The ultimate objective of the digital journey is to move the IT organisation from a traditional ‘plan-build-run’ approach to a ‘plan-consume’ business model. This shift forces a new consideration of business, technology, operational and governance approaches. In a “plan-consume” model, the IT organisation is able to focus on the business by defining and orchestrating services and optimising consumption, giving business stakeholders space and freedom to focus on innovation. This is a far-reaching change and requires departments to re-shape and re-focus their internal IT capabilities, management and governance, but comes with significant benefits. Using a digital model, departments can innovate quickly and efficiently; capture shadow IT; optimise their IT operating budgets; align IT priorities and investments
with broader business plans; provide the platform for rapid development and deployment; isolate infrastructure to meet application demands; and change the focus of employee productivity and performance. Making an effective transformation to a digital framework requires the IT organisation to truly understand its business capabilities and value chain enabling the organisation to make informed decisions about how information services align to support their programme and portfolio strategic goals. These decisions provide the opportunity to shift to a rapid design, deployment and consume or dispose model. This approach can be based on next generation technologies, delivery models and changing demands of policy delivery in a digital economy.
