What this document is

This March 2012 study, produced by the economic research firm BIPE for FP2E, the French professional federation of water companies, set out economic, social and environmental data on how drinking water and sanitation services are delivered across France. FP2E represents private and mixed-ownership operators in a sector where French municipalities have long chosen between running water services directly and delegating them to companies under contract.

The report was authored by a BIPE team including Raphaël Demoulière, Joy Bensaid Schemba, Joshua Berger, Ahmed Aït Kaci and Fanny Rougier, and it compiled figures on pricing, investment, service coverage and environmental performance intended to give a factual picture of the sector's structure at a time when the balance between public and private water management was a live policy debate in France.

As an industry-funded study, the report reflects FP2E's role as a representative body for water-service companies, which is a useful context for readers comparing its figures against data published by municipal associations or French government agencies covering the same period.
