Happy Holidays! Wow, I can’t believe it’s that time of year already! This year as the president of CRBRA has flown by. As they say “time flies when you’re having fun.” So when I look back on this year as president there is so much to think about. So much happens in a year at CRBRA!

If I go back in my mind to January there is one thing that stands out to me, having to do a speech! But, all kidding aside, in my speech I challenged the members of CRBRA. I challenged everyone to get involved. Our members stepped up and exceeded my expectations! Our member involvement is the heartbeat of our world class organization and this year we saw this involvement in a big way. Across the board CRBRA had great numbers of attendance at our events. We sold out the Parade of Homes Awards Celebration, Saratoga Track Day, CRBRA Golf Tournament, Spring & Fall Clay Shoot and The Best in Building Awards Event, just to name a few. We had one of highest number of homes in the Parade of Homes. We also had great member involvement fighting some of the issues that threaten our industry. This year we had the biggest turnout for Lobby Day that I have ever seen and our presence was noted! The builder members that went head to head with National Grid made some serious headway this year as well. These are just some of the examples of what makes all of us world class. So, in closing out the year I just want to say thank you! Thank you, for giving me the opportunity to be the president of such an awesome organization. Thank you, for investing in you and CRBRA!

In November CRBRA invited all our members to the Local Residential Housing Economic

Trends and Forecast into 2018. The National Association of Home Builders prepared a special local report for the four major counties in the Capital Region: Albany, Saratoga, Schenectady and Rensselaer. Michael Neal, NAHB Senior Economist, looked at several factors affecting the local and national markets. Nationwide, housing prices are at 106 percent of what they were before the recession. Prices in the 4 counties of the Capital Region are at 100 percent. Construction of single-family homes has been the slowest to catch up. During the first three quarters of 2000 ,2001, 2002, and 2003, an average of 1,398 SF permits were issued in the Capital Region. Only 422 permits were issued during the lowest point of the recession. Picking back up, 914 SF permits were issued through September 2017, 65 percent of the pre-recession average. While it’s higher than the national at 63 percent and only 51 percent in New York, we still have a way to go.

As we all know, multi-family construction has soared. As of September 2017, 998 permits were issued for multi-family permits in the Capital Region which is 211 percent of the pre-recession average. Reference the county by county charts on the cover of this issue. A staggering increase was reported for Regulatory Costs as a Share of Home Price up to 30.3% (reference graph A). CRBRA Members are needed to continue to stop the increase and start reducing

GRAPH B regulatory fees. Be vigilant to attend and participate at Lobby Day, respond to emails directed to your legislators and elected officials. Forecast for 2018 on the national level indicates a 7% increase for single family permits. The New York State prediction is more significant showing a 12% increase in single family building production. Check out Graph B above to compare with neighboring states. (Continued on next page)

(Continued from page 7) The wind is slowing down for national multifamily starts- down 3% (2017 down 9%). New State multi-family building production is forecasted to be down from 165 % in 2017 to 144% in 2018 (Graph C). Residential Remodeling is predicted to have a 2% increase in 2018. In summary, Michael Neal said the economy is likely to stay robust in 2018 and more millennials will buy houses. GRAPH C

NAHB conducted a successful, targeted congressional fly-in Nov.  14-15, bringing over 50 members and HBA executive officers to conduct nearly 150 meetings with key congressional offices. Michele Brown (Belmonte Builders) and Eric Willson (Michaels Group Homes) flew in to DC and met with members of Congress to discuss the personal impact of their positions on tax reform. We are grateful to our members who, on very short notice, came to Washington, D.C. to take part in this grassroots action. On Nov. 16, the House of Representatives passed H.R. 1, the Tax Cut and Jobs Act, to reform the tax code. The legislation passed with 227 votes; 13 Republicans opposed the legislation, most of whom were representatives from California, New York and New Jersey.  Among other concerns, the House bill reduced the mortgage interest deduction cap  to $500,000 and eliminated private activity bonds (PABs), which are key to financing affordable housing development. NAHB key voted against the legislation.   The Senate Finance Committee approved its version of Republican tax legislation, as amended, on 14-12 party line vote later that same day. NAHB believes the  Senate bill is better for the housing sector, as it provides more meaningful tax relief to small businesses and restores PABs.  The Senate is expected to consider the legislation the week after Thanksgiving.  At this point, the month of December is set aside for a House-Senate conference where NAHB anticipates additional changes and  compromises.  NAHB remains engaged and will fight for the interests of the housing community as the legislative process moves forward.
