANT SUPPORT SERVICES PROGRAM (ISSP): Support, education and counseling for families with young children at risk and receiving Medicaid. Services provided by a registered nurse, social worker and/or registered dietitian in the families home. Financial assistance with transportation which promotes the health and well being of the young children and cost of parenting education classes.  MATERNAL INFANT CHILD PROGRAM: This program provides public health nursing services to mothers and their infants who are in need of counseling, emotional support, or educational information on Health Department services, family living skills, nutrition, immunization, or community resources. Referrals are made by physicians, local agencies, schools, or individuals. These services are provided to all regardless of financial status.  MATERNAL SUPPORT SERVICES: Services that address the medical and non-medical support of the pregnant woman. These services might include personal nutritional, transportation support as well as non-medical healthcare of the mother-to-be. A drug-free/tobacco-free lifestyle is encouraged for the pregnant woman.  HEALTHY KIDS (MOTHER, INFANT, CHILD HEALTH - CARE): In cooperation and conjunction with the Family Independence Agency to assist with enrollment into Medicaid, and advocacy services for pregnant women. Services include assistance with receiving early and appropriate prenatal care, outreach to inform women and prenatal care providers of the program, and referrals to appropriate services available in their communities. participants’ incomes must fall at or below 185% of the poverty level and be pregnant. Once eligibility is established, the woman remains covered until 60 days after the end of the pregnancy. If the woman is enrolled the day of delivery, the infant is covered until its nineteenth birthday.  PREMARITAL EDUCATION CLASSES (PME): Required by the state for all who plan to be married, these classes are offered in each of the four counties - by appointment only. Class content includes sexually transmitted diseases and information on being tested.  PUBLIC HEALTH NURSING SERVICES: Public health nursing staff work throughout the community with individuals, families, professionals, community groups, and community and health care agencies. Their responsibilities include assessing needs, educating clients, detecting disease with follow up when indicated, counseling, and referrals. In the schools they assist with Kindergarten round-ups, special program presentations, and scoliosis screening.  SENIOR CITIZEN SCREENING: Senior Citizens in District Health Department No. 10 are offered screening at a variety of community locations. hearing, vision, blood sugar, urine, and blood pressure are checked. A medication review and health summary are conducted with the patient by the nurse. Referrals are made to the individual’s physicians as warranted.  SEXUALLY TRANSMITTED DISEASES: Men and women who suspect they have been exposed to a sexually transmitted disease can make an appointment with a public health nurse for counseling, and follow up, a referral to a local physicians for diagnosis and treatment may be made. This service is available to any member of their community.

Medication, x-ray follow up, and doctors’ visits are available to active tuberculosis clients.  VISION AND HEARING PROGRAMS: Vision and hearing screening in the public, parochial, and private schools are to detect potential defects in hearing and/or vision. Screening take place at round-ups for children entering kindergarten and for school age children throughout the school year. Many are referred for medical evaluation.  WALK-IN CLINICS: These clinics are held one-half day per week in each county. A public health nurse is available for blood pressure or blood sugar screening, cholesterol screening, pregnancy testing, assessing needs and referrals.  WOMEN-INFANTS-CHILDREN NUTRITION PROGRAM: WIC is a federally funded, education and supplemental food program for pregnant and breast feeding women, infants and children under five years of age. participants must be residents of Crawford, Kalkaska, Missaukee, or Wexford counties. Eligibility requirements: must be at or below 185% of poverty, meet the participant categories, and be determined by the health professional to be at nutritional or medical risk. Purpose: The purpose of the Manton Senior Center is to promote the general social welfare and physical wellness of the senior population; to provide a fellowship center for senior citizens to gather for socializing, playing of games, cards and a support network. We have two exercise programs, two weight control support groups and encourage indoor walking as well as walking on the treadmill for senior citizens. We hold a foot care clinic once a month. Our doors are open to any senior citizen, regardless of where they live. Our primary service area is northern Wexford County, but no one is turned away and we welcome one and all. MEAL SITE - Meals are cooked from scratch, on site, Monday through Friday and served at noon. Suggested donation $2.00 for age 60 and over and $4.00 to those under age 60. Meals-onWheels are delivered to the homebound senior citizens that qualify within SIT & GIT FIT: Monday and Wednesday at 11:00am and Friday at 10:30am, this is a half hour exercise program that is done entirely while sitting in a chair. It involves stretching, weights and cardiovascular exercises. There is no charge for this program. FOOT CARE CLINIC: This is a Wexford County Council on Aging sponsored program that is held at the Center on the second Monday of each month. This cost is $20 per person and an appointment is necessary. Call the Council on Aging to make an appointment. SHUFFLEBOARD, SHUFFLEBOARD BOWLING, POOL AND GAMES: Available daily whether scheduled on the monthly calendar or not. INCOME TAX AND MEDICARE/MEDICAID ASSISTANCE: Income tax assistance for senior citizens is available during tax time and medicare/mediciad assistance is available on an as needed basis. DAY TRIP AND SPEAKERS: Day trips are occasionally scheduled on a tour bus with cost determined by destination and activity. Speakers are scheduled monthly on senior citizen issues for information and education.

Purpose: The Probate Court in Wexford County is established under provisions found in the Michigan Constitution that require a Probate Court in each county of the state. The function and jurisdiction of the Court is established statutes which implement this Constitutional requirement. Probate Courts are given jurisdiction over many proceedings dealing with the health, well-being and property of Michigan residents, but the most common proceedings are: Guardianships for Minors and Adults; Conservatorships and Protective Proceedings for Incapacitated Individuals and minors; Guardianships for Developmentally Disabled Adults; Administration of Decedent Estates; Administratino of Trusts; Legal proceedings seeking Involuntary Mental Health Treatment People seeking access to the Court processes are generally assisted by attorneys admitted to practice law in the State of Michigan. Also, people seeking to handle their own lega cases should be aware that the law does not allow Court staff to give them legal advice; in Probate Court in particular there is a specific statute that disallows Court staff from giving legal advice or from filling out documents for people (MCL 700.1211) Subject to that understanding, the Probate Court has available to the public, informational materials about court procedures generally, and forms and instruction packets for some types of guardianship and conservatorship filings. Employment services are provided to FIP recipients. STATE DISABILITY ASSISTANCE (SDA) PROGRAM - Provides cash assistance to disabled persons in need who are not eligible for assistance through FIP. CHILD DEVELOPMENT AND CARE – This program assists eligible families with payment of child care due to employment, education, participation in an approved activity, and/or because of a condition for which treatment is being received and care is provided by an eligible provider. CHILD SUPPORT - DHS works in cooperation with the Dept. of Child Support. Customers will be contacted by the Dept. of Child Support and must participate in the pursuit of paternity determination, child support order establishment, and order enforcement.
